The Unified Development Code does not require off-street parking in the C-4 District; however, new surface off-street parking lots are prohibited unless approved by the City Council. The subject property is zoned C-4 Downtown Commercial. The Unified Development Code (UDC) does not require off-street parking in the C-4 District; however, new surface off-street parking lots are prohibited unless approved by the City Council. Supporting documentation is enclosed. DISCUSSION The existing building at 461 W. 8th Street is a one-story commercial structure formerly used by Premier Cleaners. Currently, there are 35 parking spaces to the west of the former Premier Cleaner's building. This area will also be reconfigured as part of the proposed new parking lot. The enclosed diagram is a concept only and does not meet City standards. If approved, the required site plan for the new parking lot must be reviewed for compliance with City of Dubuque street access standards, the UDC, and Architectural Guidelines. The building is not in the Downtown Conservation District, so no demolition review by the Historic Preservation Commission is required. Steve Larson, CFO/Corporate Services Director at Woodward Communications, Inc., has submitted a letter (enclosed) that outlines the purpose and need for expansion of the company's parking lot adjacent to 461 W. 8�h Street. The letter indicates that the increase in the number of employees is necessitating the expansion of their existing surface parking lot. Planning staff estimates that the proposed building demolition and subsequent expansion of the parking lot would add approximately 64 off-street parking spaces to the existing spaces for a total of 112 parking spaces. With respect to availability of parking spaces in the Locust Street parking ramp, the Transportation Services Department has Parking Lot Request -461 W. 8�h Street Page 2 indicated that there is a waiting list of 20 for rooftop parking spaces and 191 on a waiting list for covered parking. The City's surface lot along 9"' Street has 18 reserved stalls available. ACTION STEP The UDC requirement for City Council approval is intended to insure adequate review prior to construction of new surface off-street parking lots in the C-4 District, which encompasses the City's historic downtown and other historic commercial areas. The requested action step is for the City Council to make a determination as to whether the construction of a surface parking lot at 461 W. 8�h Street is appropriate. Moving those employees will free up the third floor, allowing us to convert that entire floor to rental property. Because there is a considerable amount of commercial space available for rent in Dubuque, we believe we can differentiate our rental space by being able to offer parking on the premises. Receiving approval of our parking lot plan from the City will allow us to move forward with the next steps in the larger real estate project.
