Three proposals were received in response to a Request for Proposal for a consultant
to undertake the Downtown Commercial Building Evaluation and Assessment Project.
After reviewing the proposals, two firms were selected for an interview. The RFP
Interview Committee and Building Services Manager Dave Johnson recommend City
Council approval of the selection of Martin Gardner Architecture as the consultant to
undertake the Downtown Commercial Building Evaluation and Assessment project and
that Dave be authorized to negotiate a contract with Martin Gardner Architecture.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum forwards the recommended consultant to undertake the Downtown
Commercial Building Evaluation and Assessment Project. Enclosed in the Request for
Proposal (RFP) for reference.
BACKGROUND
The project, formerly named the Dilapidated Building/Structure Identification and
Assessment project, was identified as a High Priority Policy Agenda item during City
Council's FY19 goal setting session. The project was provided funding in CIP number
350-2764 in the FY19 budget. A total of$123,900 was allocated for the project. The
request for proposal identified a budget a maximum budget of$100,000. The remaining
project funds will be retained as a contingency should issues or additional opportunities
arise; however, it is my hope the project will come under the original budget.
DISCUSSION
We received proposal from 3 qualified firms to undertake the project. The firms and
corresponding fees are as follows:
1 . Martin Gardner Architecture $100,000
2. Slingshot Architecture $100,000
3. SAFEbuilt $95,000
An RFP Review Committee met to review and select a consultant for this project. The
following people served on the Committee:

After reviewing the proposals, the Committee recommended interviewing Martin
Gardner Architecture and Slingshot Architecture. Interviews were conducted October
10�h and 12�h. It was the unanimous recommendation of the Committee to select Martin
Gardner Architecture (MGA) as the consultant to undertake the Downtown Commercial
Building Evaluation and Assessment Project. MGA surpassed competing firms in their
demonstrated ability to meet and exceed the project criteria and requirements. MGA's
proposal is enclosed.
REQUESTED ACTION
I respectfully request City Council concur with the recommendation and authorize me to
negotiate a contract for you to sign. Once a contract is executed, the project will
commence immediately.

Secretary of the Interior's Standards for the Treatment of Historic Properties, and all project team members meet the
Professional Qualifications Standards in Historic Architecture as outlined by the National Park Service.
Our scope of services will consist of identification and assessment of primarily exterior conditions of commercial properfies
in the Greater powntown Urban Renewal Area of Dubuque. The project will include a comprehensive and coordinated
enforcement and revitalization plan for concentrations of substandard conditions within the project boundary. We will
coordinate with residents, city staff, neighborhood organizations and other key stakeholders to identify ideas, resources,
and additional capacity to inform the revitalization plan. The project deliverables will be assembled into a concise, easy to
read format that will identify clear and attainable strategies to foster personal and financial investment in areas suffering
from substandard conditions. The ultimate goal of the project is to further affordable housing opporfunities, equity, and
neighborhood revitalization best practices, while stimulating reinvestment in these core neighborhoods.

1. Technical Commiftee Preliminary Input and Research
Aside from providing the general property data, we will work with the City's Technical Committee to gain a
variety of initial insights which will help us devise our exact action plan.
With Technical Committee, we will identify the types of information desired in the Site Inventory Sheets which will
serve as the backbone of our ldentification and Assessment as well as the organizing tool for the Revitalization
Plan.
The Technical Committee and other City Staff have no doubt gained a wide understanding of the various
neighborhoods, their general conditions, their strengths and challenges. Specifically, we will discuss potential
macro and micro causal conditions. The Technical Committee also can point us to other studies that may have
been completed which can inform the data we should include. This understanding and input will be the
beginnings of how we plan to engage each neighborhood and, where applicable, each properfy owner.
2. Create Site Inventory Sheets
The Site Inventory Sheets will serve as a universally inclusive documentation tool for all properfies in the project.
While some properfies will be more complex than others, utilizing the same form will streamline the site review
process. Site Inventory Sheets will be reviewed with the Technical Committee for approval and contain
information below:
1 . SPECIFIC PROPERTY INFORMATION
a. General Site/Properfy Information — GIS Properfy Information, Descriptive Photo, other relevant
general site/property information.
b. Properfy Physical Conditions Information — Developing a "check box" style form is critical to capture
relevant information in a stream-lined way. Conditions for each building component or material type
(Windows, Doors, Roof, Cladding, etc.) will be rated as Excellent, Good, Fair, Poor, Not Applicable, etc.
c. Applicable code sections from International Property Maintenance Code and International Building
Code will be noted and referenced.
d. Costs for Recommended Repairs and Maintenance will be shown directly on the Site Inventory Sheet
along with Priority Designation for each building component (windows, doors, masonry, siding/cladding,
roofing, etc.). More detailed descriptions of damage and Recommended Repairs and Maintenance Best
Practices will be in REFERENCED INFORMATION below.

