INTRODUCTION
The purpose of this memorandum is to request approval of the attached agreement for
AmeriCorps Partners in Learning Summer Only Grant Continuation for Program Year
2018-2019. This grant continuation is for the summer of 2019. This would be the 2nd
year of this grant.
BACKGROUND
AmeriCorps Partners in Learning has served the Dubuque community since 2000 and
has been sponsored by the City of Dubuque since 2007. The program was awarded a
1-year formula grant through the Corporation of National and Community Service in
2018, which is focused on teen mentorship. This will be the 2nd year that this grant has
been awarded.
DISCUSSION
For the 2018-2019 Program Year, AmeriCorps Partners in Learning intends to continue
their partnership with the Multicultural Family Center and the Leisure Service
Department by recruiting, training and placing 10 Dubuque Citizens as AmeriCorps
Members with these partners for the summer of 2019. These organizations will engage
and serve teens during the summer to provide mentorship interventions to curb risky
behaviors among teens. The Multicultural Family Center has the members serve with
the Youth Employment and Education Program (YEEP). Leisure Services members
serve with the summer teen programming.

In addition to our impact on community youth and local organizations, one of the areas
that AmeriCorps Partners in Learning prioritizes is with the AmeriCorps members
themselves. The Program strives to recruit from a diverse pool of candidates, with the
program previously having had a wide range of AmeriCorps from retirees, to college
students, to newcomers to Dubuque, to stay at home parents, to people looking for a
career change. The program strives to encourage its AmeriCorps members to recognize
their service as engagement and continue to serve in some facet after their year.
BUDGETIMPACT
The total cost associated with the AmeriCorps Partners in Learning Grant is $49,344.
The Corporation of National and Community Service's share is $30,168 or 61 °k. The
Grantee (PiL)'s share is $19,176 or 39°k. Much of the city's share is funded through in-
kind match, which is provided through site supervisor time and the cash match is
already budgeted in the Recreation and Multicultural Family Center budgets. The
amount awarded to AmeriCorps Partners in Learning will be a total of$29,565, as
Volunteer lowa will retain the Commission Fixed Amount of$603. The amount reflected
in the attached grant agreement for this share is $29,565.

ARTICLC I D�PINITIONS
As used in this Agrezmeny the following terms shell apply:
1.1 ACT. "Act" means the National and Community Service Act of I990 (42 O.SC. 12501 et
seq.), as amended by the Serve America Act, (42 U.S.C. S.12507 et sey.l.
1.2 AWARD DATE. "Award Date" meaos tlre datc for which the Commission spproved[he grant
award.
13 GIZANT AGRCliM�NT a•AGRCEMEIVT. "Grant Agreement" or"Agreement"means this
Agreement and all of the exhibits, alteclvnents and documents referred to io the Agi�eement and

with the Agreement.

1.4 PROGRAM. "Program" means the detailed description of the work, services, and other
obligations Po be performed ur accomplished by the Grantee as d�scrib<d in this Agreement and
the AmeriCoips application approved by [he Corporntion for National and CormuuniTy Service
("Corporatiod' or "CNCS") and the Commission as authorized by the Nalional aud Community
Service Act uf 1990, as amended.
1.5 COMPLETION DATC. `Completion Date" is 8/3U2019 and is tlte date 6y which [he
Agreement czases to be in force and effecL The Agreement expires upoii the occurrence of one of
the followuig: a) Progivm tasks have been fully xecomplished ineluding fulfillinent of the

Completion Date.
1.6 ALLOWABLE COSTS. "Allowable Costs"are those costs which are idcntified io Attachment
A, Grazit Application; Attachment 6, Budget; aud co�vsistent with Federal regula[ions end
guidelines applicable to [he AmeriCm�ps program.
ARTICLC II FUNDING
2.I FONDING SOORCF.. The source of fimding for the Crant is a fzderal grsi�t fi�om CNCS
[Code of P'ederal Domestic Assistance(CFDA)94.006] for the AmeiiCoeps P�ngram. 'Che Gra�itee
shall coinply with tlie requireme�ts, conditions and rules of CNCS il�e Commission and a�iy other
public or privatc cn[ity having authority over the fimds or the Grant.
2.2 R�CCIPT OF FUIVDS. All payments undec this Agreement are subjen;t to receip[ by the
Commission of sufficiem federal funds for ihe AmcriCo�ps Program. Any terminatioi�, reduction
or delay oT CNCS funds to the Commission shell, at t'he option of the Commission, restd[ in the
tennination, reduction or delay oCCNCS fimds to the Grpntee.
2.3 PRIOR COSTS. If any grantee lias received writ[en approval fi�om the Commission m incm�
certain costs prior to the Award Date oF this Agrecment, tlien said written approval and the tenns
and coi�dilions tlierein nre incorporated herein and made e part ofthis Agmement by this rcference
as if fully set foi4h.
2.4 USC OC GRANT f UNDS. The Cirznlec sh�ll expend funds received uuder the Grant only for
the purposes and activitics described in its application and approvecf by the Commission and in
complinnoe with applicable federel ai�d state luw and regulatimis.
Z.5 BUDCET AMENDM�NTS.The following budge[changes shall be su6ject ro prior approval
of the Commission through the ainend�nent process as provided for in Arlicle L0.6. Budget
amendments shall be reque.sted from t6e Commission and approved prior ro implementation of�he

