SUBJECT:Final Plat of Emberwood Estates
Planning Services Manager Laura Carstens is recommending approval of the final plat
of Emberwood Estates Subdivision located off of Gardener's Lane in Dubuque County.
The City Council is reviewing this plat as it is within two miles of the corporate limits of
the City of Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT:Final Plat of Emberwood Estates
INTRODUCTION
The final plat of Emberwood Estates is a proposed residential development located off
of Gardener's Lane in Dubuque County. The submitted final plat provides for the
platting of 16 parcels to be developed for single-family homes.
DISCUSSION
The preliminary plat for this property was approved at the March 17th City Council
meeting. The submitted final plat provides for the extension of Emberwood Lane as a
private street. The subject private street will be built to County rural street standards
which provides for a 66-foot right-of-way, 22 feet of paving with four foot shoulders on
either side.
The City Council is reviewing this plat as it is within two miles of the corporate limits of
the City of Dubuque, and thus the County and City jointly review the submitted final
plat. The subject property is included in a primary growth area recently established in
the City Comprehensive Plan update process. Properties that are included in the City's
primary growth areas are anticipated to be served by City water and sewer in the near
future.
RECOMMENDATION
The submitted final plat of Emberwood Estates is in compliance with the City of
Dubuque Subdivision Regulations subject to waiving Article IV, Design Improvement
Standards, except for Section 42-19, Lots and Blocks.

Lane. The property generally slopes toward the southwest.

Proposed Streets and Grades: The proposed extension of Emberwood Ddve would
have a slope of between 3-11%. The proposed extension will create a cul-de-sac of
approximately 1,800 feet in length with 16 lots served by the extension.
Recommended Motion: Motion to approve the final plat of Emberwood Estates,
waiving Article tV, Design Improvement Standards, except for Section 42-19, Lots and
Blocks.
Conformance with Comprehensive Plan: The City's Comprehensive Plan
designated this area as a primary growth area. As such, it is likely that the City water
and sewer service can be provided to this area in the near term.
Subdivision Staff Report - Final Plat Emberwood Estates
Impact of Request on:
Utilities: Water and sewer will be provided on a private basis.
Traffic Patterns: When fully developed, the subdivision will generate
approximately 160 vehicle trips per day.
Public Services: Existing public services are adequate to serve this site.
Environment: staff does not anticipate any adverse impacts to the environment
provided adequate erosion control is provided during all phases of development.
Adjacent Properties: Adjacent properties will be impacted by increase in the
number of vehicle trips using Emberwood Drive to access Highway 386.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted final plat of Emberwood Estates is located in Dubuque
County within two miles of the City of Dubuque and requires joint review. The subject
final plat will create 16 additional lots along an extension of Emberwood Drive. The lots
range in size from one acre to 2.4 acres in size. The City Council approved the
preliminary plat for Emberwood Estates at the March 17, 2003 meeting.
The subject property was recently included in the City's updated Comprehensive Plan
as a primary growth area. A primary growth area is an area that has a potential to be
annexed to the City in the near future because of the availability of City water and
sewer services. The submitted final plat provides for extension of Emberwood Drive
built to the County rural street standard of 22 feet in width with 11-foot gravel shoulders
within a 66-foot right-of-way. The 16-platted lots will share three water wells for water
service and utilize individual septic systems.
The subject property drains toward the Little Maquoketa River and thus does not have
an impact in terms of storm water on the City of Dubuque. Because of this, Planning
staff is not recommending that a storm water detention basin be provided as part of this
subdivision.
Staff recommends that the submitted final plat of Emberwood Estates be approved
subject to waiving Article IV, Design Improvement Standards, except for Section 42-19,
Lots and Blocks.

RESOLUTION NO. 96-03
RESOLUTION APPROVING THE FINAL PLAT OF EMBERWOOD ESTATES IN
DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a final plat of Emberwood
Estates; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and has its approval endorsed thereon, with the waiver of Article IV,
Design and Improvement Standards of the Subdivision Regulations, except for Section
41-29; and
Whereas, said final plat has been reviewed by the City Planner and had her
approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and
Improvement Standards of the Subdivision Regulations, except Section 42-19, Lots and
Blocks.
Section 2. That the final plat of Emberwood Estates hereby approved and the
Mayor and City Clerk are hereby authorized and directed to endorse the approval of
the City of Dubuque, Iowa, upon said subdivision plat.
