City staff have reviewed multiple metering options including kiosks, low-tech single
meters, smart meters and license plate recognition-enabled meters.
The goal of this review was to secure a metering option that improves the customer
experience, increases the value proposition for the businesses and provides improved
and increased data gathering capability, connection to meters that provides real-time
updating of fees, time limits, and occupancy, and reduces the City's upfront and
ongoing licensing and maintenance expenses.
Following initial review of multiple products and services and with these goals in mind,
staff have focused on Municipal Parking Services Sentry product as a solution using a
revenue-sharing model that provides improved parker experience and data gathering
beyond what is available with the City's current technology.
Transportation Services Director Candace Eudaley-Loebach recommends City Council
approval for the City Manager to negotiate the final details and sign a Memorandum of
Understanding with Municipal Parking Services for the purpose of a smart meter pilot.
The pilot will be completed at no cost to the City and will provide valuable data to City
staff and City Council for evaluating wider use of this technology in the meter districts.
The pilot would be performed in the following three locations:
1 . 890 Main Street: The three dual Sentry Meters will cover six, head-in parking
spaces.
2. 285 Main Street: The three dual Sentry Meters will cover six parking spaces.
One MPS SafetyStick will monitor the disabled parking space on the corner of
Main & 3�d Street.
3. 976 Jackson Street: The five dual Sentry Meters will cover ten parking spaces.
A letter of support from Dubuque Main Street for this pilot program is attached.

PURPOSE
To request approval to move forward with a pilot of smart meter technology. The pilot will be
completed at no cost to the City and will provide valuable data to city staff and council for evaluating
wider use of this technology in the meter districts.
BACKGROUND
City staff have reviewed multiple metering options including kiosks, low-tech single meters, smart
meters and license plate recognition-enabled meters.
The goal of this review was to secure a metering option that improves the customer experience,
increases the value proposition for the businesses and provides improved and increased data
gathering capability, connection to meters that provides real-time updating of fees, time limits, and
occupancy, and reduces the City's upfront and ongoing licensing and maintenance expenses.
The transitional kiosk, smart meter and low-tech meters require a high upfront cost and ongoing
licensing, data fees, power and credit card processing fees and additional fees to connect to the
City's enforcement/ticketing software provider.
Following initial review of multiple products and services and with these goals in mind, staff have
focused on Municipal Parking Services, Sentry product as a solution using a revenue-sharing model.
DISCUSSION
Staff have conducted outreach to gather business and other city department feedback on the
proposed metering option, with positive feedback received at all meetings and a letter of support from
the Dubuque Main Street Board of Directors:
March 28, 2018: Presented to the Millwork Partners group hosted quarterly by Greater Dubuque
Development Corporation. Multiple scenarios and products were presented and the MPS product was
the most well-received.
May 14, 2018: City staff, including city manager's office, budget, public information, police,
engineering, and information services, attended a presentation and Q&A session about the meter
technology, infrastructure requirements and other capabilities.
July 31 , 2018 7pm: Demonstration of the smart meter and Q&A with Millwork Partners
August 1 , 2018 8am: Demonstration of the smart meter and Q&A with Dubuque Main Street Board
Based on the positive feedback from business leaders and city staff who would be integral to the
implementation of this technology, City and MPS staff evaluated multiple downtown locations for a
pilot project and selected three that are viable based on access to temporary electricity (Attachment
1 : Project Plan).
The pilot project is conducted at no cost to the city and is used as a data gathering tool for both MPS
and the City. The pilot agreement has been reviewed by both the City Attorney's office and
Information Services Department.
MPS will provide staff and a demonstration meter at City Expo on September 18, 2018.
BUDGETIMPACTS
There is no impact to the budget for the plans outlined above.
RECOMMENDATION/ACTION STEP
I respectfully request that the City Council authority for the City Manager to negotiate the final details
and sign a Memorandum of Understanding with Municipal Parking Services for the purpose of a
smart meter pilot to occur in the fall of 2018.

you and representatives from Municipal Parking Services (MPS)gave us at our August board meeting.
The demonstration was both informative and intriguing.
Thus, DMS would endorse and encourage the City of Dubuque to move forward on implementing a pilot
program with the MPS equipment/technology in a couple blocks of both Main Street and within the
Millwork District.
In gauging the reaction and high interest level of my board, if possible, I would even encourage the city to
test both the "larger"meters at each appropriate parking stall, as well as the smaller poles with only one
larger pay station on each block.