tinal ninety (90) days of the Agreement period will be approved on a limited basis. 'Che following
circumstances require budget amendments.
a) 6udget changes which would result in changes in excess of[en pement (10%) of lhe totel
budget.
b) Budget changes which would lower Ihe Giantee's peroent share of costs required under
this A��eement.
c) Budget changes which would add costs in a previously imbuclgeteci Iine item or that
include supplies in excess of$1,000 per item m�equipment valued at grealer than $SOOQ
rcgardless of the ten percent budget limitation.
2.6 D[SBURSCM6NT OF LCSS'CHAN THC TOTAL AWARD AMOUNT. If the total award
amount has not bee� requested by [he Grantee within sisty (60) days following �he Completion
Date, [hen the Commission shall be under no obligation for fmti�her disbursement.
29 MEMBER COSTS The award amount contemplated by this Agreement reflec[s a masimum
possible payment 6ased on full membcr enrollmeut. In the evcnt that thc Program does not fully
rec��uit the awa��ded membcr scrvice ycars(MSY),the Commission may reduce the federal funding.
The Commis'sion reserves the righ[to request repayment of any federal funds disbursed a6ova thc
reduced federal amount.
2.8 ADMINISTRATIVE COST LIMITATIONS. Federal funds used for reason�ble
administrative costs, are allow�ble. "I'he federa( sharc oTadministrative costs shall be limited to
five pei�ccnt(5%)of the CNCS fimds in Sections i and 11 of the approved budget The Commission
reteins up to 2% of the federal share of administrative wsts. The variance in the Awaed Amount
as compared to federal funds rellacted in Ihe budget is due Lo the Commission withholding these
hinds from the Award. Grurtees are eligible for addilional administrative costs in the Grantee
Share of the budget. These amounts are approvcd at the time of award and are �eflected in ihc
budget. (Fixed-amount awards are exemp[ frmn tliese requirements and will not have any
administ��ative costs retained by the Convnission).
29 UNALLOWABLG COSTS. Il Volunteer [owa determines at any time, whelher tluough
monitoring, audit, eloscout procedures or by othcr means, that the Grentee hes expended funds

ARTICLE III TCRMS OF GRANT
3.1 G2ANT. The Comntission granis$29,565.OQ for thc time period oF9/(/3018 to 8/31YL019, to
the arantee for AmeriCurps activities. The services of the Grantee aze to commence as of the
Award Datc and shall be undertaken in such a mamier as to assure their expeditiuus comple[ion.
All oFthe services reyuired hereunder shall be completed on a-before Ihe Completi�n Date.
3.2 WORK TO BC PERFORMED. Subjeet to Ihe provisions set for[h in tlus Agrecmznl,
VolunYeer lowa gra�ts funds to Yhe Grantee to perform activities and seivices as specifieally
outlined in Attachment A entitled "Gi�ant Appfication" dated 6/26/2018, attached hereto, and
incoiporated by this reFerence, and fm-sueh other taslcs as Volunteer Iowa and Gixntee may agree
to in writing.
33 DISASTER DGPLOYMENT. In thz cese oi a stare-declared disasteit Grantee's mambers
and/or gi�ant-funded staff may be voluntarily deploye�d as an asse[ ot [he state. In case of
deployment, allowable related cxpcnses outside of the scope of the approved Application may be
eligible [or reimbui'semenL All disaster depLoyme�ts mus[ be approved by VoLunteer lowa.
Organiz�ations serving as par[of the]owa Disaster Cadre may also be deployed underthe Volunteer
lowa Cooperative AgreemenL with Federal Fmcrgency Management Agency (FEMA). "I1�e teims
of these deploymen[s are covered in Attactmien[ C, "[owu AmeriCoips Disaster Cadre'.
3.4 ADMINIS'PRATION.Thc Agrcemcnt shall bc administered in accurdance with all applicable
State and Federal laws,regulatimis�id guidaneq including those found in ExhibiC F,"AmeriCorps
Program Director Manual", which has been distributed by V olunteer Iowa to tlie Granree.
ARTICLG IV CONDITIONS TO DISBURSCMCNT OF RUNDS
Unless end until the following condi�ions have been satisCed, the Commission shell 6e under no
obligation io dis6urse ro the Gt�antee any amounts under [he Grant Agreement

resolution of the Aoard of Directors, or othcr Coverning Body of the Grantee, eutl�oiizing the
execution and delivery oC this Gran[ Agreemen[ and sueh other papers as the Commission may
eeAsonably request, and speciSying the ofticer(s) authmized to execute the Grant Agi�eement and
bind tlie Grantee.