3. Create Preliminary Revitalization Plan Reference Sections
REFERENCED INFORMATION
1 . Physical Conditions Recommended Repairs/Maintenance - Site Inventory Sheets will reference appendix
sections containing strategies for maintenance, repair for each related material or features type. While not
requested at this time, landscaping strategies should be considered as well because simple, low-cost moves can
raise awareness and build momentum toward larger building projects. Where applicable, International Property
Management Code Sections, International Building Code Sections and National Park Service (NPS) Preservation
Briefs will also be referenced in appendix sections.
2. International Properfy Management Code and International Building Code Sections - Applicable code
sections will be noted directly on the Site Inventory Sheet. The text of all applicable codes will be in a reference
appendix section.
3. Causal Conditions - Identification of physical characteristics in need of repair is simple and straightforward.
However, every aspect of a property- its Owner, economics, culture, surrounding neighborhood and Community-
At-Large - will affect what proper action could or should be taken.
a. Macro Causal Conditions - As with any community or neighborhood, there are
many layers. There may be overarching or underlying issues that can affect an
entire set of buildings or properfy Owners. These include pockets of varying
� cultural density, historical presence of a controlling factor or factors, a multi-
MAINproperfy/business owner that pulls an entire neighborhood a parficular direction,
S-1-REE-�- local/global/regional/national economic factors, transporfation, defining
geographic or geologic features, etc. Each Causal Condition will be accompanied
� � by a strategy or strategies which could suggest necessary steps or policy created
by various Technical Committee deparfments, Neighborhood Associations, local
Commissions, other Boards and Committees, City Council and likely County
Agencies.

b. Micro Causal Conditions -We view Micro Causal Conditions as those that are
� created by the situation surrounding the individual property regardless of a macro
overlay. There are a variety of reasons why a properfy may fall into blight or

4. Site Visit/Assessment
With the Site Inventory Sheets electronically in-hand, we will visit each property and review each side of the
building filling out the Site Inventory Sheets as we progress. Condition and repair method will be noted for each
material type and feature. Observations regarding causal conditions will also be noted and where necessary,
additional research completed to furfher investigate potential connections between a properfy and causal
conditions. Anomalies to the rules are often as telling as those conditions that fit preconceived notions.
PHASE II
5. Complete Revitalization Plan - Assignment of Macro/Micro Conditions and Strategies
Upon completion of the Site Visit(s) we will be able to note and furfher discuss observations with the Technical
Committee to furfher refine our definitions or identify not previously-identified causal factors and strategies.
Refinement of the underlying causes will allow us to complete descriptions of strategies appropriate for each
category of properfies and identify potentially conflicting strategies where definitions may not fit cleanly for
individual properfies. The Technical Committee and other applicable deparfments will be given time to review the
document for revisions.

