Proclamation Fair Housing Month Whereas, the strength of our nation, and all of its states, flows from the promise of individual equality and freedom of choices; and th Whereas, April 2003 is the 35 anniversary of the passage of Title VIII of the Civil Rights Act of 1968, better known as the “Fair Housing Act,” which declares that discrimination in the sale, rental or financing of housing based on race, color, religion, sex, national origin, familial status, or disability is unlawful; and Whereas, Chapter 27 of the Code of Ordinances of the City of Dubuque similarly prohibits discrimination in the area of housing; and Whereas, shelter is a basic human need, and the quality of human life is greatly diminished when people suffer discrimination because of such irrelevant factors as their race, color, religion, sex, national origin, familial status, or disability – making it essential that America and the City of Dubuque be rededicated to the policy that housing throughout the United States be available to all persons on the basis of equality and fairness; NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF DUBUQUE, IOWA, DO HEREBY PROCLAIM THE MONTH OF APRIL 2003, AS: “FAIR HOUSING MONTH” IN THE CITY OF DUBUQUE, IOWA AND EXPRESS THE HOPE THAT THIS YEAR’S OBSERVATION WILL PROMOTE FAIR HOUSING PRACTICES THROUGHOUT THE CITY.
