BACKGROUND An Authorizing Resolution must be submitted to both FTA and lowa DOT stating the name and position of the individual to serve as designee to complete obligations related to receipt of State and Federal funds. A Letter of Incumbency must also be sent to FTA following passage of and including the Resolution. RECOMMENDATION/ACTION STEP I recommend that the City Council approve the Authorizing Resolutions and relay the Letter of Incumbency. Jule Transit. This letter is provided in response to a request for an updated letter of incumbency regarding the City of Dubuque d.b.a. Jule Transit. The currently elected Mayor of the City of Dubuque, Iowa is Roy D. Buol. The Mayor is the authorizing official for ECHO -Web user access. The Mayor has delegated his responsibilities as follows regarding FTA or Iowa DOT funded transit projects per Resolution No. 239-13. In 2018 the Parking and Transit Divisions were combined to form Transportation Services. The attached Resolution No. 320-18 appoints and authorizes Renee Tyler to execute and file with its application the annual certification and assurances and other documents the Federal Transit Administration required before awarding a Federal grant or cooperative agreement. The Director of Transportation Services is authorized and directed to execute said grant and cooperative agreements with the Federal Transit Administration on behalf of the City of Dubuque and the City Clerk is authorized and directed to attest her signature. The Director of Transportation Services is responsible for submitting the eligible expenses to the City of Dubuque Finance Director for review and final approval. The Mayor :.of.the _City of Dubuque has authorized Renee Tyler, Director of Trans- portation .Services, to serve as designee: to :execute and file application for Federal assistance on behalf of the City of Dubuque d.b.a. The Jule Transit with the Federal Transit Administration for Federal Assistance authorized by 49 U.S.C. Chapter 53, Title 23, United States Code, or other Federal statutes authorizing a project administered by the Federal Transit Administration. Section 2. The Mayor of the City of Dubuque or his/her designee (Le. Director of Transporta- tion Services) is authorized to execute and file with its application the annual certification and assurances and other documents the Federal Transportation Administration requires before awarding a Federal grant or cooperative agreement. Whereas, the City of Dubuque provides fixed -route and paratransit services for the cit- izens of Dubuque; and Whereas, the Iowa Department of Transportation (IDOT) is a pass-through funding en- tity for federal capital and operating funds; and Whereas, the City has historically applied through the IDOT for these funds; and Whereas, the City Council finds that the applying for the funds to be beneficial to the continued provision of transit service for the citizens of Dubuque. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That Renee Tyler, Director of Transportation Services, is authorized to on behalf of the City Council, to apply for financial assistance and to enter into related con- tract(s) with the Iowa Department of Transportation.