Additional Contract Provisions and Modifications to the Standard Contact
14.1 ADDITIONAL CONTRACT PROVISIONS AND MODIFICATIONS TO THE STANDARD CONTRACT
14.1.1 Limitation of Liability: In recognition of the relative risks and benefits of the project to both the Owner and the
Architect, the risks have been allocated such that the Owner agrees, to the fullest extent permitted by law, to
limit the liability of the Architect and Architects officers, directors, partners, employees, shareholders,
owners and subconsultants for any and all claims, losses, costs, damages of any nature whatsoever or
claims expenses from any cause or causes, so that the total aggregate liability of the Architect and
Architects officers, directors, parfners, employees, shareholders, owners and subconsultants shall not
exceed$50,000 or the ArchitecYs total fee for services rendered on this project, whichever is greater. It is
intended that this limitation apply to any and all liability or cause of action however alleged or arising, unless
otherwise prohibited by law.
14.12 Deficiencies in Services: Payment by the Owner of any invoice of the Architect without any written
objection shall be interpreted to mean that the Owner is satisfied with the ArchitecYs services reflected in the
invoice and is not aware in any deficiencies in the ArchitecYs services.
14.1.3 Disputed Invoices: If the Owner objects to any porfion of an invoice, the Owner shall so notify the
Architect within ten (10)calendar days of the receipt of the invoice. The Owner shall identify the specific
cause of the disagreement and shall pay when due that porfion of the invoice not in dispute. Interest as
stated in paragraph 11.102.1 shall be paid by the Owner on all disputed invoiced amounts resolved in the
ArchitecYs favor and unpaid for more than thirfy(30)calendar days after date of submission.
14.1.4 Collection Costs: In the event legal action is necessary to enforce the payment provisions of the
Agreement, the Architect shall be entitled to collect from the Owner any judgment or settlement sums due,
reasonable attorneys'fees, courf costs and expenses incurred by the Architect in connection therewith and,
in addition,the reasonable value of the ArchitecYs time and expenses spent in connection with such
collection action, computed at the ArchitecYs prevailing fee schedule and expense policies.
14.1.5 Defects in Service: The Owner shall promptly reporf to the Architect any defects or suspected
defects in the ArchitecYs work or services of which the Owner becomes aware, so that the Architect may
take measures to minimize the consequences of such a defect. The Owner warrants that he or she will
impose a similar notification requirement on all contractors in his or her Owner/Contractor contract and shall
require all subcontracts at any level to contain a like requirement. Failure by the Owner, and the Owner's
contractors or subcontractors to notify the Architect, shall relieve the Architect of the costs of remedying the
defects above the sum such remedy would have cost had prompt notification been given.
14.1.6 Electronic Files: Communication and information transfer is being conducted for this project in electronic
form. The information and communications may include email, word processing, drawings, and other file
transfers. It is acknowledged by the Owner that the information is being shared in this manner. Meetings
where options and modifications are reviewed or discussed may only have information shared visually.
Nothing in this agreement shall imply that the Architect is promising to supply computer sofiware or
hardware to the Owner or any Consultants or Contractors.
14.1.6.1 Electronic data formats for information to be shared with the Owner will include but not necessarily
be limited to Adobe, Microsoft, and AutoCAD formats. Any changes to the electronic data formats by either
the Owner or the Architect are subject to review and acceptance by the other party. Should the Owner be

