Sealed bids were received for the Twin Ridge Lift Station Abandonment Project. City
Engineer Gus Psihoyos recommends award of the construction contract to the low
bidder, Gansen Excavating, Inc., in the amount of$105,976.17, which is 4.64°k under
the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Twin
Ridge Lift Station Abandonment project.
BACKGROUND
In 2015, the city purchased the sanitary sewer collection and water distribution systems,
serving Twin Ridge subdivision, from Twin Ridge Water Corporation. The sanitary
sewer collection system is comprised of the gravity collection system, a lift station and a
lagoon treatment facility. Also, in 2015, the City constructed a new lift station on Lake
Eleanor road. The Lake Eleanor road lift station was designed to serve the area
between Key West Drive and U.S. highway 151/61, north of Lake Eleanor road, along
with the ability to serve an additional 24 properties within Twin Ridge subdivision.
DISCUSSION
With the adoption of the FY2019 Five Year Capital Improvement Program Budget, there
is funding in the amount of $175,000 to abandon the existing lift station and connect a
portion (24 properties) of the Twin Ridge subdivision to the City's sanitary sewer
collection system. Connecting these properties will reduce the flow entering the existing
lagoon treatment facility located within the subdivision.
A future project, included in the adoption of the FY2019 Five Year Capital Improvement
Program Budget, will abandon the lagoon treatment facility and connect the remaining
portion of the Twin Ridge subdivision to the City of Dubuque sanitary sewer collection
system. This project is planned for FY2021.
BID RESULTS
Sealed bids were received on the project on August 23, 2018. Gansen Excavating, Inc.
of Dubuque, lowa submitted the low bid in the amount of $105,976.17. This amount is
4.64°k under the estimate of probable cost. A summary of the bid proposals is as

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE TWIN RIDGE LIFT
STATION ABANDONMENT PROJECT
Whereas, sealed proposals have been submitted by contractors for-the Twin-Ridge
Lift Station Abandonment project, (the Project) pursuant to Resolution No. 234-18 and
Notice to Bidders published on the City of Dubuque, Iowa website and plan-room -
service with statewide circulation on the 3th day of August 2018; and
Whereas, said sealed proposals were opened and read on the 23rd day of August
2018 and it has been determined that Gansen Excavating, Inc. of Dubuque, Iowa,
submitted the low bid amount of $105,976.17, and is the lowest responsive, responsible
bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Gansen
Excavating, Inc and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