ARTICLE V REPRGSENTATIONS AND WARRANTIES OF GRANTEE
To induce the Commission to make the Grant relerred to in this Agreement,[he Grantee represents,
covenams and wan�ants [hat:
5.1 AUTHOR[TY.The Gramee is duly organized and validly existing under the laws ofthe State
anci is in good standing and has con�plied with all applicable laws of the S[ate of Iowa. The
Grantee is duly au[horized and empowe�ed to execute and deliver this Agreement. All action on
the pari of the Grantee, such as appropriate resolution of tkieir governing body for the execution
and delive�y ol'tlic Agreement, has been ei'I'ectively tal<en.
52 FINANCIAL INFORMATION. All financial starements and related malerials concerning
the Grantee and the Program provided to the Commission are true and correct in all material
respects and completely and accura[ely represent lhe subject matter thercof as of the efFective dxte
of[he s[atements ond related mate�ials, and no material advoise change has oceun�ed since thet
date.
53 GRANT APPLICATION. The content of the grant application the Grantee submitted to the
Commission for funding is a complete and aceurate represe�tation of the Gcantee und the Program
as of[he dale of submission and there has been no mateiial adverse change in the o�ganization,
ope�ation, or lcey personnel of the Grzntee since the date the applicxtion was submitted to the
Contmissio�.
5.4 CLAIMS AND PROCE�DINGS. There ere no actions, lawsui[s or proceedings pending or,
to the knowledge of the Gran[ee, Ihreatened against [he Grantee affceting in any mznner
whatsoever their rights to execute the Agreement or the abil ity of thc Grantee to mal.e ihe payments
required under the Agreement, or to otheiwise cmnply with the obligations of the A�,reemen[.
5.5 PRIOR AGRCEMENTS. The Grantee has not entered inro any verbal or written contracts,
agrcements or urrangements of any kind, which are inconsistent with the Grant Agreement.

5.6 EFF�CTI VE DATE. 7'he covenants, warranties and repcesen[a[ions oY this Article are made

ART[CLE VI GRANTEC OBLIGATIONS AND AFFIRMATIVE COVENANTS
"Che Grantee covenants with Volu��teer Iowa that
6.1 PROGRAM WORK AND SERVICES. The Graniee shall perForm in a satisfactory and
proper manner, the work and seivices detailed in tlle approved Grant Application (Attaclunent A)
by t6e CompleUon Date. Such work and se�vices will be eonducted aecordiog to the standacds
generally aeceptable in the Granlee's field for similar tasks and projects, es long as these are in
confoimance with AmeriCmps State i�equirements as de[ermined by [he Commission.
6.2 COMPLIAIVCC WITH LAWS AND REGL�LATIONS. The Grantee shall comply with all
applicabte State and Federal laws, rules, ordinances, regulations and orders, including but not
limited to the Nationai and Community Scrvice Act as amendcd by the Serve America Act, tl�e
Coryoratiods rcgulations (45 QFR §§ 2500-2599), and the AmeriCotps 'f'erms and Conditions.

63 USE OF D�BARRCD. SUSPEND�D, OR INF.LIGIBLG CONTRACTORS OR
SUBRECIPIENTS. CNCS funds shall not be used dirce�ly or indirectly to employ, award
contracts lq support with member placeme�nts, m� otherwise engage �he servicz of, or fimd any
organizatiuq or contractor during auy poriod of debnrment, suspeiision,m� placement in ineligible
status under 2 CFR Pait 180 or 2ny applicablc law or rcgulation.
6.4 MONITORING. To fulfill its fiduciary responsibilities and programmatic obligations, the
Commission shall conduc[ grant egreement oversight activities wider this Agreement The
Commission shall conduct monitm�ing on a routine basis bxsed on the Commission's rislc
assessments. The Convnission shall conduct grant ngreemeut ove�sight aetivities &om the
Commission offices, on site at the Grantee's offices, virtuafly using elech�onic commu�ications,
or a combination of' these approaehes. The Granlee shall implement and meintain sufficient
managemenl practices and systems to assure compliance with ell programmntic end fiscal
obligatimis under this Agi-�ement. "Phe Grantee's responsibilities in ihis regard extend to oversight
of ils sites nnd theii'financial end pi'ogram dulics as an agent oS Ihe Granlce under this Agroement.
6.5 ACCCSS TO RECORDS. The Grantee shall pennit the Commission, Audilor of thc Stale of
lowa or any authoriz.ed rep�csenta[ive of the State, and where tedcral lunds are involved, the
Comptroller Gene�'al of the Uni[ed States or any oth<r reproscntative of the U�tited States
Govermncnt, to aeeess and examine,audit, e�d/or copy any dii�ectly peiti�ient bool<s, ducuments,
pape�s and racords of Grantee relating to orders,invoices,or payments or any oHier documentation
or materials pcitaining to this AgreemenL The Commission shall make� eveiy effort tu provide
prim� noticc and to ucccss rccords from Monday through Friday, betwcen the hours of 8:00 a.m.

