Water Department Manager Denise Blakeley Ihrig requests the City Council set a public

Natural Resources. The hearing is part of the SRF loan environmental review process.

Roosevelt Street Water Tower Project
INTRODUCTION
The purpose of this memorandum is to set a public hearing on the environmental review
as provided by SRF's Department of Natural Resources for the Roosevelt Street Water
Tower Project.
BACKGROUND
The City of Dubuque is pursuing an engineered solution to resolve low pressures
experienced in the City of Dubuque's second pressure zone in the City's water
distribution system. The second pressure zone or Zone 2 encompasses the area in and
around Roosevelt Street and Peru Road including the Sky Blue Estates subdivision,
Alpine Park development and Eagle Valley Subdivision.
Zone 2 pressures are provided by the existing Eagle Point Park elevated water tower. It
has a volume of 500,000 gallons with an overFlow elevation of 935 feet above mean sea
level. Water is pumped into the second pressure zone from two locations, the water
treatment plant and the Stafford Street booster station. Over a twenty-year period, the
area has experienced residential development growth, however the growth has started
to surpass the ability of the available Zone 2 water storage and the distribution system
to provide suitable pressures and volume. The elevation of the overflow at the Eagle
Point Park tower has been identified as limiting the available water pressure in the zone;
most notably the pressure at the highest point along Roosevelt Road.
The City has evaluated several solutions including a booster pump station and a
replacement elevated tower. Following careful consideration, the City is in favor of
installing an elevated water tower at a higher elevation to replace the existing Eagle
Point Water tower. The proposed improvements would include, the installation of a
composite style water tower with an estimated size, prior to a hydraulic analysis, of 1 .25
million gallons, along with water main improvements, pressure reducing stations, water
treatment plant pump replacements, abandonment of Stafford Street pump station and
the demolition of Eagle Point Park water tower.
The City is seeking financial assistance, and in doing so, has turned to the lowa
Department of Natural Resources' State Revolving Fund (lowa SRF) program. Working
with the City's project consulting engineer, IIW, P.C., the City is in the process of
preparing loan documents to secure funding for the project. The City is successfully
working with the IDNR SRF program group, and as part of the loan process, the project
is subject to a federally required environmental review.
The environmental review examines the proposed installation location of the project and
determines if there are environmental areas of concern. The review is sent to the SRF's
environmental specialists where they will prepare an Environmental Information
Document (EID) summarizing the environmental review to date. This document will be
available two weeks prior to the public hearing. Following the public hearing and
completion of the environmental review the environmental specialist will seek to provide
environmental clearance for the project.
DISCUSSION
The hearing is part of the SRF loan environmental review process, and will allow
concerned citizens the opportunity to come forward with any comments or questions
about any potential environmental impact of the proposed project.
The City is required to provide adequate advance public notification of the public
hearing 30 days prior to the hearing, thereby meeting federal requirements of the SRF
program. The public hearing notification will be advertised in the Telegraph Herald, a
locally circulated newspaper, with the public hearing scheduled to occur during the
January 7�h, 2019 regularly held City Council meeting. In addition, project documents
including design and environmental information related to the proposed project will be
made available for review by the public in advance of the public hearing.
Following the public hearing, the City will submit a summary of the public comments and
proof of publication to the environmental review specialist at the SRF program
department, along with an executed Environmental Information Document.
REQUESTED ACTION
I respectfully request the City Council approve a resolution to set a public hearing on the
environmental review as provided by SRF's Department of Natural Resources for the
Roosevelt Street Water Tower Project.

PRELIMINARY APPROVAL OF AN ENVIRONMENTAL REVIEW AS PROVIDED BY
SRF'S DEPARTMENT OF NATURAL RESOURCES FOR THE ROOSEVELT STREET
WATER TOWER PROJECT AND ORDERING THE ADVERTISEMENT FOR PUBLIC
NOTICE
Whereas, the _.City of Dubuque is pursuing an engineered solution to resolve low
pressures experienced in the City of Dubuque's second pressure zone in the City's
water distribution system; and
Whereas, the second pressure .zone or Zone 2 is commonly referenced as the area
in and around Roosevelt Street and Peru Road including the Sky Blue Estates
subdivision, Alpine Park development and Eagle Valley Subdivision; and
Whereas, over :: a __twenty -year --•'period, the area has experienced residential
development growth, and said growth has started to surpass the ability of the available
infrastructure to provide suitable pressures and volume; and
Whereas, the City has evaluated' several solutions and following careful analysis is in
favor of installingan elevated water tower at a higher elevation to replace the existing
Eagle Point Water tower to improve pressure and water volume to Zone 2; and
Whereas,. the ;City of Dubuque hired IIW, P.C. consulting engineers to complete
planning and design along with' preparation of loan documents to secure funding for the
project, and as part of the loan process, the City is required to complete an
environmental review through public hearing.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The environmental review as provided by SRF's Department of Natural
Resources for the Roosevelt Street Water Tower project, is hereby preliminarily
approved and ordered filed in the office of the City Clerk for public inspection.
Section 2. A public hearing will be held on the 7th day of January, 2019, at 6:00 p.m.
in the Historic Federal Building Council Chambers (second floor) 350 W. 6th Street,
Dubuque, Iowa, at which time interested persons may appear and be heard for or
against the proposed environmental review of said Project, and the City Clerk be and is
hereby directed to cause the attached notice of the time and place of such hearing to be
published in a newspaper having general circulation in the City of Dubuque, Iowa, which
notice shall be published not less than thirty days prior to the date of such hearing. At
the hearing, any interested person may appear and file objections to the environmental
review of the Project.
Section 3. The environmental review as provided by SRF's Department of Natural
Resources for the Roosevelt Street Water Tower project is hereby ordered to be
advertised for public hearing.
