GENERAL INFORMATION Histor IMPACT MODEL The Dubuque Dream Center was established in July 2013 to provide programs that simultaneously address the educational, physical, social, and spiritual needs of urban youth and families in a coordinated, systematic structure. The Dubuque Dream Center is the social outreach arm of Dubuque Radius Church and is subject to the policies and regulations of the church. Dream Center program initiatives in the downtown area of Dubuque Iowa focuses on the critical needs of at -risk youth and families by providing an array of services that include: public schools outreach in mentoring, tutoring and life skills development, youth club activities and programs; family support services of food, clothing, computer technology in education, GED, adult literacy, pregnancy services. Mission Statemen The mission of the Dubuque Dream Center is to Impact Youth, Strengthen Families, and Building Community. Youth Im ' act Mode Many of us are aware, have heard, spoken, and may even believe the traditional philosophy "It takes a Community to raise a child"....Dr. Peter Benson has authored a research based system...that encompasses this traditional philosophy.. known as Search Institutes 40 Developmental Assets...designed to minimize risk factors and increase protective factors while focusing on asset building rather liability management...Search Institutes 40 Developmental Assets are divided initially into two categories.... External Assets and Internal Assets External Assets establish appropriate boundaries and connect the family, school, and neighborhood to encourage responsible behavior...& Also help youth use their time constructively in structured activities & programs Internal Assets focus on character development....Instilling values, increase skills in social competencies like decision making and conflict resolution, a sense of positive identity, and value in education...Coupled together, external and internal assets help young people grow into healthy adults....This system is the model of the Dubuque Dream Center strategy to Impact Youth we call In Your Life Mentorinq In Your Life Mentors are Connected Caring Adults who are Unified in Purpose to build Assets in Youth designed to build strong Children... E NJ -r E R IMPACT MODEL The Dream Center ultimately is designed to impact our community through providing a myriad of services addressing needs for youth and their families. Our Mission is to Impact Youth, Strengthen Families and Build Community. II. THE DUBUQUE DREAM CENTER PROGRAMS Public Schools Outreach Serves as the primary vehicle for the delivery of social services to urban youth and families. The core of our programs is promoting healthy school and home environments to maximize student success, providing a myriad of services designed to bridge the gap between the school, students and parents. The thrust of the program is to find solutions to the individual needs of high-risk students. As such, mentors described as School Connectors partner with schools to supplement the education process and family support structures, addressing the academic and social development of public school youngsters. The program offers a variety of activities for public school youth that include: Academic Center A key part of effectiveness in improving student academic achievement is the creation of individualized plans for every student made in partnership with the Dream Center Academic Center Coordinator, School Connectors, the Dubuque Community Schools & Parents. The D.C. Academic Center continues the school day curriculum to provide students with the additional support they need. D.C. "School Connectors" and volunteers are trained in reading prescriptions and math improvement strategies utilized by District educators to continue teaching strategies and programs applied to students during the school day. ▪ Life Skills Education addressing abstinence, anger, school dropout and substance abuse issues. Books and curriculums are utilized to assist in instilling values. • Club Activities and Programs that uses sports, arts, government clubs, and life skills education to build healthy minds, bodies and spirits in the young people served. DDC describe these activities as SPARKS. • Spark Activities: Our best -practice program model uses research from the Search Institutes 40 Developmental Assets to build school and community partnerships to impact academic achievement gaps and character development of students. A key piece of the Dream Center program model is based on the Search Institute's identification that students with "sparks" and related developmental support have better results on both developmental and academic outcomes. A "spark" is defined as "an interest and/or passion young people have within them that light a fire in their lives and express the essence of who they are and what they offer to the world." The two most commonly identified sparks for 66% of more than 13,000 students surveyed nationally were sports and arts. Students register for Dream Center programing through referrals from school administrators and teachers, but students are further motivated to enroll in Dream Center programing because of their "sparks" or activity interest. The Dream Dubuque Dream Center 1-1 DREAM C E N T E R IMPACT MODEL Center presently offers Club Sports and Music & Performing Arts structed programming. Students are required to meet a standard of school and Dream Center attendance, reduced office referrals or suspensions, and academic achievement standards to continue participation in competition or performance opportunities offered through Dream Center Spark Activities. Spark Activities provide performance and competition opportunities that teach youth responsibility, discipline, respect for authority and peers, and team