City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the 2018 Asphalt Overlay Access Ramp Project One, as completed by D & D
Superior Concrete, LLC, in the final contract amount of$76,994.17, which was 2.77°k
under the contract amount of$79,185.35.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
2018 Asphalt Overlay Access Ramp Project One.
BACKGROUND
The project replaced twenty-seven non-compliant access ramps with thirty-one
compliant, directional ramps as per Public Right of Way Accessibilities Guidelines
(PROWAG) specifications in conjunction with the Public Works Asphalt Overlay
Program involving the following intersections:
• White Street & East 24�h Street, four double ramps.
• Jackson & East 24�h Street, two double ramps.
• Johnston Street & East 22"d Street, one double ramp and one single ramp
• Johnston Street & Providence Street, two single ramps.
• Johnston Street & Lincoln Avenue, one double ramp and one single ramp
• Johnston Street & Rhomberg Avenue, four double ramps with reconstruction of
five storm water intakes to make compliant ramps possible.
• Johnston Street and Garfield Avenue, two single ramps.
DISCUSSION
The 2018 Asphalt Overlay Access Ramp Project One was completed by D & D Superior
Concrete, LLC in the final contract amount of $76,994.17, 2.77% under the contract
amount of$79,185.35. Five storm water intakes requiring reconstruction due to their
location and the inability to work around them for new ramp installations, at a cost of
$13,073.50 collectively. The average cost per ramp was $2,367.43.

REQUESTED ACTION

& D Superior Concrete, LLC for the 2018 Asphalt Overlay Access Ramp Project One.

RESOLUTION NO. 258-18
ACCEPTING THE 2018 ASPHALT OVERLAY ACCESS RAMP PROJECT ONE AND
AUTHORIZING THE PAYMENT TO T,HE CONTRACTOR
WHEREAS, the public improvement contract for the 2018 Asphalt Overlay Access
Ramp Project One, (the Project) has been completed by the Contractor, D & D Superior
Concrete LLC (Contractor), the City Engineer has examined the work and recommends
that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $76,994.17;
WHEREAS, the Contractor has previously been paid $73,144.46, leaving a balance
of $3,849.71; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $3,849.71 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.
