Van Milligen, City Manager SUBJECT: 2018 Asphalt Overlay Access Ramp Project Two (CIP 2501227) DATE: August 28, 2018 City Engineer Gus Psihoyos is recommending acceptance of the construction contract for the 2018 Asphalt Overlay Access Ramp Project Two, as completed by Midwest Concrete, Inc., in the final contract amount of$138,711 .39, which is an 18.9°k increase over the original contract amount of$112,508.25. The increase was due to two change orders, one for 559 linear feet of additional curb and gutter replacement and bedrock removal that accounted for 13.31 °k of the overage, the other 5.59°k was for additional curb and gutter, top soil and seeding needed for landscaping and reshaping hill sides at the back of the walk. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: 2018 Asphalt Overlay Access Ramp Project Two (CIP 2501227) DATE: September 4, 2018 INTRODUCTION The enclosed resolutions provide for the acceptance of the construction contract for the 2018 Asphalt Overlay Access Ramp Project Two. BACKGROUND The project replaced thirty-two non-compliant corner access ramps with thirty-seven compliant, directional ramps as per Public Right of Way Accessibilities Guidelines (PROWAG) specifications in conjunction with the Public Works Asphalt Overlay Program and involved the intersections of: • Balke Street & Lawther Street, one double ramp and two single ramps • Balke Street & Goethe Street, two single ramps • Balke Street & Groveland Place, one single ramp • Elm Street & East 29�h Street, two double ramps, two single ramps and reconstruction of three storm water intakes to assure ADA compliance. • 2805 Davenport Street, one single ramp • 2820 Davenport Street, one single ramp • Davenport Street & Sabula Street, two single ramps • Davenport Street & Primrose Street, one single ramp • Davenport Street & National Street, two single ramps • Davenport Street & Stoltz Street, two single ramps and one storm water intake • Stoltz Street & Lemon Street, two single ramps • Saunders Street & Lemon Street, two single ramps • Maplewood Court &Timberline Street, two single ramps • Maplewood Court & Oak Crest Drive, two double ramps • Meadow Wood Drive & Wildwood Drive, two single ramps • Meadow Wood Drive & Boyer Street, two single ramps and reconstruction of two storm water intakes to assure ADA compliance • Meadow Wood Drive and Berkley Place, two single ramps and reconstruction of one storm water intake to assure ADA compliance. DISCUSSION The 2018 Asphalt Overlay Access Ramp Project Two was completed by Midwest Concrete, Inc. of Peosta, lowa in the final contract amount of$138,711 .39. This is an 18.9°k increase over the original contract amount of$112,508.25. The increase was due to two change orders, one for 559 linear feet of additional curb and gutter replacement and bedrock removal accounted for 13.31 °k of the overage, the other 5.59°k was for additional curb and gutter, top soil and seeding needed for landscaping and reshaping hill sides at the back of walk. Seven storm sewer intakes required reconstruction because of their proximity to, and the inability to construct complaint ramps without relocating them to the street, the cost of these were $25,890.10. The average cost per ramp excluding the cost of intakes and extra curb was $2,537.39. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved, and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $6,935.57 a$ provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code. chapter 26.13.