work. It also fosters connection to school, decreasing absences and behavioral issues. The Dream Center selects activities that can carry on through high school to assist students in connection to school, community culture, academic achievement and character development. • Meal Mentoring Dream Center participants are served a meal each program day. School Connectors strategically engage and socialize with youth during meal time to continue relationship building and reinforce values 30 minutes of Meal Mentoring time is also dedicated to implementing character development curriculums, books clubs, and life skills development. • Annual Family Events that bring together students, families, and the community through entertainment, family friendly activities, food and fun in order to support and enhance the focus of building relationships and community. chool Connector Dream Center staff are called School Connectors. School Connectors are the Dream Center activity coaches and mentors who are also responsible for overseeing youth academic and character development outcomes. School connectors supervise and instruct youth at 3 Stations; Academic Center, Club Sports or Music & Performing Arts Activity, & Meal Mentoring. Each School Connector is responsible for a Team. A Team is a Sports or Music and Arts Team such as a Dance Team or Choir. Our goal is to have a 1:10 ratio of School Connectors per student for quality impact. The Dream Center has part-time and full-time School Connectors. Part-time School Connectors are School Teachers who work after school at the Dream Center and full- time Connectors are Dream Center staff who oversee Dream Center programming after school and conduct school visits during the school day to support teachers and students they oversee at each school site. Grades Served The Dubuque Dream Center model is designed to serve youth K -12th grade. The Dream Center presently served youth K -10th. The DDC grows in service with age of original youth served. in 2013. As youth transition into High School, School connectors connect youth to college and career readiness training and services. Dubuque Dream Center 1-1 The Dubuque Dream Center was formally established on July 23, 2013. Doors officially opened for services and programs on September 22, 2013. Conceived by Robert Kimble, John Reeves of South Carolina, Jay Schiesl of Dubuque, lova, and in partnership with Galena Bible Church, the Dubuque Dream Center was founded to help strengthen the community in the downtown area of Dubuque, Iowa. Robert Kimble, Executive Director of the Dream Center, has been a resident of Dubuque, Iowa since 1989. Robert graduated from Emmaus Bible College with a degree in Biblical Studies in 1999. Following graduation he joined AmeriCorps Vista and served as Youth Coordinator in East Dubuque, Illinois, from 2000-2002. He held positions including Teen Outreach Coordinator and Youth, Sports, and Family Director at the Dubuque Community YMCA from 2001-2013. Robert also served the Dubuque community as girl's high school and varsity basketball coach at Dubuque Senior High School from 2005-2013. Inspired by his faith -based education and passion for youth and families, Robert has a heart for the underserved and at -risk as well as a passion to build on Dr. Martin Luther King's dream to unify and build community. His background in faith education and in youth and family program development are the foundation for establishing the Dream Center as a community center that provides successful programs to impact lives. The Dubuque Dream Center is an outreach community center committed to mobilizing youth and families to build on Dr. King's Dream of transforming communities by embracing, empowering and unifying those who live here. B The Dream Center mission is to: • impact youth, • strengthen families, and • build community. The Dream Center is not a drop-in facility. The Center provides structured programs and activities where youth and teens build relationships with caring adults, have a safe place to belong, and participate in value -driven programs and activities. All programs and activities offered at the Dream Center have volunteer or staff leaders who have committed to In Your Life Mentoring, our strategy to impact lives through genuine relationships with youth and their families. Our goal is to instill character and provide academic support and wise provision for overall health and well-being by building on the foundation of genuine relationships facilitated through our structured programs and activities. By providing these high quality support systems and making them accessible and affordable for low-income families, the Dream Center strives to impact lives that not only lead to a safe community, but a sense of community as well. DREAM CENTER CKGROUND INFO Long Term Effects of the Dream Center Jayden, 14, is a great example of how the Dream Center can positively impact a child through consistent attendance. Jayden has participated in Dream Center programs since 2014. Stacy, Jayden's mother, believes that, "consistency shows dependability." Stacy says, "what I Love the most about the Dream Center is that my children's grades have improved, and I know they always have moral support." It is with great joy that we announce that Jayden is now an employee of the Dream Center! He assists our younger students throughout program time, and he is always eager to help wherever he is needed. Sheena & LaCortland A. A word from Jefferson Middle School Principal, Kelly Molony "I just wanted to let you know about the great start our Dream Center students are off too. Several of the boys who were tardy a Lot to school last year are arriving early. The 7th grade boys have done great. They are taking care of business. They are behaving like young men... The work