City Engineer Gus Psihoyos recommends City Council approval of Task Order 18-01 for
Strand Associates to provide engineering services for the Bee Branch Railroad Culverts
Project.
In March of 2017, an Agreement for Technical Services (Agreement) with Strand
Associates (Strand) was executed establishing that Strand would provide consulting
engineering services related to the Bee Branch Railroad Culverts Project. As outlined in
the Agreement, the services to be provided under the Agreement were to be outlined in
subsequently issued Task Orders.
In March of 2017, Task Order 17-01 was executed and outlined that Strand would work
through the process of preparing an engineering design acceptable to Canadian Pacific
Railway.
With the execution of Task Order No. 18-01 , the scope of services will establish that
Strand Associates would provide engineering services required to produce the final
design in the form of the bid package.
The cost to pertorm the work will be billed on an hourly rate basis (plus expenses) up to
a not-to-exceed fee of$560,000.00.

INTRODUCTION
The purpose of this memo is to seek approval and execution of Task Order 18-01 for
Strand Associates to provide engineering services for the Bee Branch Railroad Culverts
Project. These are improvements associated with the HUD NDRC funds for the Bee
Branch Watershed Flood Mitigation Project.
BACKGROUND
On August 18, 2008, the City Council approved authorization to negotiate a professional
services agreement with Strand for design and engineering services for the Bee Branch
Creek Restoration Project (Project). On October 22, 2008, the City Manager executed an
agreement with Strand.
In January 2016, the State was awarded $95.7 million in HUD National Disaster Resiliency
Competition grant funds. Per the award, the City of Dubuque is to receive $23.1 million for
storm water infrastructure improvements associated with the Bee Branch Watershed Flood
Mitigation Project. The infrastructure improvements included the installation of a large
diameter storm sewer along 17th Street from the (Lower) Bee Branch Creek, under the
railroad tracks on Pine Street, and continuing west to W. Locust Street. The work includes
inlets and local sewer connections to the storm sewer and the complete reconstruction of
the street and other underground utilities along street right-of-way corridor.
In October of 2016, the City Council passed Resolution 362-16 authorizing the execution
of the funding contract with the lowa Economic Development Authority (IEDA) for the City's
receipt of$23,309,600.00 in Community Development Block Grant Program Disaster
Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood
Mitigation Project.

DISCUSSION
With the execution of Task Order No. 18-01, the scope of services will establish that
Strand Associates would provide engineering services required to produce the final design
in the form of the bid package. Task Order 18-01 is an extension of Task Order 17-01.
The cost to perform the work will be billed on an hourly rate basis (plus expenses) up to a
not-to-exceed fee of$560,000.00.
BUDGETIMPACT
The expenses related to Task Order No. 18-01 were presented at the quarterly Bee
Branch Watershed Flood Mitigation Budget meeting on September 6, 2018 and reflected in
the funding plan outlined thereon.
The engineering services will be covered using $23,100,000.00 in Community
Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds
for the Bee Branch Watershed Flood Mitigation Project. These funds are available now
and can be drawn from immediately after making payments to Strand for engineering
services.
ACTION TO BE TAKEN
I respectfully request execution of the attached Task Order No. 18-01 for engineering
services for the Bee Branch Railroad Culvert Project which is associated with the Bee
Branch Watershed Flood Mitigation Project.

Project Name: Upper E3ee 13ranch Creek—Railroad Culverts and Sanitary Sewer Crossing
Project Description: OWNCR requires the construction of trenchless stormwater culvert pipes and
sanitary sewer across the Canadian Pacific Railway(CPR), including the construction of box culverts, a
transition structure, outlet structure, level control gates and pumping station, storm sewer, electrical and
lighti�ig, a parking lot, a trail connection, and other miscellaneous landscaping and restoration elements.
Services Description: Additional survey and design for the construction of culvert pipes anci sanitary
se�ver across tlle CPR.
Scone of Services
ENGINEER will provide the following services to OWNER:
1. Project Management
a. Schedule, attend (either in person or via te(econference), and facilitate weekly meetings
with UWNL;R. ENUINEER and an IIW P.C. representative are anticipated to attend eacli
meeting.
b. Participate i�i communications via e-mail and telephone with appropriate OWNER staff.
2. Stakellolder Interaction
a. Communicate and meet(up to three in-person meetings)witl�trenchless and temporaiy
soil retention specialty contractors to assist in design development and opinions of
probable construction cost.
b. Co�nmunicatc �nd meet (up to 10 in person meetitigs) with OWNER right-of-way
acc�uisition consultants and property owners impacted by right-of-way acquisiti�n for
the project.
3. Survcy—Data Collection
a. I,oc;ate property irons for the following properties requiring real estate acquisition: CPR,
[3ard Materials, A-1 Crane, Robcrt Klaucr, and I�i�h�vay 151/61 Development.
b. Provide laser scan topographic survey of the CPR corridor 200 feet norih and south
beyond the project limits.

4. Engineering Analysis
a. F,nviro�imental Analysis: Yrovide up to teti soil samples from OWNE;R property for
laboi•atocy analysis and test for hydrocarbons,volatile or�ariic hydrocarbons,polycyclic
aromatic hydrocarbon,and Resource Conservation and Kecovery Act metals;summarize
�ndings in a brief report.
b. Sediment Analysis: Provide eight sediment samples from the existing Bee f3ranch
channel for sieve and laboratory analysis to classii'y and charaeterize existing soils.
c. Temporary Soil Retention Analysis: Provide request for proposal documentation
including an exhibit and technical specification for test sheetpile installation. Provide
vibration and settlement monitoring during test pile installatio�i.
5. Design
Prepare the following final drawin�s and specifications and submit to OWNER for review at the
60 percent and 90 percent level completion.
a. Structural: Prepare drawings and specifications for concrete retaining walls at the
pedestrian tunnel entry,the rehabilitation of the existing twin box culverts, and an eiitry
ramp to the transition structure.
b. Level Control Gates and Pumping Station/Force Main: Prepare drawings and
specifications for the construction of a sluice gate, hinge crest gate flushing system, and
pump statioti tcasll rack/screen system.
c. Grading and Restoration: Yrepare drawings and specifications for the trail connection to
the existing L,ower Bee Branch trail and existing twin box culverts.
d. Site I,ighting and Flectrical: Prepare drawings and specifications for lighting along the
trail connection and inside the existing twin box culverts.
e. Video Surveillance System: Prepare drawings and specifications for a video surveillaiice
system along the trail connection,and an extension of the fiber optic network from the Upper
Bee Brancll to the I,ower Bee Branch.
f. l,andscaping: Prepare drawings and specifications for movable planter units and site
furnishiiigs at the Outlet Structure.
g. Ac�chitectural Rendering: Prepare updated 3U architectural renderings for proposed
structure and site improvements.
h. In•igation: Prepare dra�vings and specifications for in•i�ating hanging baskets and planters.
i. Non-Potable Water Service System: I'repare drawiiigs and specifications for non-potable
��vater ser��ice and flushing systems for maintenance of the landscape elements
post-construction.
j. Drainage and I'umping: 1'repare dra�vings and specificatious for a trench drain and
pumping system for the existing t���in box culvert.

Compensation
OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus
expenses an estimated fee of $560,000.
Schedule
Services will begin upon execution of this Task Order, which is anticipated on June 25, 2018. Services
are scheduled for completion in accordance with the following milestones.