2ecords may be accessed in hard copy, elechonically, on site, or in other ways as necessary to
meet the needs of the Cornmission. Regardless of the method, all records will be managed by the
Commission in accordance with proper records ma�iagement prooedw�e(s) while thay are in the
possession ott�he Commission. Access to records shalf be granted within 72 hours of the request
unless other an�angements have bee�� agreed to by Ihe Commission.
6.6 RECOIiDS RETENTION. All records of the Grantee relating to this Agreement shall be
rctainu.d for a period of[hree (3) years following tlie da[e of final payment or complction of any
required audit and resolutioo of any audit findir�s, whichever is later. In addition to financial
records and suppoding documentation, this i�eludes stalisticxl records, evaluation and program
perfo�mance data, member tnformation and personnel records and any other records needed to
document compliance with federal requiremen[s and to justity cos[s and matcliing share.
67 PROGRAMMAT[C DOCUMCNTAT[ON. T'he Gra�itee shall deliver to Volunteer Iowa
upon reques[, (a) copies of all contracts or agreements relating t�o fhe Program, (b) invoices,
receipts, statements or vouche�s relating to Ihe Pro��am, (c) member or staft records or fdes and
program perfoirnance and evaluation data related to this Progi�am, (d) a list oCall unpaid bills for
labor and materials in conneclion with the Pmgram, (c) budgets and revisions showing esiitneted
Program costs and Fw�ds requi�rd at any given time to complete and pay Cor the Proa�am, (1)
current and year-to-da[e operating statements and (g) any other such grant-releted documents as
requested, in order to verify compliance with applicable statc and federal Ame�iCorps
requirements.
6.8 NOTICE O� PROCEEDINGS. The Grantec shall promptly notify VoWuteer lowa of'the
initiation of any claims, lawsuits or proceedings brought against the Grantee that, if adversely
detennincd, would have a material adverse cfFect on thc Grante�'s ability to perform this
Agi�eement.
69 NOTIFICATIONS. In the event tlie Grantee becomes aware of any material alteration ii� the
Prograin, initiation of any investigation imolving the Program or any siinilnr occun-ei�ce, the
Program shall promptly notify the Commission.

shall ensure that an audit is perlormed in accordance with the Office oY Management and
Budget (OMB) UniT'orm Guidance (2 CPR Chapter I,a�d Chapter 1I, Perts 20Q 215, 220,
225, and 230) as appLicable. The audit and aceompanying management letter(or other
accompanying documents) shalt be submitted m the Commission within 30 days afte�r Ihe
comple[ion or publication of[he audit, unless a longer period is agreed to by both pa�ties.
b) Other Audit of Financial Review. Grantees expending less than $75Q000 in federal
awards in a year are exempt from any federal audit requirements for that year, but shall
comply with audit requirements prescribed by s[ate or local lew. Gi'antces tlia[have an

6.1? MAINTENANCE OF PROGRAM PROPERTY AND INSURANCf.
a) Stxte agencies: [f[he Grantee is an Agency ofthe State of'lowa and is selt=ins�red lor
liability, in general, the Grantee does not purchase emnmercial liability insurance since
ceitain stetu[ory protections nre provided undcr Chzpfer 669 of ihe Code of Iowa.
Chapter 669 authaizes claims against tlie State of Iowa on account of wrongful deaYh,
personaf injury or property damage incurred by reason of the neg(igence of[he Agency or
its employees. �I'he Grantee participates with the other State Departments or Regents
Instihrtions in a selt=insw�ance pool for purposes of vehicular liability on owned and
rentcd vehicles. Claims up to $250,OU0 are paid From t6e self-insurance pool. Claims
exceeding $25Q000 ure processed tlu�ough the Tort Claims process, in ar,cordence with
Chapter 669 of the Code of Iowa.
Indemnifieation for state agencies: As an agency of the State of lowa, d�e Grantee is
prohibited 6y lew ti'om indemnifying any petson or entity, however, the Grantee agrecs [o
be res'ponsible for its own negligent acts flnd omissions and those of its employees as
provided by the towa Tort Claims Act, Iowa Code, Chepte� 669.

the Grantee shall maintain, with financially sound and reputable insurers, insorance� to

engagcd in the sama or similurly situated. The requirement of insura�ce under this

8.4 REMCDIGS UPON DEFAULT. If, after oppo�tunity to cure, the default remeins, VoWnt�eer
Iowa may do one or more of the Fof)owing:
a) Cxcrcise any rcmedy provided by law,

