City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the Veteran's Park Pickle Ball Courts Project, as completed by Midwest Concrete,
Inc., in the final contract amount of$69,795.60, which is a 14°k increase from the
original contract in the amount of$61 ,177.25. The increase in construction costs was
due to additional granular subbase and topsoil.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Veteran's Park Pickle Ball Courts Project
INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Veteran's Park Pickle Ball Courts Project.
BACKGROUND
The Veteran's Park Pickle Ball Courts Project provided for the addition of new asphalt
surFacing over existing asphalt tennis courts for the creation of nine (9) pickle ball courts.
The project included the laying of four inches of granular material over the existing asphalt
courts with the placement of four inches of hot mix asphalt to create the new pickle ball
surface. Removal of existing tennis court posts and basketball posts with placement of
imported topsoil and hydraulic seeding completed the project.
DISCUSSION
The Veteran's Park Pickle Ball Courts Project was completed by Midwest Concrete, Inc.
of Peosta, lowa, in the final contract amount of $69,795.60, which is a 14% increase from
the original contract in the amount of $61,177.25. The increase in construction costs were
due to additional granular subbase and topsoil.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment of
the contract amount of$69,795.60 to Midwest Concrete, Inc. for the Veteran's Park Pickle
Ball Courts Project.

RESOLUTION NO. 357-18
ACCEPTING THE VETERAN'S PARK PICKLE BALL COURTS PROJECT AND
AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Veteran's Park Pickle Ball
Courts Project (the Project) has been completed by the Contractor, Midwest Concrete,
Inc. (Contractor), the City Engineer has examined the work and recommends that the
Project be accepted; and
WHEREAS, the final contract amount for the Project is $69,795.60; and
WHEREAS, the Contractor has previously been paid $66,305.82, leaving a balance
of $3,489.78; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $3,489.78 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.