unable to utilize the file formats listed above,the Owner should at once notify the Architect of the problem.
The Architect will endeavor to transfer the information into a different format, but shall not be responsible at
any time to provide the Owner with software needed to read any data of any electronic data format. If the
Architect is required to expend additional efforf to incorporate changes to the electronic data formats made
by the Owner, these efforts shall be compensated for as Additional Services. Should the Owner request
that any Instruments of Service, progress or final construction documents, specifications, or
correspondence be transmitted in electronic form to the Owner the terms of this agreement shall be
extended to any electronic files, CADD or word-processing files, which are produced by the Architect for
this project.
14.1.62 In accepting and utilizing any drawings, reporfs and data on any form of electronic media
generated and furnished by the Architect, the Owner agrees that all such electronic files are instruments of
service of the Architect, who shall be deemed the author, and shall retain all common law, statutory law and
other rights, without limitation, including copyrights.
14.1.6.3 The Owner agrees not to reuse these electronic files, in whole or in part, for any purposes other
than for the Project. The Owner agrees not to transfer these electronic files to others without the prior
written consent of the Architect. The Owner furfher agrees to waive all claims against the Architect resulting
in any way from any unauthorized changes to or reuse of the electronic files for any other project by anyone
other than the Architect.
14.1.6.4 Electronic files furnished by either party shall be subject to an acceptance period of ten (10)days
during which the receiving parfy agrees to perform appropriate acceptance tests. The party furnishing the
electronic files shall correct any discrepancies or errors detected and reported within the acceptance
period. After the acceptance period, the electronic files shall be deemed to be accepted and neither party
shall have any obligation to correct errors or maintain electronic files.
14.1.6.5 The Owner is aware that differences may exist between the electronic files delivered and
the printed hard-copy construction documents. In the event of a conflict between the signed construction
documents prepared by the Architect and electronic files, the signed or sealed hard-copy construction
documents shall govern.
14.1.6.6 In addition,the Owner agrees,to the fullest extent permitted by law, to indemnify and hold
harmless the Architect, its officers, directors, employees and subconsultants(collectively, Architect)against
all damages, liabilities or costs, including reasonable attorneys'fees and defense costs, arising from any
changes made by anyone other than the Architect or from any reuse of the electronic files without the prior
written consent of the Architect.
14.1.6.7 Under no circumstances shall delivery of electronic files for use by the Owner be deemed a sale
by the Architect, and the Architect makes no warranties, either express or implied, of inerchantability and
fitness for any particular purpose. In no event shall the Architect be liable for indirect or consequential
damages as a result of the Owner's use or reuse of the electronic files.
14.1.7 Changed Conditions: The Owner and Architect agree that when changes in the project, this agreement
may need to change. Changes may be required in light of occurrences or discoveries that were not
originally contemplated or known by the Architect. Changes in the project which may necessitate re-
negotiation of this contract shall include but not be limited to changes in the project scope, project budget,
subsoil conditions, project delivery methods, regulatory changes or interpretations, and actions on the part

of the Owner or Contractors that prolong the construction process,which are not the fault of the Architect.
Should the Architect call for contract re-negotiation, the Architect shall identify the specific condition
necessitating re-negotiation and the contract changes required. The Owner shall promptly respond to this
notification and accept the change, propose an alternate contract modification or reject this change. Either
parfy has the right to terminate this agreement in accordance with Arficle 9 of this Agreement.
14.1.8 Code Compliance: The Architect will exercise usual and customary professional care in his or her
efforfs to comply with all codes, regulations, and laws in effect as of the date of submission to local building
code authorities. The Owner shall inform the Architect of any codes, regulations, or laws which are
applicable to this project, and for which the Owner has information not commonly available within the
construction industry.
14.1.9 Confidential Communications: The Architect may be required to reporf on the past or current
qualifications and performance of others engaged or being considered for engagement directly or indirectly
by the Owner, and to render opinions and advice in that regard. Those about whom reporfs and opinions
are rendered may as a consequence initiate claims of libel or slander or other claim against the Architect.
To help create an atmosphere in which the Architect feels free to express himself candidly in the interest of
the Owner, the Owner agrees, to the fullest extent permitted by law, to indemnify and hold the Architect, its
officers, directors, employees and subconsultants(collectively Architect) harmless from any claim, liability,
or cost(including reasonable attorney's fees and costs of defense)for injury or loss arising or allegedly
arising from such professional opinions and reporfs rendered by the Architect to the Owner or Owner's
agents. For publicly bid projects the Architect will comply with public policy in reporfing the reliability of the
Contractor. The Architect will provide references of past experience with the Contractor, but the decision to
hire the Contractor is solely that of the Owner.
14.1.10 Known and Suspected Environmental Hazards: This paragraph supplements information outlined in
Arficle 5. In consideration of the substantial risks to the Architect posed by the presence or suspected
presence of asbestos or hazardous or toxic materials on or about the project site, the Owner agrees, to the
fullest e�ent permitted by law, to indemnify and hold harmless the Architect, his officers, directors,
employees, agents, and independent consultants and any of them from all claims and losses, including
reasonable attorney's fees and defense costs, arising out of, or in any way connected with,the performance
or nonperformance of the obligations under this Agreement unless and until there has been an adjudication
by a courf forum of competent jurisdiction that the claims at issue are a direct result of the sole negligence of
the Architect. The Architect will cooperate with the Owner to have hazardous material testing conducted on
the project by a laboratory cerfified for this type of testing. If materials are identified in the course of that
testing, the Owner agrees to hire a cerfified mitigation company to remove such materials from the project
prior to starf of the construction.
14.1.11 Contingency Fund: This paragraph supplements information outlined in Arficle 6 and specifically
paragraph 6.3. The Owner and the Architect acknowledge that changes may be required because of
possible changes in the Owner's requirements, omissions, ambiguities or inconsistencies in the plans and
specifications and,therefore, that the costs of the project may exceed the construction contract sum. The
Owner agrees to set aside a reserve in the amount of ten (10)percent of the actual project construction
costs as a contingency reserve to be used, as required,to pay for any such increased project costs. The
Owner furfher agrees to make no claim by way of direct or third-parfy action against the Architect or his sub-
consultants with respect to any payments within the limit of the contingency reserve made to the
construction contractors because of such changes or because of any claims made by the construction
contractors relating to such changes.