ARTICLE IX DISBURS�MCNT PROGEDURES
9.l RGOUEST FOR D[SBU2SEM�NT. All disbursements of procecds shall bc subject to
receipt by the Corcvnission of claims for disbursement submitted by the Gra�tee. Claims for
dis6u�5ement ("claims") shall be in foim and content acceptable fo the Commission. Each
requisition shall be submitted to [he Commission accoiding to the schedule shown in Arcicle 6.10.
a) Pirogram Income. All pivgram incume as defined in 2 CPR 200307 shall be added to the
Budget and used [o meet the grantee share in furthering efigiblc Program activities as
defined in the Agreement and the approved Grant Application. Program income not used
to further Program activities will 6c deducted &om the federat share for the pm�pose of
determining [he amount of reimbursable cos[s under the Agreement. ]o cases of dispute,
tinal decisions regarding the definition or disposition shall be made by Volunteer Iowa.
Proceeds geneiatcd fi�om the Am�riCoips program are co�sidered Program Income.
Programs aie required to repoit all income geneiated in exuess of that which is used to
meet the giantee share af[he expendiwres on the FFR to the Convnission according to the
schediJe sliown in Article 6.7 0. All program income chall be expended prior to requesting
federal CNCS funds. Program iiicome mecived after flic Agreement Completion Dare shall
bc relurned to the Commission.
9� REOUEST FOR NAYMCNT MOUIF[CATIONS.
a) Quarterly payments. With prior approval, the Grantee may qualify for quarterly claim
submission, pi�ovided the Grantee meets the financial management standards specified in
Z CFR Chapteis I and ll (forme�rly OMB Circulais A-102 or A-1101, as applicablc and
provided Grantee submits any additionnl infomiation tha[ may be required by VolunCecr
lowa. The Commission may revol<e [he approval fo�quai4erly payment at any time, if the
Grantee fails to mcet financial management requirements or demonsVates significant
deficicncies.
6) Advance pa,ymunts. With prior approval, the Gr�ntec may receive advance paymcnts of
g�an[ funds, provided the Grantee meets the financial management standards specified in

provided Grantee submits any additional informa[ion that may be required by Volunteer

i. Immediate cash fluw needs. The amount of advance payments requested by the
Grantee must be based on actual and immediate cash needs in order to minimize
fcderal cash on hend in accordance with policies established by tl�e U.S.
Co�mnission of the"Creasw�y in 31 CFR Part 205.
ii. Discontinuing advancu payments. The Volunteer Iowa may, after providing due
no[ice to the Grantee, discontinue thc advance pnyment mcthod and cither allow
payments in advancc based upon individual requesl and approval, or by
reimbursement only, in cases where [he orsntee receiving advance payments
demonsh�ates unwillingness or inabiLity to establish procedm�es to ensw�e accurute
reporting iuinimize the time elapsing between [he ieceipt of the cash advai�ce and
its disbuisement, displays other practices ttiat indicate a potential financial
mai�agement problem oi i�i csses whe�e federal fimds are not forthcomin� or
insufficient due to non-eppropriation, termination of the Program, or reduc[ion in
funding Icvel.
iii. Interest eurned. In most circumstauces, tlie G�antee must deposit advance Fmids
received From the Volunteer towa in a fedeially insured, in[ei�st-be�ring accounl.

93 MATCHING REOUIREMGNTS.
a) 'Che Grantee agrees to provide focal matching contribution to tlie Program es defined in tlie
"Grantee Share" column of the budget sliown in Attaclvncut B, `BudgeP'. The Grantee is
expccted to mze[fhe budgeted match percent of tlie Grantee share for zach rcpotting period,
unless o[herwise agreed upon by the Commission.
b) "fhe Grautee shall comply with OMB Cost Peineiples 2 CFR Part 200, Subpart E
irquiremenis rela[ed to zllowabic kinds and soiirces of maich and match documentation
requiremen[s, G'antees utilizing ma[ch funds ti'om other I�edeial sources mus[ l�ave

ARTICLti k GEN�RAL TERMS AND PROVISIONS

10.1 BINDING EFFECT. This Grant Agreeme�t shall be binding upon the Grantee and thc
Commission, and their respective successors, Iegal representatives and assigns. The obligations,
covenants, wairatitics, acknowledgmznts, waivcrs, agreements, terms, provisions and conditions
of this Grant Agreement shall be jointty and severaily enforceable ageinst the parties to this Giant
Agreement.
10.2 SUSPENSION. Votunteer lowa may suspend a grant lur not more than [hirty (30) calendar
deys. Exarnples of situations necessitating a suspension may include, but are not limired to:
a) Serious risk to persons or property.
b) Violations of Federal, stxte or local criminxl statutes.
c) Material violation(s) ol'the grant agrecment. Viofations that are sufficiently serious lhat
[hey outweigh[he general policy in favor of advance notice and opportunity to show cause.
d) Correetive action. As part of a corrective action plzn undei4alcen according[o Article 82.
103 TGRM[NAT10N.
a) Circumstances for Termination. This agreement may be te�minaCed in the following
circumstances. (The Administra[ive Rules of Volun[eer Iowa in regards ro the appeals
process apply in all situations.)
i. For Conveuience. Wi[h IhirN (30) days notice, Volunteer lowa or the Grantee mey
terminete the Agi'eement in whole, or in pairt, when all parties agtee that tlte
continuation of the Proy��am would not produce beneficial results comme�isurate with
[he Yulure disbursement of{imds.
ii. For Cause. As a residi of Grantee's default under this Agreemcnt, as stated in Article
S.
iii. Due to Noo-appropriation ur Reduction of CNCS Fuuding. If funds anticipated Yor
the contimiing fultillment of this Agreement are at any time not forthcorning or
insufticient due to nomappropriafion, termination of t6c Program, or reductinn in
fimding Icvel, then Volunteer Iowa shal] huve the righC to Cerminate this AgreemenC
without penxlty by giving the Grantee not less than thi�ty (30) days writteu notice. [n
the event of tei�mination of tltis agreement under this A�ticle, the exclusive, sole and
complete remedy o� the Grantee shall be payment of se�vices re�ndered prior to
tennination.
b) Procedures Upoo Tcrmination.
i. Termioatiou Nu[ice. Volunteer Iowa shall provide written notice to ihe Grentee of tlie
deeision to terminate, the rea5on(s) for �he terminatio�, the effective date of the
te�mination,and hnal reporting obligations and deadlines. If lherc is partial [ennination
due to a reduction in fimding, Ihe notice will set forth the change in funding and the
changcs in thc approvcd budget. The Grantec shall not inci¢ new obligations after fhe
effective date of the termination mid shHll cancel as many outstunding obligations as
pussible.
ii. Righ[s in Products. All tinished iiod unrnished documents, data, reports and other
material prepaird by the Granlee under tlic Agreement, except for any intcllectual
property, shall, at VoLunteer Iowa discrelion, becume tl�e property oFthe Commission.

