SUBJECT: Tamarack Park Water Main Extension Project 2018 Award

Sealed bids were received for the Tamarack Park Water Main Extension Project 2018.
Water Department Manager Denise Blakeley Ihrig recommends award of the contract to
the low bidder, Top Grade Excavating, Inc., in the amount of$443,292.41 . This amount
is 5.43°k over the estimate of probable cost. Contingency funds were identified for this
project and are available to cover the bid overage.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

the revised alignment.

The proposed schedule for the Water Main Extension to Tamarack Park project is as
follows:

BUDGETIMPACT
With the adoption of the FY2019 Five Year Capital Improvement Program Budget, there
is funding in the amount of$518,125 to complete design, engineering, and construction
of the water main.
The estimate of probable cost for the Water Main Extension to Tamarack Park project

BID RESULTS
Sealed bids were received and publicly opened on September 25, 2018 at City Hall. Top
Grade Excavating, Inc. of Farley, lowa submitted the low total bid in the amount of
$443,292.41 . This amount is 5.43°k over the estimate of probable cost. Contingency
funds were identified for this project and are available to cover the bid overage.

RESOLUTION NO. 317-18
AWARDING WATER MAIN EXTENSION TO TAMARACK PARK
Whereas, sealed proposals have been submitted by contractors for the Water Main
Extension to Tamarack Park Project, (the Project) pursuant to Resolution No. 265-18
and the Notice to Bidders was posted on the Master of Builders of Iowa plan room and
the City of Dubuque, Iowa website on the 7th day of September 2018; and
Whereas, said sealed proposals were opened and read on the 25th day of September
2018, and it has been determined that Top Grade Excavating Inc. of Farley, Iowa with a
bid in the amount of $443,292.41 is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Top Grade
Excavating, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 15th day of October 2018.