14.1.12 Architect Services: Should the services of the Architect not be continued beyond the schematic or
design development phases of this contract, it is understood that the drawings and other instruments of
services are preliminary and not meant for construction. Furfher the Owner agrees to indemnify and hold
harmless the Architect from any claims which may arise out of the use of such schematic designs for
construction purposes.
14.1.13 Termination or Suspension of Services: In the event that the Owner fails to make payment upon any
invoice within 60 days of the invoice date,the Architect may suspend or terminate services at his option in
accordance with Arficle 9. The Architect also shall have no liability whatsoever to the Owner for any
costs or damages as a result of such suspension or termination caused by any breach of this
Agreement by the Owner and shall be entitled to termination expenses. Should the Architect agree to
restarf services on the project, he shall have the right to compensation for expenses incurred in the
interruption and resumption of the ArchitecYs services.
14.1.14 Termination Fxpenses: These expenses are in addition to compensation for contracted services, and
include expenses, which are directly attributable to termination. Termination Expenses shall be the greater
of One Thousand Dollars and Zero Cents($1,000), the actual documented cost of termination, or the
amount computed as a percentage of the total compensation for the project earned to the time of
termination as follows:
14.1.14.1 Twenty percent of the total compensation earned to date if termination occurs before or
during the predesign, site analysis, master planning, schematic design, or similar project
phase; or
14.1.142 Ten percent of the total compensation for services earned to date if termination occurs
during the design development phase; or
14.1.14.3 Five percent of the total compensation for services earned to date if termination occurs
during any subsequent phase;

REQUEST FOR PROPOSALS
August 8,2018
INTRODUCTION
The City of Dubuque is soliciting proposals from qualified firms to undertake the Downtown
Commercial Building Ea�terior Evaluation and Assessment Project. The project involves mainly
ea�terior condition evaluations and rehabilitation assessments for approximately 560
commerciaUmixed-use buildings located in the City of Dubuque Greater powntown Urban
Renewal Area and revitalization plan. Enclosed is a map for reference.
COMMUNITY BACKGROUND
The City of Dubuque is located on the Mississippi River in northeastern Iowa, adjacent to Illinois
and Wisconsin. As Iowa's oldest city, Dubuque is a community well known for its historic and
architectural beauty. The City is approximately 30 square miles in area, with a population
approaching 60,000 persons. The City's FY2019 operating and capital budget nears $175 million
and funds a full range of municipal services.
The City of Dubuque is governed by an elected Mayor and City Council and managed by a City
Manager. City government warks in collaboration with private and non-profit sectors to promote
the principles of sustainability and equity. More information on the Dubuque community, city

PROJECT OUTCOMES
The outcome of the project is to further efforts toward creating more vibrant, livable, and safe
neighborhoods by identifying and assessing substandard commercial buildings. The project will
inform a comprehensive, neighborhood level, enforcemenUrevitalization plan which will in turn
lead to increased investment, enforcement, and resiliency in downtown neighborhoods. A
Technical Team is assembled to lend local knowledge expertise and resources. The Technical
Committee will also handle enforcement actions and help inform and review project activities
and work products. The Technical Committee will be able to provide GIS data and parcel and
address specific information related to the project.

