The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, reviewing the location of the property to be rezoned, that a neighborhood meeting was held with two people attending and that access to the property will be from Radford Road. Staff reviewed the staff report, reviewing surrounding zoning and land use, permitted uses in the Office Commercial District and that prior to development of the property, a site plan and building plans must be submitted for review and approval. There were no public comments. The Zoning Advisory Commission discussed the request, and had no objections to the request. Recommendation By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. There have been no buildings constructed on the site. Physical Characteristics: The subject property is relatively flat with a tree lined earthen berm along the north property. Imagine Dubuque Recommendations: Multi-Family: Encourage a mix of housing affordable for all segments of Dubuque's population throughout the community, including options for those who might be saving for their first home. o Encourage new multi-family development in proximity to jobs to minimize transportation costs. o Integrate multi-family development within mixed-use areas identified on the Future Land Use Plan for increased access to goods and services in a walkable environment. Impact of Request on: Utilities: Existing utilities are adequate to serve the site. Rezoning Staff Report— 1895 Radford Road (Portion of Parcel No. 10.20.377.008) Page 2 Traffic Patterns/Counts: Based on 2013 IDOT counts, Radford Road carries approximately 5,600 average daily trips. Radford Road is designated as a collector street. Public Services: Existing public services are adequate to serve the property. Environment: Staff does not anticipate any adverse impact to the environment provided adequate storm water management and erosion control is practiced during all phases of development. Adjacent Properties: The rezoning of the property OC Office Commercial will have a less of an impact on the surrounding properties than the existing LI Light Industrial zoning. The OC District allows 15 permitted uses and 10 conditional uses while LI Light Industrial district allows 52 permitted uses and 4 conditional use. These light industrial uses include a number of intense commercial uses that may have a negative impact to the surrounding property. CIP Investments: None proposed. Staff Analysis: The applicant is proposing to rezone approximately 2 acres along Radford Road between Wolff Road and Carver Drive/Radford Court from LI Light Industrial to OC Office Commercial District. The OC Office Commercial District standards are attached to this staff report. The OC District is intended to encourage and permit the establishment of commercial business uses in mixed use specialty areas. This district will generally be located in areas which have developed, or are appropriate to develop, as limited retail districts. The OC district allows 15 permitted uses as well as 10 conditional uses. Generally, the allowed uses are office, small retail or residential in nature. The proposed project would be considered an in-fill development. The development of in-fill sites must be done in a manner compatible with the existing development pattern so as to not negatively impact the use and enjoyment of surrounding property. The OC District is to be located in areas abutting arterial and/or collector streets. Radford Road is designated as a collector on the Urban Federal Functional Classification Map for Dubuque. The applicanYs intention is to construct a 52-unit apartment building with the required off-street parking and green space. The building will generate approximately 338 average vehicle trips per day based on the Institute of Transportation Engineers Trip Generation Manual. If rezoned, the subject property can be used for any of the allowed uses provided adequate off-street parking and lot area can be provided.
