This memo transmits information for distribution to the Mayor and City Council. The Federal
Emergency Management Agency (FEMA) and the lowa Department of Natural Resources
(IDNR)will be hosting two meetings on Wednesday. October 17'"to share and discuss the
preliminary floodplain maps with city and county officials and the public.
City& County Officials Meeting: 3:00 PM to 430 PM
A 30-minute presentation will be given to officials to learn about the new data used in the
preliminary map production; how to submit appeals and comments; the project timeline and
flood insurance cost savings. City officials are encouraged to review the preliminary maps prior
to the meeting. Map information provided to the City Council in September is enclosed.
Public Meeting: 6:00 PM to 8:00 PM
A public open house will be held about the potential changes in flood risk for the community and
individual properties. FEMA and the IDNR will answer questions and address concerns about
the preliminary maps. City officials unable to attend the first meeting can attend this meeting.

On behalf of the Federal Emergency Manageinent Agency (FEMA), the Iowa Department of Natural
Resources (IDNR) will facilitate the CCO ineeting to discuss the August 27, 2018 revision to the
Flood Insurance Study(FIS) and preliminary Flood Insurance Rate Maps (FIRMs), which was
produced in a countywide format. Dubuque County and Incorporated Areas were selected for a
Digital Rlood Insurance Rate Map (DFIRM) inapping update in 2016 to develop new studies that
more accurately portray the flood risk throughout the county.
It is important that elected officials from your community attend the CCO meeting, as well as those
responsible for your community's floodplain management regulations using flood hazard maps
issued by the National Flood Insura�ice Prograin (NFIP). Prior to the meeting, I encourage you to
review the revised preliminary FIRMs, FIS document, and my letter to you dated August 27, 2018,
which outlined project timelines. If you have any cominents, please be sure to provide them to Jason
Conn, IDNR, at the CCO meeting or at any time during the 30-day review period. The purpose of
the review period is to provide you with tiine to review and/or revise non-technical infonnation (i.e.,
names of roads, bridges, streams, or development areas) that are within or adjacent to the Special
Flood Hazard Area (SFHA) in your community.
Directly following tl�e CCO meering, an Open House will be held from 6:00 p.m. to 8:00 p.m. at the
National Education Center for Agricultura] Safety to discuss the August 27, 20l 8 preliininary FIRM
and FIS with the general public and answer questions that may arise. If you or other officials are
unable to attend the CCO meeting at 3:00 p.m., please feel free to attend the Open House to learn
about the preliininary FIRMs and the proposed changes to the flood hazards within your coinmunity.

New Floodplain Maps for Dubuque County
On August 27"'the lowa Department of Natural Resources issued new preliminary floodplain maps to all Dubuque County
communities. The lowa DNR and the Federal Emergency Management Agency (FEMA) will be hosting two meetings on

The preliminary floodplain maps provide detailed, property-specific flood risk information to help residents, business
owners,and community officials better understand their flood risk.The maps are currently available for review on FEMA's
Flood Map Service Center website at https://msc.fema/�ov and at www.iowafloodmaps.or�.
These preliminary maps will eventually replace the current effective maps from 2011 and 2014 and will become the basis
for local community's floodplain management regulations. Once effective insurance companies will use the maps to
determine flood insurance rates for buildings and contents and lending institutions will use them to determine which
mortgage holders will be required to carry flood insurance.

INTRODUCTION
This memo transmits for City Council review and approval, a recommended response
from the City of Dubuque to the Federal Emergency Management Agency (FEMA)
regarding the enclosed correspondence from FEMA Region VII regarding preliminary
floodplain maps for the City of Dubuque. Additional supporting documentation from
FEMA, including a Flood Insurance Study, is enclosed. A series of illustrative flood
maps also is enclosed for City Council consideration.
BACKGROUND
FEMA delineates flood hazard areas in a community through flood risk zones identified
by a Flood Insurance Study report and Flood Insurance Rate Maps (FIRM), The flood
risk zones determine the flood insurance requirements and floodplain development
regulations that apply in each zone.
The FIRM identifies Special Flood Hazard Areas that have a 1% or greater chance of
flooding in any given year. Flood insurance must be purchased for structures in these
areas if a federally backed mortgage is used. These Special Flood Hazard Areas are
referred to as "the 100-year floodplain" in this memo.
The Federal government makes flood insurance available for these properties through �
the National Flood Insurance Program if the community has a floodplain management
ordinance. The City of Dubuque floodplain management regulations are part of the
Unified Development Code. The City has participated in the National Flood Insurance
Program since 1971.
DISCUSSION
The preliminary FIRM for Dubuque County and the City of Dubuque dated August 27,
2018 are being revised to reflect new data, including revised fiood hazard analysis and
digital topographic data. Planning Services and Engineering staff continually collaborate
with IDNR on ensuring the most accurate flood maps possible for the city.