PROJECT SUMMARY
The City of Dubuque is requesting a multi-disciplinary consultant team with expertise in
community development services including, but not limited to architecture, design, planning,
construction, estimating, building codes, and neighborhood development and revitalization.
The project is expected to begin October 22, 2018 and be completed by June 1, 2021. The
maximum budget far the project is $100,000. Proposals are due by 5 p.m. on September 14,
2018. Please see the entire RFP for specific requirements.
SCOPE OF SERVICES
The scope of services consists of identification and assessment of primarily ea�terior conditions
for commercial properties in the City of Dubuque Greater powntown Urban Renewal Area. The
project also includes a comprehensive and coordinated enforcement and revitalization plan for
concentrations of substandard conditions/neighborhoods in the project area that are determined
to be substandard and/or where illegal activity or use is evident. The City of Dubuque Code
Ordinances, including the current International Property Maintenance Code and International
Building Code will serve as the standards by which conditions are evaluated.
Identification and Assessment: Initial identification and assessment will be conducted by the
consultant from observations from public property(street, sidewalk, and alleys) as well as
private property for which the consultant and/or city has been granted permission. Where
observed exterior conditions are such that they pose a danger to the life or safety of its
occupants or adjacent property owners, the City of Dubuque will seek administrative
remedies, including administrative search warrants, to gain access for the consultant to
assess the interior conditions of buildings. Additionally, the City may also seek input from
others who might have witnessed interior condition. Buildings and structures will be evaluated
for their feasibility for rehabilitation. The evaluation will consider adaptive uses within the
conteat of current economic and local and regional market conditions.
Site inventory sheets will be developed by the consultant for each property. The Site Inventory
Sheets will at a minimum contain property information, ownership information, use information,
pictures, relevant code and itemized substandard conditions, related code, and estimated costs to
bring deficiencies into compliance. All data will be developed and maintained in Microsoft and
ArcGIS. The consultant will be responsible for developing all data and materials related to this
project. Data will inform enforcement actions undertaken by the city as well as a revitalization
plan. All data will be the property of the City of Dubuque.
Revitalization Plan: The plan will create a coordinated framework for addressing current
common substandard conditions and strategies for revitalization. A significant plan outcome will
be to further affordable housing opportunities, equity, and neighborhood revitalization best
practices specific to the project area, all of which are encompassed by values outlined by City
Council and Imagine Dubuque 2037: More information on Imagine Dubuque 2037:A Call to

The plan will provide an overview of findings as well as causal conditions on a macro and micro
level which contribute to the findings. The report will identify key stakeholders and collaborative
opporiunities to address sustained property maintenance and investment in neighborhoods
exhibiting a concentration of substandard buildings and sites. The plan must identify clear,
actionable, and attainable strategies to foster personal and Financial investment in

properties and neighborhoods shown to suffer from neglect and substandard conditions.
The plan must also include collaborative governance models toward achieving strategies. It
is expected the consultant will coordinate with residents, neighborhood organizations and key
stakeholders to identify ideas, resources, and additional capacity to inform the plan.
The above information is not intended to be all-inclusive. It establishes essential expectations.
The expertise of the consultant, staff and stakeholders will be valued and help steer this project.
The consultant is expected to think critically and creatively and apply their expertise to help
further develop this project to achieve the best possible outcomes. The consultants demonstrated
ability to think critically and creatively within the scope of this project are an evaluation criterion
for proposals.
INFORMATION TO BE INCLUDED IN THE PROPOSAL
1. Letter of Transmittal
Provide a letter of transmittal briefly outlining the project team's understanding of the work
and the name, address, telephone number and email address ofthe project's manager and
principal contact.
2. Pro£ile of Consultant
The proposal shall include general information about the consultant(s),the consultant's scope
of expertise related to this RFP, and the consultant(s) official name, address, and principal
officers, including qualifications of the project manager and other key personnel who would
be assigned to the project.
3. Qualifications
a) The proposal shall include the name of the project manager, his or her qualifications and
experience, and the names, qualifications, and experience of other key personnel who
would be assisting with the project. The selection of a project manager by a consultant
will constitute a contractual commitment by that consultant and a substitute manager will
not be allowed without prior written approval by the City of Dubuque.
b) Name and location of all other key personnel involved in the project if applicable;the
type and approximate percentage of the wark that would be performed by each of these
firms; and the names, qualifications and experience of their personnel who would be
assisting with this project.
c) The proposal must clearly describe the relevant experience ofthe project manager and
other key personnel in undertaking and completing project relevant to this RFP.
d) The proposal shall include at least three references of past clients for projects similar to
this RFP. These projects must have been completed within the past ten years with the
same project manager, sub-consultants and other key personnel proposed for this project.
e) The proposal shall discuss the consultanYs ability to integrate this project into the
consultanYs present workload.