10.6 AMENDM�NT.
a) Joiut Modification. The Agreement msy only be amended through written prior Approval
of the Commissiun. The Commissimi or [he Grantee may, duruig the duration of this
Agreeinent, deem it neccssary to modify pxovisious of this Agreement, which oiakc a
subs[an[iel change in thc scope of services, estend the period of operatioq modify [he
pecformance measures or meke other changes fo programmutic elements ofthe Agreement.
The provisions of tho amendment shall be in et7'ect as of Ihe date the modification is signed
by both tlie Commission and tl�e Grantce, unless otherwise specificd within Ihe
amend�ne�t.
b) Unilateral Modification. Notwithstending para�raph (a) above, Volunteer lowx may
unilaterally modify Ihis Agreement at will in order to accommodate any change in tlie Act
or sny change in the interpictation of the Act or any applicable federal, stata m� local Inws,
rcgulutions, rules or polieies. A copy of such unilateral modification will be given to the
Grantu es en amendment to this Agreement.
c) Volunteer lowa Review. Volunteer lowa will consider whe[her an amendmen[requcst is
so substantial as to i�cquire CNCS written approval or as to nccessitate reevaluating the
Qommissiods funding decision on the Program. An amendmcnt will be denied if i[
substantially alters the eireumstances under which the Program funding wxs originally
approved or if�i[ does not mee�t federal or s[ate requiremenls.

The AmeriCorps Pai2ners in Learning Summer program proposes to have io AmeriCorps members
who will mentor at risl<youth one on one or in small groups at[hc Leisure Services Evening
Playgrom�d Program a�d the Multicultural Family Center's Youth C�nploymen[and Education
Program (YEEP). At the end of the first program year, the AmeriCoips members will be respousiUle

service.
The program will focas on the CNCS focus area of Education. The CNCS investment of$3o,i68 will

In zoi6, Dabuque's• graduation rate was 8q.9%. When desegregated, the dafa tells another story,

There are several reasons why ➢CSD studeuts are mt graduating at sufficient rares. Some reasons
may Ue 6ecause of summer learning loss and disengagement Research spanning �oo years sliows
that afl young people experience learning losses whe� they do not engage in activities during ihe
stmimer. Sludents who lose Qround academically will struggle ro gradua[e high school.
Disengagement is also a well-documented reason for why students do not gradoa[e high school.
The problem of low graduation rates is exacerbxted by social a�d emotionnl factors. 'Phe Gates

Often, disengagement fi�u�n high school can oceur for at risl<youth because of a lacl< uf adult mentors
who provide coiicrete role models fa'living meaningful lives. When youth spend [ime with caring
adults, it gives youth a sense that someone takes an interest in them and increases their ototivation for
achievement.

AmeriCm�ps Paitners in Learning is proposing to use io MT AmeriCorps to ensure at-risk students stay
io school and graduate from high school on time. Members will men[or at risk students at iwo
community sammer programs for a minimum of q times a week for 8 weel<s.
Ame��Corps members will serve at the I.eisvre Servico Evening Playgro��d Program and the

engage at risl<yonth.
The Na[ional Dropout Preventioo Center has several recommendatimis for summer programs that
wa�t to prevent at risi<youth fi�om dropping out. Recommendations include liaving programs have