you are doing with these students is having a positive impact. They are representing themsevles, the Dream Center, and Jefferson well." Short Term Effects of the Dream Center Susie, 9, has made tremendous behavioral gains since she started attending the Dream Center in 2016. Susie's school office interventions have significantly decreased from September 2017 to February 2018. Susie had no office interventions for the month of February! Her Reading MAP test score increased by 18 points, which put her above her grade level. Her Math MAP test score increased by 8 points. Candace, Susie's grandmother, feels that the partnership between the Dream Center and Susie's school (Fulton Elementary), contributed to Susie's recent success. Candace said, "Since the Dream Center and the school is on the same page, Susie is being held more accountable." LaCorttand, 11, has specifically improved academically and behaviorally this school year. The transition from elementary school to middle school is not always easy, but we believe when students have a support team it makes the transition easier to manage. LaCorttand struggled academically in the past, but with consistent attendance at the Dream Center, we have seen an increase in his GPA. Sheena, LaCorttand's mother, says that she has also seen behavioral improvements in LaCortland. Sheena said, "LaCortland was having a hard time in fifth grade. I was receiving phone cans every day from school from his teachers regarding his behavior. Now that he is coming to the Dream Center, he has learned that he needs to respect the adults in his life." We provide in -the -classroom experiences for our youth, also continuing the school day curriculum in our Academic Center. Jayden has participated in Dream Center programs since 2014. We asked Jayden, "what keeps you motivated to show up every week?" His reply was, "It's the people, the environment, and my teammates." School data shows Jayden has steadily improved in his reading MAP scores (Reading Measure of Academic Progress) since Fall of 2015. Jayden presently has a 3.9 GPA. We believe that when parents, teachers, and school connectors come together to support a child, the results will be eye opening. Stacy, Jayden's mother, believes that, "consistency shows dependability." Stacy says, "what I love the most about the Dream Center is that my children's grades have improved, and I know they always have moral support" Daveon, 13, was originally enrolled in the program in 2013. Daveon's mother, Alicia, says, "Daveon used to have anger issues, they (School Connectors) have helped him understand and control his anger. Because Dream Center is pushing education, Daveon wants to be great" Daveon has shown significant increase in his character since attending the Dream Center. We work on character development each program day with the children. Short Term Effects of the Dream Center Nicholas, 11, joined the Dream Center in March 2016. Nicholas continues to show improvement academically, athletically, and in his character. From Spring 2016 to Fall 2017, Nicholas increased his reading MAP scores by 20 points! Nicholas' father, Charles, says "He has put forward the mod- el they use in the gym, 'I put in hard work.' He understands if he works hard that he will see the results. Before we started (the Dream Center) he struggled behaviorally, since attending we have had no issues and his grades have miraculously improved." Helping children achieve their maximum potential, and providing a support team is what the Dream Center is all about. We believe in the power of education! One of our outcomes is to partner with the schools to contribute to children reading at their grade level. Jordan, 10, joined the program in 2016. Jordan started the program reading below grade level, but recently has reached the benchmark for reading at his grade level! Jordan also increased his math MAP score. Lakisha, Jordan's mother, says "It (Dream Center) has given him a goal. Dream Center gives him motivation, guidance, structure, and discipline." The Dream Center desires to help children and their families as a holistic service to the community. Our school connectors use curriculum and read books that provide real life scenarios to help educate students on how to turn life's challenges into success stories. Just to see the took on their faces when they reach their academic and behavioral goals, is priceless!" — Gabby Sullivan, Academic Center Coordinator and Teacher at Fulton School D B n REAM CENTER 2017-2018 ANNUAL REPORT • RADIUS CHURCH DUBUQUE IN YOUR LIFE MENTORING: A HOLISTIC APPROACH TO IMPACTING YOUTH The Dubuque Dream Center strategy — to Impact Youth and Strengthen Families — begins with our In Your Life Mentoring model. On the foundation of genuine relationships, In Your Life Mentors are strategically connected around an individualized plan to provide a child with the assets they need to be successful in school and life. In Your Life Mentoring is connecting caring adults to impact academic and character development outcomes of youth. The Dream Center's long-term vision includes holistic initiatives to benefit the entire family. However, for our first 3-5 years we have initiated our vision to impact youth. This year's Annual Report will highlight our D.R.E.A.M. Center In Your Life Mentoring system and impact for 2017-2018. D R E A M DIVERSE RELATIONSHIPS EDUCATION ACTIVITIES MISSION DRIVEN REFLECTING THE COMMUNITY We are intentional in recruiting staff, mentors, and volunteers that reflect the community we serve. We seek to put our youth in position to build relationships across racial and social -economic lines. Youth we serve will observe and experience the diversity in volunteers and leadership that reflect the community in which they live and the world they will experience. DREAM CENTER IMPACT In 2017-2018, the Dubuque Dream Center trained over 40 volunteers who served an average of once per week for the entire school year and 6 volunteers for summer. Meet our staff and volunteer team that includes Dream Center School Connectors, Dubuque School Teachers, para -professionals, and community members. 