4. Scope of Services/ Methodology
Describe the methodology or strategy by which the consultant would satisfy the Scope of
Services, and/or an alternative or hybrid strategy recommended by the consultant. This is the
consultanYs opportunity to convey critical and/or creative ideas and concepts as well as
interest in this project. This will help the selection committee better evaluate the
consultanYs vision, abilities, and interest with respect to the RFP.
5. Proposed Project Schedule
The anticipated schedule far this project is that the City of Dubuque will execute a contract
with the selected consultant by October 16, 2018 and the project will commence
immediately following execution of the contract. The project must be completed prior to
June 1, 2021.
The City of Dubuque considers this to be atwo (2) phase project: 1) identification and
assessment; and 2)revitalization plan. The schedule must include delivery of final work
products for each phase. In addition,the schedule should provide an outline of the
consultants proposed activities and timeframes for the proposed scope of wark. This should
include a schedule and description of all deliverable products throughout the period.
Products should be delivered in hardcopy and electronic formats compatible with the City's
computer software and hardware.
6. Certificate of Insurance
The selected firm will be required to meet the City's insurance requirements for professional
services (see enclosed Insurance Schedule �. A Certificate of Insurance is oprional for
inclusion with the proposal. A Certificate of Insurance must be provided upon selection.
7. Fees and Compensation
Provide a proposed cost-plus expenses budget for completion of the scope of services with
cost breakdowns by scope element. Quotation of fees and compensation shall remain firm
for a period of at least 90 days from the proposal submission deadline. Provide the
proposed fees and compensation under separate cover. Initial screening will be done by
a selection committee without the benefit of knowing the proposed fee for services.
8. Contract
A proposed contract for services must be included in the submittal.
EVALUATION CRITERIA
Proposals will be screened to ensure that they meet the minimum requirements of the proposal
format. A selection committee will review qualifying proposals and may interview the short-
listed firms. Initial screening will be done without knowing the consultant's proposed fee for
services to develop a short list. The short list of consultants may be invited to an interview with
the selection committee.
Factors to be considered by the committee will include the following:
• Quality of proposals. Proposals shall not exceed 20 pages.

• Design approach/methodology in completing the scope of services, including proven,
innovative and creative strategies to accomplish the project outcomes within the
designated budget.
• Qualifications and experience of the firm and any sub-consultants.
• Qualifications and experience ofthe projectmanager.
• Results of interview process.
• Information from references.
• Grasp of project requirements and level of interest.
• Proposed schedule and activities required to complete the project.
• Proposed costto complete the project.
SUBMISSION REOUIREMENTS
The City of Dubuque reserves the right to reject any and all proposals and to negotiate changes
with any firms. The City of Dubuque is not liable for any cost incurred by any firms prior to the
execution of an agreement or contract. Nor shall the City of Dubuque be liable for any costs
incurred by the firm that are not specified in the contract. The City of Dubuque is an Equal

The City of Dubuque anticipates award of the contract to the successful consultanUfirm for this
project by October 16, 2018. Consultants/Firms whose proposals are not accepted will be
notified via email shortly after the selected firm has been approved by the City Council.