strong pertnerships, a blend of structw•ed activities, intormal social time, relationships with adolts and
peers, strong adult leaders and skilled staH wlio can relate to youth. AmeriCo�ps members will not
only mentor at �isk youth but will serve at z s�mmer programs which have these integral
components.
5 Minimum Time AmeriCoips �nembers will mentor at risk youth at the Leisure Services livening
Playgrou�d Program. The program will bc for i4-i8 ycar olds and is an extension of the Leisure
Services day time park program. The program will be offered q nights a week fa�8 weeks at two
locations. Program will be held at Comiskey Parl<, Prescott Eleinentary Scliool Parl<, dacl<son Parl:and
the Mul[icultui�al Family Center. The program will consist of physical xctivities, social time and age
appropriate enrichment activities. Members will also do outreacU in the community in the afternoon
to engage and me�tor more [eeiis. Ultimately; memUers will mentor at risk youth as well as provide
yrogramming that will reengage studen[s.
5 Minimum Time AmeriCoeps membera will mentor at risk yoath at the Mulricultural Pamily Cen[er's
YEPP. YEEP is a free program intended for at-rislc youth age i3-i�. The 8 weel<yrogram provides
young people a summer teen empowerment program focuning on employment, education and
fi�ancial literacy. The progrnm connects youth wiYh commanity leaders,business professional and
higher education i�stitutions. Youth will learn to be surcessful members of the wm�l<force, esplore
various careers while gaining critieal employment, communication and leadership slcills. AmeriCo�ps
members will he team leaders to 2o-qo aC-risl<tcens who will participate in YEL�P.
AmeiiCorps Partoers in Learning will make a significant impact in the Dubuque community by
providing summer programming [o a[ risl<middle and high school students. The summer
programming will give at risk students menrors and allow them to engage in meaningful summer

In the program's last full year of oyeration, ihe program had 34 AmeriCm�ps members (t2 HT and z2
QT) serve as Academic Reading Tutors. 17�e members tutored i,q3i K-3�d grade Tier 2 students (EDi,
target was 600). The program greafly exceeded the estimation because tlie program previoasly
considercd even one tutodng session with a Tier z sludent as s[arting the program. The program now
defines stai�t as at Ieast io tutoring sessions. Out of tlie i,43i IC-3rd gradc students, 468 P-3rd grade
Tier z students completed the tuto�ing program with the required dosege of[hree times per weel<for
is-3o minu[es each sessioq for a minimum of io weeks m�3o sessions over fhe course of the school
year (ED2, target was 400). A smxll number of studen[s completed [he progrnm compared to how
many started the program because of the way start was defined.Tlte program now lias a much
stmnger definition o(start and has wot9ced with sites to improve upon cmnpletio�� rates that we will
disc�ss in this aectioa Of[Uese 468 studenis, 89% or 4i6 met our improvement benchmark of
improvement toward grade level p�nficiency for Pe�formance Measure L'Dg (L"D 5, target was igo).
DCSD is exci[ed about the data yielded from students wlio canpleted the AmeriCoips tutoring
program.
'1'he program implemeuts strong date collecrion systents and processea. First, member trainiug on
data collection is very thorough. MemUers are trai�ed o�� data collection processes duri�g orientation
and by DCSD at their on-site trainings. Data collection is revisited ai monthly meetings to ensure
questions are being answered and aecoracy is reinforced. The program's doaage and duration are
revisited to rei�foree tutori�g sessions ai�e occurriog at leasi three times per week for ig-3o minates
each session for a minimum of io weel<s or 3o session. Second, [hc program uses strong data
collectio� tools to collect information for oar 2 outpufs (EDi xnd EDz). Each member is give� a
student log whieh is organized to colleci students' name, teacher, grade aiid number of session fm�
each specific intervention used. Each AmeriCoips member sends their data to thc Program Director
every other weelc From there,tite Yrogram Director analyzes the data, ensm�es aceoracy, and
organizes Yhe data by school and member.The Program Director sends the collected data baek to Phe
AmeriCorps member and site supe�visor man[hiy for him/her to analyze Cm• aceuracy and progress to

the number of and the name of the specific intervention used. DCSD compares the cumpteted
students'fall and spring reading assessments and analyzes how many students improved from fall to
spring. Next, DCSD provides the program with each school's mm�ber of students who improved. Data
is srorod on 6oth the Program Director's and [he Program AssistanYs secured computer and hacked up
monthly. The Program Director recently wmpleted her Business Analytics Certificate [o better analyze
a�d ehare thc program's data srory.
The program conducted a process evaluation from March zoib to November zoi6. The two main
researcli yuestions were: i) Is the AmeriCorps Par[ners in Learning program being implement
consiste�t with the program's logic model a�d theory of change and 2)Are peogram be�eficiaries
generally satisfied wit6 rlie program?The program utilized an nutside evaluator to condacC aud
analyze focus groups, surveys and da[a files. Site supervisors and members wcre enwuraged to
participate in one focus group and one survey. 28 (ig QT and 13 HT) members and tz site supe�visors
completed the suivey with each elementary school represented.
Based on the sm�veys, Che responses indicated a posilive impact on students. Surveys completed by ihe
site supervisors showed i00%of the responden[s agreed the i��terventions implemented by AmeriCoipa
members have helped ctiildren make progress in grade level readiog; i00% agreed AmeriCoeps is

