The City of Dubuque Historic Preservation Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
Planning Services Manager Laura Carstens spoke in favor of the request to demolish metal
buildings (Dubuque Hardwoods) located at the Port of Dubuque. She noted that a majority of
the buildings are less than 50 years old. She indicated that the structures that are older than 50
years old were identified as having no historical or architectural significance.
There were no public comments.
The Histodc Preservation Commission discussed the request, noting that the metal buildings
have no historical or architectural significance and a majodty of metal buildings ara less than 50
years old.
Recommendation
By a vote of 4 to 0, the Historic Preservation Commission recommends that the City Council
approve the request to demolish the metal buildings due to no architectural or historical
significance.
A simply majority vote is needed for the City Council to approve the request for demolition.

Physical Characteristics: The Dubuque Hardwoods site is composed of several metal
storage buildings and lean-tos which were constructed between 1950 and 1984.
Property History: Currently, the site and structures are being used by Dubuque
Hardwoods to manufacture and process wood products.
Staff Analysis: The City of Dubuque is proposing to demolish several metal buildings
constructed between 1950 and 1984 in order to provide improvements to the Port of
Dubuque. Several of the structures have not yet made the 50-year age when structures
are to be considered historic. The buildings are constructed out of metal and have no
architectural significance. A majority of the structures were constructed after the 1979
Kriviskey Survey. The structures that were there prior to the 1979 Survey were.
identified as non-supportive.
The City Code provides for the Historic Preservation Commission to review the
demolition request, and then to make a determination as to:
(1) whether the building has historic or architectural significance to the community, and
(2) whether denial of the proposed demolition would prevent the property owner from
earning a reasonable economic return.
If the HPC finds that one or the other of these criteria is not met, then the Commission
must recommend approval of the demolition request. If the HPC finds that both of these
criteria are met, then the Commission must recommend denial of the demolition
request. The Commission's recommendation goes on to the City Council for final
action.