In 2017, the City of Dubuque and the lowa Department of Natural Resources (IDNR)
collaborated on recommended updates to the existing FIRM for the City. These
recommendations were sent to FEMA.
Our recommendation to include the drainage improvements to the North Fork of Catfish
Creek, which were documented in an engineering study called a Letter of Map Revision
(LOMR), was approved by FEMA for the preliminary floodplain map.
There are 236 structures in the 100-year floodplain currently. The preliminary FIRM will
remove 49 structures from the floodplain, mostly in the North Fork of Catfish Creek. The
preliminary FIRM will add 5 structures to the 100-year floodplain: 4 non-residential
structures at Hoot Owl Hollow Campground off Middle Road, and 1 residence, a duplex,
along West 32"d Street. The result is a net reduction to 192 structures in the 100-year
floodplain.
Enclosed is a citywide inset key map that shows the locations where structures would
be removed and added with the preliminary FIRM. Inset maps show the two locations
where structures will be added and 12 locations where properties and structures will be
removed from the 100-year floodplain.
The City and IDNR recommended two map changes based on the Bee Branch
Watershed improvements to FEMA that were not incorporated into the preliminary
floodplain maps:
1. Removal of the floodplain along Kaufman Ave. and the streets around Comiskey
Park.
2. Extension of floodwall/levee system protection for the North End / Comiskey
Park area.
FEMA did not approve these recommendations because they are located in one or
more of five map panels that include the City's floodwall/levee system. Including these
changes would negate the 2011 certification of the City's floodwall/levee system. The
certification is extremely important, as it ensures protection from 0.2% of flooding or the
"500 year flood". This means these areas have minimal flood hazard which is very
beneficial to the homes, businesses, and industries protected by the floodwall/levee
system.
Enclosed is a map that shows the preliminary FIRM panels for the City of of Dubuque.
The panels shaded in orange are the five that include the floodwall/levee system. Also
enclosed is an aerial photo that shows the location of the five orange panels in relation
to the floodwall/levee system and the existing floodplain that is not being revised.
The City and IDNR also discussed with FEMA incorporating the topographic and
floodplain changes in the construction area of the intersection of U.S. Highway 20 and
the Southwest Arterial and the frontage road connection to Stone Valley Drive. In 2017,
these improvements were not far enough along to be added to the preliminary FIRM.
In 2018, the City and IDNR are requesting assistance from the lowa Department of
Transportation (IDOT) to provide as-built drawings and more definitive topographic data

for inclusion in the preliminary FIRM. Enclosed are a series of FEMA flood maps that
show the effective FIRM, the preliminary FIRM, and the overlap of the two FIRMS.
FEMA will contact the City of Dubuque soon to schedule a formal community
coordination meeting to discuss the revised flood hazard information, ordinance
adoption, and other frequently asked questions and concerns. The City is encouraged
to circulate the preliminary FIRM to organizations and individuals in the community
before the FEMA meeting.
Comments from the City of Dubuque at this point in the floodplain mapping process are
limited to non-technical information, such as the city limits, street and creek names, etc.
The City's best option to recommend technical changes to FEMA is to continue our
collaboration with IDNR.
RECOMMENDATiON
Staff recommends that the City Council send a response to FEMA Region VII that the
City is supportive of the collaborative floodplain mapping process involving the IDNR
which has resulted in a revised preliminary FIRM that better reflects conditions in our
community.