53 TOTAL VOLUNTEERS 2017-2018 CARING (IN) COMMUNITY We seek to recruit 50% or more of our staff, mentors, and volunteers who are IN (Engage) the community. When our program hours end, our impact only begins. Our mentors impact youth outside the walls of the Dream Center. DREAM CENTER IMPACT Over 50% of our mentors include schoolteachers, parents, and community neighbors who live and work in the radius of the kids we serve. We connect these caring adults in the child's life to build a systematic community structure of people who genuinely care. It's not just programs, it's PERSONAL. OVER 50O/% OF OUR MENTORS LIVE AND WORK IN THE RADIUS OF THE KIDS WE SERVE SCHOOL CONNECTORS School Connectors are Dream Center staff members who are trained in reading prescriptions and math improvement strategies, utilized by District educators, to continue teaching what is applied to students during the school day. School Connectors visit students during the school day to encourage student success in the classroom and support the Dubuque School Teachers. 78% of students increased or stayed the same on the Reading MAP test from Fall 2017 to Spring 2018. 100% of students increased their score on the Reading FAST test from Fall 2017 to Fall 2018. 84% of students increased or stayed the same on the Math MAP test from Fall 2017 to Spring 2018. INCREASED THEIR SCORE ON THE READING FAST TEST DREAM CENTER IMPACT — 150 youth participated in the 2017-2018 school year programming —127 youth participated in the 2018 summer programming — For summer learning, Dream Center participants continued school day curriculum that includes Imagine It, Lexia, reading fluency protocol, ST Math, and Rocket Math to assist students in progressing towards grade level reading and math proficiency. — Other educational and enrichment opportunities students participated in over the summer were weekly STEM activities (Floating Toy, Water Bucket, Ping Pong, Flag Chain, Root Beer Making, Robots, and Gas Balloon), and a week long Four Mounds Adventure Camp. 78°'° INCREASED THEIR READING MAP SCORE THE JOHN HAUPERT ACADEMIC CENTER AND DUBUQUE SCHOOLS PARTNERSHIP: The Dubuque Dream Center partners with the child's school and parents to develop an individualized plan to improve academic achievement and character development. Together the child's parents, teachers, and school connector develop a plan to help improve academic knowledge, increase school and DC attendance, and behavior. The child's school connector does weekly visits to the child's classroom to see what the child is doing well with and what they need to improve on. Our goals are to decrease the number of unsupervised youth in our community, provide them with quality activities that instill character and motivation towards academic achievement, and connect caring adults in the child's life through our activities. DREAM CENTER IMPACT We provide Club Sports and Performing Arts Activities. These are group or team activities that provide underserved youth structure, discipline, responsibility, and purpose beyond what they see on the surface. Dream Center activities include basketball, boxing, and choir. In 2016 the Dream Center expanded our services for girls with the inclusion of girls basketball. Participants will be expected to maintain school attendance and academic achievement goals as part of our program structure in order to participate in activities. Participants will enjoy fun field trips throughout the school year and an end- of -year awards ceremony. Families are encouraged to volunteer and get involved in program activities to develop a sense of community. DREAM CENTER HISTORY The Dubuque Dream Center began in 2013 serving 15 boys in 3rd to 6th grade. We have expanded our dub activities, staff, and volunteers to serve more youth. In 2017-2018, the Dubuque Dream Center served 150 1st -9th grade girls and boys. Our goal is to serve 200 youth. 150 YOUTH WERE SERVED THIS YEAR BUILDING COMMUNITY Our goal is to recruit staff, mentors, and volunteers who are mission driven. Connected caring adults who are unified in purpose can transform a community. Our mission is to impact youth, strengthen families, and ultimately build community. In Your Life Dream Center mentors have a passion for community impact. DESIRED DREAM CENTER IMPACT UNIFIED AND SAFE COMMUNITY Our desired outcomes for building community include contributing to a unified and safe community. We believe our In Your Life Mentoring model and focus will result in mission driven outcomes. The Dubuque Dream Center will seek to increase our volunteer numbers by engaging more community members to volunteer and contribute to the Mission. Dream Team: The Dubuque Dream Center is looking to build on to our current DREAM TEAM of caring adults who are willing to partner with the Dream Center to Impact Youth, Strengthen Families, and Building Community in Dubuque, Iowa. We are inviting you to a presentation and tour to hear more about our mission, goals, outcomes, and to SEE our impact in Action. Though our In Your Life Mentoring system, our goal is to increase grade level reading and math proficiency, instill character, and provide provision for overall health and wellbeing of our students. Currently we serve over 100 students 1st -10th grade from low income Title 1 Schools. Our goal is to sustain and expand programming and youth served in 2018-2019. We will be providing presentations and tours every Thursday from 4:00-5:30p.m. beginning October 25th.
