Sewer Utility Fee change FY 04MEMORANDUM TO:The Honorable Mayor and City Council Members FROM:Michael C. Van Milligen, City Manager SUBJECT:Revision to City of Dubuque Code of Ordinances Section 44-83(a)(2) and 44-83(a)(3)g March 31,2003 Water Pollution Control Plant Manager Paul Horsfall is recommending City Council approval of the FY2004 amended ordinance change, which will establish the minimum sewer service charges, effective July 1,2003, as follows: Meter Size Minimum Allowance (Inches) Charge (cubic feet) 5/8 $ 3.28 200 3/4 $ 8.20 500 I or larger $13.12 800 This rate change was approved as part of the FY 2004 budget process and an ordinance was adopted, however, the Finance Department noticed an error in the way the rate for the previous ordinance was calculated. Van Milligen, City Manager FROM: Paul J. Horsfall, WPCP Manager SUBJECT: Revision to City of Dubuque Code of Ordinances SectiOn 44-83(a)(2) and 44-83(a)(3)g. INTRODUCTION: The purpose of this memorandum is to submit to you a copy of the FY2004 amended ordinance change as it relates to the wastewater utility. DISCUSSION: Ordinance No. 10-03 adopted February 27, 2003 spelled out charges for the minimum sewer service charge according to Ithe size of the meter to be as follows: Meter Size Minimum Allowance (inches) Charge (cubic feet) 5/8 $ 3.27 200 % $ 8.17 500 1 or larger $13.07 800 These figures were arrived at by adding 3% to the existing charges and rounding to the next whole penny. Utility Billing has since recemmended that the minimum charge be a multiple of the charge of 1.64/100CF based on the allowance in cubic feet per meter size. Under Utility Billing's recommendation the minimum sewer service charge according to the size of the meter would be as follows: Meter Size Minimum Allowance (Inches) Charge (cubic feet) 5/8 $ 3.28 200 % $ 8.20 500 1 or larger $13.12 800 RECOMMENDATION: I concur with Utility Billing's recommendation and request that Ordinance 10-03 be amended to reflect the above changes with the effective date of July 1, 2003. ORDINANCE NO. 23-03 AN ORDINANCE REPEALING ORDINANCE NO. 10-03 AMENDING THE CODE OF ORDINANCES OF THE CITY OF DUBUQUE, IOWA, SECTIONS 44-83 (a)(2) AND 44-83 (a)(3)g. ESTABLISHING BASIC SEWER RATES FOR RESIDENTIAL AND COMMERCIAL USERS. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL FOR THE CITY OF DUBUQUE, IOWA: Section 1. Ordinance No. 10-03 is hereby repealed. Section 2. Section 44-83 (a)(2) of the Code of Ordinances, City of Dubuque, Iowa is hereby amended to read as follows: Rates per each one hundred (100) cubic feet ..... $1.64 Section 3. Section 44-83 (a)(3)g. of the Code of Ordinances, City of Dubuque, is hereby amended to read as follows: Where the quantity of water consumed is such that the minimum service is charged, the minimum sewer service charge, according to the size of the meter, shall be as follows: Meter Size Minimum Allowance (inches) Charge (cubic feet) 5/8 $ 3.28 200 % $ 8.20 500 I or larger $13.12 800 Section 4.
