Absent: Ben Darr STAFF PRESENT: Assistant City Manager Cori Burbach President Specht called the meeting to order at 5:00 p.m. Burbach confirmed that the meeting was in compliance with the lowa Open Meeting Law. MINUTE APPROVAL: Drahozal motioned, and Roussell seconded, approval of the minutes from the April 5, 2018 meeting. The motion passed unanimously. INTRODUCTION OF ICMA SUSTAINABILITY FELLOWS: Burbach introduced three ICMA Sustainability Fellows visiting from Southeast Asia: Pei (Brunei), Sarawut (Thailand), and Shine (Myanmar). PUBLIC COMMENT: None. LEVEE BREACH STUDY PRESENTATION: Engineer Deron Muehring presented the results of the Levee Breach Modeling Study recently completed. The study allows staff to plan for the impacts of a 28.2 foot flood crest and levee breach. Commissioners engaged in a discussion on implications of the study, and made recommendations regarding ways to communicate with and engage the public. Recommendations will be incorporated into the presentation Muehring will give to the City Council at a to-be-scheduled work session. SUSTAINABLE DUBUQUE COMMUNITY GRANT REVIEW: Commissioners reviewed the recommendations of the Sustainable Dubuque Community Grant subcommittee. Roussell motioned, and Booth seconded, to approve the recommendation of the subcommittee and forward it to the City Council for final approval. STATE OF BUILDINGS & ENERGY EFFICIENCY TECHNOLOGY: The Commission received a presentation from Hoeper on the topic. Hoeper discussed the global climate impacts of energy use and buildings, and the opportunities created by advancing technology. Boles asked how we could use this information to invest in more energy-efficient homes through City investments in Community Housing Initiative, True North, and other homes our programs impact. The commission also discussed ways to educate contractors and stakeholders, enforce codes, and incent voluntary actions to increase energy efficiency. COMMISSIONER REPORTS: Boles reported that the Housing Commission is reviewing a report on crime and the Housing Choice Voucher program. Roussell noted that on the Zoning Advisory Commission, she is observing lots of pre-conceived notions about multi-family housing. This is an equity and a land use issue that the RCAC may want to review in the future. NEXT MEETING: Thursday July 5, 2018, 5:00 PM at City Hall Annex.
