RE: Clean Water State Revolving Fund Rules — Proposed Changes
Dear Ms. Cale- Finnegan:
The City of Dubuque wishes to comment on the changes to Chapter 90 of the Iowa Code Section
455B.173 and 455B.105(11), that the Environmental Commission has proposed.
The City of Dubuque supports the proposed amendment to Chapter 90 that "will create eligibility for
'stormwater conveyance infrastructure. "' It states that "these (conveyance) costs will be eligible if they
are combined with...wet ponds, dry ponds, manufactured devices, and other similar means" as identified
in Category VI -B or "green infrastructure, such as bioretention, constructed wetlands, permeable
pavement, rain gardens, green roofs, cisterns, rain barrels, vegetated swales, restoration of riparian
buffers and flood plains."
The City of Dubuque supports the proposed amendment to Chapter 90 that would allow the State
Environmental Commission to lower the interest rate for projects other than those that would improve
"impaired" waters. Moreover, the City of Dubuque supports the proposed amendment to Chapter 90 that
removes the financial terms from the code leaving them "the responsibility of the Iowa Finance
Authority."
The City of Dubuque supports the proposed amendment to Chapter 90 that would expand the possible
uses of SRF for inflow and infiltration (I &I) programs such as "preliminary sewer system analysis and
detailed sewer system evaluation surveys ".
