Present: Mayor Buol; Council Members Jones, Larson, Resnick Qoined at 6:04), Rios, Shaw; City Manager Van Milligen, City Attorney Brumwell Absent: Council Member Del Toro Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of approving a special event liquor license application and conducting a work session on Inclusive Dubuque. CONSENTITEMS 1 . Alcohol License Application: City Manager recommending approval of a special event liquor license application for Catfish Charlie's. Motion by Jones to receive and file the documents, and adopt Resolution No. 269-18 Approving applications for beer, liquor, and/or wine permits, as required by City of Dubuque Code of Ordinances Title 4 Business and License Regulations, Chapter 2 Liquor Control, Article B Liquor, Beer and Wine Licenses and Permits. Seconded by Shaw. Motion carried 6-0. WORK SESSION Inclusive Dubuque Quarterly Report City staff and Inclusive Dubuque network partners provided a slide presentation outlining information on their institutional and community efforts to advance equity and contribute toward an inclusive community: Paul Duster, Director of Community Initiatives for the Community Foundation of Greater Dubuque, Kelly Deutmeyer, East Central Intergovernmental Association Executive Director; Taj Suleyman of the City of Dubuque; and Dr. John Stewart, Julien Dubuque International Film Festival Representative. . Mr. Duester provided an update on the equity coordinator position and discussed equity work being accomplished through a Walmart Foundation Grant. . Ms. Deutmeyer discussed ways equity is being integrated into the daily work of staff at East Central Intergovernmental Association. . Mr. Suleyman provided an update on the work of the City's internal equity teams and the four-organizational-wide equity goals: 1 . Advance equity through workforce recruitment and retention efforts; 2. Advance equity through grant, contract, and purchase of service agreements; 3. Advance equity through service delivery and community engagement; 4. Advance equity through collective impact partnerships. 1 . John Stewart discussed collaborative efforts to infuse equity movies and discussions as part of the Julien Dubuque International Film Festival and presented a short film directed by Jim Cricchi. The presenters responded to questions from the City Council regarding proposed plans to engage and encourage all citizens to begin the equity conversation.
