CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:00 p.m. on July 23, 2018 in the
Historic Federal Building, 350 W. 6�h Street
Present: Mayor Buol; Council Members Del Toro, Jones, Larson, Resnick, Shaw, City
Manager Van Milligen, Assistant City Attorney Quann
Absent: Council Member Rios
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting a work session on the following topic.
WORK SESSION
Levee Breach Study
Public Works Director John Klostermann; Civil Engineer Deron Muehring; and Andy
McCoy, of HDR, Inc. conducted a work session with the City Council on a Levee Breach
Study.
1 . History of DBQ floodwall system
2. City operation
3. USACE Modeling
4. HDR Modeling
a. HDR efforts compared to USACE
b. Researched flood barrier products
c. Model output
5. How the model output can be utilized
a. Pre-breach
b. During breach
6. Levee Breach Analysis Modeling Report Review
a. Locating HESCO barriers.
b. Streets that can be used for evacuation routes and for how long
c. Time available to evacuate a facility by vehicle versus boat
7. Next Steps
City Council had discussion with the presenters who responded to questions related to
current planning, modern technology, incorporating new development, and emergency
planning. Mr. Klostermann discussed the difference between levee breach and over
topping and the likelihood of these occurring.
There being no further business, upon motion the City Council adjourned at 6:57 p.m.