The AmeriCorps Pertners in Learning program has a strong member traioing plaa Pirst, school year

of general information on the Corporation for National aod CommuniCy Service (CNCS),AmeriCorps
and the Iowa Commiesion on VolunCeer Seivice (ICVS). 'fhe program reviews me�nber's rights and
respnn5ihilities, code of conducf,prohibitad activities, Drug Peee Workplace Act, grievanee proeedures,
suspension and termination procedures, sexual harass'ment and discrimination policies. Members sign

The Progrant Director, Mary Bridget Corken-Dentsch, an AmeriCorps alum, has been the Yrogram
Director for 3 years and has addilional expericnce managing federal grants. Kim Sticlmey, also an
AmeiiCorps alum, has 6ecn the Progra�n Assistant Por 6 years. She organizes tbe me�n6cr's and staffs
paperworlc includiog bat not limited to National Seivice Criminal Histoiy Bacicground Checl<s and
student logs. Marie Ware, Leism�Seivices Manager, oversees the activities of ihe AmeriCorps
Program Direc[or and members. She manages a departme�t with 33 full-time, lg9 pai2-time/seaso�al
employees and a variery of volunteers. Marie has been directly or indirectlV involved with gran[ award
managentent for over twe�rty-five years for thme cities and a ��on-profit agency. Tami Lansing,

AmeriCoips Disaster Cadre or dieect deptoyments iuitiated fi�om Iowa Homeland
Secm�iry and Emeige�icy Ma�iage�nent(HSEMD).
2. MEMBERS.The GRANTEC, as a membm� of[he lowa AmcniCorps Disaster
Cadre is willin�,to respo��d to disasters or assist u�recovery efforts witttin their
capabilit��. ICVS and GRANTE� seel;to malce ef5cienCuse oftheu�aotl�ority,
powers,resources, end privilcgcs by cntocing inio this a�'eement to can'}� oui its
pm'poses.
3. COS7' RHIMBURSEMEN7'. CRANTII� is eligibte for cost reimbui�scmcnts
assoeiatect wit1� a speciftc mission nssigmuent fot allowable expenses that fall
within tlie approved budget for deployment. Allowable expeuses include havel,
lodging,meals, supplies,end equipment inem�red for depLoyment and any
negoliated expenses s�ecific 10 tlie deplo}�ment or mission assigiunent.
Ui�less spcci[icxlLy negotiated aud approved nnder a specihc nrission assigimient
and deployulent(s), the IC VS will not rcimbw'se costs already i��cluded in the
program's budget under its existing ICV S or CNCS ��ant(s). Tlus preclusion
inclndes both the Co�poration and uon-Coipuratiou shu�es of staff salaries paid,
paiticipant costs, s[aff overiimes, adruinishative overhead and fees and/or any
other costs.
The GRANTC� is responsible for Tollowiiig all ceuiibmsement procednres and
allowable costpolicies out7ined orreferenced in the Disaster Deployment
Agreement befweeu the ICVS u��d CNCS that will be provided [o the GRANTEE
in the case of missiou assigmnent and deploymeut.
4. LIABILITY. GRANTEE ensures adequate liability cove�age fm�aoy mission
assignmeut ur deployment.
5. RECORD KEEPING. Records will be maiutained by the GRANTEE and ICV S
in a mauver cousistent with the reporluig requirements o1'Uie Iowa DepaiKment of
Reveime and Pina�ice,flie Statc of lowa Auditor's Office, the Corporation for
National and Community Service and tl�c Federal Emergency Maziageinen[
Agevcy. Source documeota,tion sufficient to suppo�t expenditm�es will be
provided by the GRANTEC. GRAN"CEC shall Iceej�a copy of receipts requested
for reimbw�sement for a pei�iod of 6.25 years from the end of tUe mission
assi�runent.
6. TRAINING. GP.ANTEE and/or ICV S sl�all insure AmeriCotps Members have
i�eceived appmpriate h�aining for the specific mission assigmnent prior to
ecceptance of that missiou assigtineut.
7. TGRMINA�CION. 1'his agreement may be eermine[ed in p;�t or coinpletely with
or withoat cause by either iCVS or GRANTEE upon fhirry (30) days wrirten
noticc.
S. AMENDMENTS. Any amendment to this agrcemen[s1��ll be by the muhial
consent of the parties, be in va�iting,and be appended to this agreement.
9. DEPI,OYMEN"f. Any deployment not ordered by Lhe Gove�nor will be
vohuVary aud can be rejected by the ICV S or the GRANT�E. Progra�ns witl not
be i�imbursed for eny disaster response m4ess a specific deployment for that
acfiviTy is issued. Multiple deployments mzy bo issued under any specific
missiun assigiunent reccivcd by ICVS and/or CNCS.
l0. AIJMINISTRATORS. GRANTEE and tlie ICVS each will designate ona
repi�esentative to serve as adminisnators of this agreement.
