City Engineer Gus Psihoyos recommends the City Council accept a Dedication of
Permanent Signage Easement across Parts of Lot 2-1 of Stone Brook Center Second
Addition in the City of Dubuque, which is located at the southeast corner of the
intersection of Stone Valley Drive and US Highway 20. The City of Dubuque owns and
maintains a welcome sign on the subject property.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to seek acceptance of a Dedication of Permanent
Signage Easement across Parts of Lot 2-1 of Stone Brook Center Second Addition in the City
of Dubuque which is located at the southeast corner of the intersection of Stone Valley Drive
and US Highway 20.
DISCUSSION
The City of Dubuque owns and maintains a welcome sign on the subject property which is
located at the southeast corner of the intersection of Stone Valley Dr. and US Highway 20. Mr.
Mike Portzen for Neztrop LLC has been working with City staff to formalize a signage
easement for this existing welcome sign. Recently, Neztrop had platted a lot division over this
area and decided to include the dedication of the welcome sign easement with this document
(see Plat of Survey attached) prior to selling the new lot to a different owner. The City of
Dubuque parks department will continue to own and maintain the existing welcome sign,
landscaping and appurtenances.
RECOMMENDATION
I recommend accepting the Dedication of Permanent Signage Easement across Parts of Lot 2-
1 of Stone Brook Center Second Addition in the City of Dubuque, as shown on the Plat of
Survey attached.
ACTION TO BE TAKEN
I respectfully request acceptance of the Dedication of Permanent Signage Easement from
Neztrop LLC through the adoption of the enclosed resolution.

Whereas, Neztrop LLC has dedicated a Permanent Signage Easement across
Parts of Lot 2-1 of Stone Brook Center Second Addition, in the City of Dubuque, Iowa,
as shown of the Plat of Survey of Lot 1-1 and Lot 2-1 of Stone Brook Center Second, in
the City of Dubuque, as recorded in the Dubuque County Recorder's Office as
document number 2018-9689, a copy of which is attached hereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The City Council of the City of Dubuque, Iowa, hereby approves of,
accepts and consents to the Dedication of Permanent Signage Easement across Parts
of Lot 2-1 of Stone Brook Center Second Addition, in the City of Dubuque, Iowa, Iowa
from Neztrop, as shown on the Plat of Survey of Lot 1-1 and Lot 2-1 of Stone Brook
Center Second, in the City of Dubuque, as recorded in the Dubuque County Recorder's
Office as document number 2018-9689, for the purposes of constructing and
maintaining an existing city welcome sign with landscaping and appurtenances.
Section 2. The Mayor is hereby authorized and directed to execute and
acknowledge on behalf of the City of Dubuque any instruments in connection herewith.
