SUBJECT:Final Plat Lot A and Lots 1-12 Wertzberger Acres No. 2
Planning Services Manager Laura Carstens is recommending approval of the final plat
of Lot A and Lots 1-12 of Wertzberger Acres No. 2 located off of Old Military Road in
Dubuque County. The City Council is reviewing this plat as it is within two miles of the
corporate limits of the City of Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT:Final Plat Lot A and Lots 1-12 Wertzberger Acres No. 2
INTRODUCTION
The final plat of Lot A and Lots 1-12 of Wertzberger Acres No. 2 is a proposed
residential development located off Old Military Road in Dubuque County. The
submitted final plat provides for the platting of 12 parcels to be developed for single-
family homes.
DISCUSSION
The preliminary plat for this property was approved at the March 17th City Council
meeting. The submitted final plat provides for the realignment and extension of a
private street named Katie Cove. The subject private street will be built to County rural
street standards, which provides for a 66-foot right-of-way, 22 feet of paving with four
foot shoulders on either side.
The City Council is reviewing this plat as it is within two miles of the corporate limits of
the City of Dubuque and thus the County and City jointly review the submitted final plat.
The subject property is included in the secondary growth area recently established
through the City Comprehensive Plan Update process. Properties that are included
within the City's secondary growth areas are not anticipated to be served by City water
and sewer in the near future.
RECOMMENDATION
The submitted final plat of Lot A and Lots 1-12 of Wertzberger Acres No. 2 is in
compliance with the City of Dubuque Subdivision Regulations subject to waiving Article
IV, Design Improvement Standards, except for Section 42-19, Lots and Blocks.

Conformance with Comprehensive Plan: This area is outside of the City's 1997
Annexation Study that examined the potential growth areas and possible annexation to
the City. The area is designated as a secondary growth area in the City's
Comprehensive Plan.

Impact of Request on:
Utilities: Water and sewer will be provided on a private basis.
Traffic Patterns: When fully developed, the proposed subdivision will generate
approximately 120 vehicle trips per day.
Public Services: Dubuque County will provide public services to this new
subdivision.
Environment: Staff does not anticipate any adverse impacts to the environment
provided adequate erosion control is provided during all Phases of development.
Adjacent Properties: The proposed development will increase the number of
vehicle trips along Old Military Road.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted final plat of Lot A and Lots 1-12 Wertzberger Acres No.
2 is in Dubuque County within two miles of the City of Dubuque and thus requires joint
review. The subject Final Plat will create 12 new building lots along an extension and
realignment of Katie Cove. The extension of Katie Cove will result in a cul-de-sac with
a length of approximately 2,500 feet. The subdivision is being built around a knoll with
lots exceeding one (1) acre in size as per County standards.
The proposed street, Katie Cove, will be built to County Rural Street Standards with 22-
feet of paving, four-foot shoulders and a 66-foot right-of-way. The cul-de-sac will have
a 75-foot diameter. Individual septic systems and wells will have to be provided by the
lot purchasers for all 12 lots.
The subject property is outside the City's 1997 Annexation Study area. The property
was included in the area studied under the City's new Comprehensive Plan and was
designated as a secondary growth area. Secondary growth areas are those areas that
would require utility main extensions to serve them. Thus, annexation of the subject
property is not anticipated by the City in the near future.
The subject property drains toward Granger Creek and City Engineering is not
recommending that a storm water detention basin be provided as part of the
subdivision. The layout of the subdivision is not conducive to creating a detention
basin because lots are arranged around a knoll and there is not a single Iow point that
can serve as a detention area. However, because of the size of the proposed lots
there will still be a large area of each lot remaining that can absorb the additional runoff
created by new impervious surfaces.

Staff recommends that the submitted final plat of Lot A and Lots 1-12 of Wertzberger
Acres No. 2 be approved, as it is in substantial compliance with the City of Dubuque
Subdivision Regulations, subject to waiving Article IV, Design Improvement Standards,
except for Section 42-19, Lots and Blocks.

RESOLUTION APPROVING THE FINAL PLAT OF LOT A AND LOTS 1-12
WERTZBERGER ACRES NO. 2 IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a final plat of Lot A and Lots 1-
12 Wertzberger Acres No. 2; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and has its approval endorsed thereon, with the waiver of Article IV,
Design and Improvement Standards of the Subdivision Regulations, except for Section
41-29; and
Whereas, said final plat has been reviewed by the City Planner and had her
approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and'
Improvement Standards of the Subdivision Regulations, except Section 42-19, Lots and
Blocks.
Section 2. That the final plat of Lot A and Lots 1-12 Wertzberger Acres No. 2
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa, upon said subdivision plat.
