Leisure Services Manager Marie Ware recommends City Council approval for the
position of AmeriCorps Healthy Futures Program Coordinator temporary position, as
provided for in the AmeriCorps Healthy Future Grant Planning Agreement.
AmeriCorps Partners in Learning was approved to receive $25,494 of state AmeriCorps
funding from Volunteer lowa to support the expansion of the AmeriCorps Partners in
Learning Program into the areas of health, wellness, environmental stewardship and
poverty. This funding will be money in, money out and will be used to hire a short-term,
temporary position at the rate of$23.22 for 1 ,000 hours. The City Council approved the
grant agreement at their September 4, 2018 meeting.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request approval for the position of AmeriCorps Healthy
Futures Program Coordinator temporary position as provided for in the AmeriCorps
Healthy Futures Grant Planning Agreement.
DISCUSSION
In Imagine Dubuque's call to action, the city's vision that includes "our residents
experience healthy living and active lifestyles". As a department we are interested in
focusing on getting people (especially youth) more active in our parks and on our trails
and making connections with nature. This could relate to areas in Bee Branch like the
Bee Keeper program but also could be throughout the entire city. We also talked about
activities that could be incorporated into LEAP and more.
As we look at our equity work there are food desserts in certain parts of our community.
There are many partners coming together around this and other food topics. I had a
conversation with Assistant City Manager Cori Burbach and there are currently
numerous groups working in the food area. They include but are not limited to Dubuque
Community Garden Coalition, ISU Extension, Convivium, Winter Farmers Market,
Dubuque Eats Well, the forming Food Policy Council and more.
This planning grant which provides for a Program Coordinator allows us to explore what
is the right kind of AmeriCorps program, number of inembers, if inembers would be
assigned to some of these partners, what our funding model would be, who could be
partners to assist in funding members, and whether it makes sense for us to go
further. It allows the Program Coordinator to review the logic model problem, inputs,
activities, outputs, and short, medium and long-term outcomes and potentially write a
grant for a future program.

ACTION REQUESTED
I respectfully request approval of the position of AmeriCorps Healthy Futures Program
Coordinator for 1000 hours.
