PROCLAMATION
WHEREAS, the Earned Income Tax Credit (EITC) is the largest federal economic development
program for low-income and working families; and
WHEREAS, this refundable income tax credit annually lifts over 5 million people above the
federal poverty line with much-needed income; and
WHEREASresearch has shown that the EITC raises more children out of poverty than any
,
other program and that it may be the nation’s most effective work incentive for
families with children; and
WHEREASstudies have demonstrated that an estimated 20% of EITC-eligible individuals do
,
not receive the EITC for numerous reasons; and
WHEREAS, the local EITC Outreach Task Force provides educational and promotional efforts
aimed at increasing the number of qualified people who take advantage of the
EITC benefit; and
WHEREAS, the EITC Outreach Task Force has strengthened our local economy by providing
free tax preparation sites in the community and generating nearly $2.7 million in
EITC refunds to families since 2005.
NOW THEREFORE, I, DAVID T. RESNICK, MAYOR PRO TEM OF THE CITY OF DUBUQUE,
IOWA, ON BEHALF OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY

PROCLAIM THE 29 DAY OF JANUARY 2010, AS
“EARNED INCOME TAX CREDIT (EITC) AWARENESS DAY”
IN THE CITY OF DUBUQUE, IOWA, AND ENCOURAGE CITIZENS TO ATTEND AN

INFORMATIONAL EVENT ON FRIDAY, JANUARY 29 FROM 10:00 AM TO 2:00 PM AT THE
MULTICULTURAL FAMILY CENTER, 1157 CENTRAL AVENUE, TO LEARN ABOUT THE EITC,
OTHER TAX CREDITS AND FREE TAX PREPARATION OPPORTUNITIES IN OUR COMMUNITY.
