STAFF PRESENT: Assistant City Manager Cori Burbach President Specht called the meeting to order at 5:00 p.m. Burbach confirmed that the meeting was in compliance with the lowa Open Meeting Law. Chair Specht administered the Oath of Office for new member Shane Hoeper, and the Commission completed introductions. MINUTE APPROVAL: Boles motioned, and Darr seconded, approval of the minutes from the March 1 , 2018 meeting. The motion passed unanimously. PUBLIC COMMENT: None. COMMUNITY HEALTH NEEDS ASSESSMENT— HEALTH IMPROVEMENT PLAN: Public Health Specialist Mary Rose Corrigan provided an update on the CHNA-HIP update process, which is currently underway. Mercy, Unity Point-Finley, Crescent Community Health Center, Dubuque County, and the City collaborate to complete the report every three years. The County Board of Health will approve the plan in August 2018. A question and answer period followed the presentation, with the Commission recommending that the CHNA-HIP committee seek disaggregated data whenever possible, prioritize mental health services, and include a lessons learned section. SUSTAINABLE DUBUQUE COMMUNITY GRANT REVIEW: Commissioners received grant applications submitted and the scoring rubric. Specht, Kennicker, and Hoeper volunteered to meet with Burbach to develop a recommendation to bring to the Commission at their May 3 meeting. JFK SIDEWALKS: The Commission reviewed the material from the February 19 City Council meeting, and guidance from the STAR Community Rating, Imagine Dubuque comprehensive plan, and the RCAC 2017-2018 strategic priorities. Lohrmann motioned, and Drahozal seconded, that the Commission should send a letter to City Council advising their support for installing sidewalks in the gaps in JFK, and in other gaps in the community. The letter, which should site best practices and community input from the documents reviewed by the Commission, should note that sidewalk installation is important for health, walkability, transit, and equity reasons. The commission noted that while there is a cost to the residents whose properties lack sidewalks currently, the positive impact to the community is more beneficial. The vote to approve the letter passed 8-1 , with Boles voting no. Boles noted that he was supportive of the sidewalk installation, but had unresolved concerns about the cost to residents. INFORMATION COMPARING DUBUQUE COUNTY DEMOGRAPHICS TO THE STATE OF IOWA: The Commission received the noted information. CITY COUNCIL AGENDAS: Boles asked for an update on the broadband discussion. Burbach provided an update on the City Council direction, and promised to provide more updates as available. COMMISSIONER REPORTS: Lohrmann noted that the Transit Advisory Board has adopted new priorities; she will share them with the Commission via Burbach. Boles noted that the Community Development Advisory Commission is considering a new rental rehab loan program. He also advocated to the City Council for a holistic view of funding support for residential rehab. NEXT MEETING: Thursday May 3, 2017, 5:00 PM at City Hall Annex.
