Water Department Manager Denise Blakeley Ihrig recommends City Council approval of
the elimination of the position of Water Meter Inspector and the creation one additional
Water Distribution Maintenance Worker position to be filled in Fiscal Year 2019.
In keeping with the initiative to move toward a universal cross-trained crew with
increased flexibility and adaptability meeting the demands of the work, the Meter
Inspector position would be replaced by a Water Distribution Maintenance Worker
position.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of the memorandum is to request elimination of the position of Water Meter
Inspector and create one additional Water Distribution Maintenance Worker position to be
filled in FY2019.
BACKGROUND
The Water Department organization is comprised of three divisions, they are administration,
operations, and distribution. The Distribution Division, comprised of both a distribution system
crew and meter crew, is responsible for the operation, maintenance and repair of
approximately 326 miles of water mains ranging in diameter from 4" up to 30", 7,070 control
valves; over 2,400 fire hydrants, and operation and maintenance (O&M) associated with
approximately 23,400 water meters and meter interface units (MIUs).
The combined distribution and meter crew members total 11.8 full time equivalent employees,
of which three positions are vacant, including the Meter Inspector position. In keeping with
the initiative to move toward a universal cross trained crew with increased flexibility and
adaptability meeting the demands of the work, the meter inspector position would be replaced
by a water distribution maintenance worker positon.
BUDGETIMPACT
The position of Water Meter Inspector is approved in the Fiscal Year 2019 budget. The hourly
range for this position is $22.42 to $25.07. The hourly range for the Water Distribution
Maintenance Worker is $22.93 to $25.64. Based on available funding as of January 1, 2019,
the net difference is a savings of $2,100. Looking ahead to Fiscal Year 2020, with the step
increase and change in benefit expenses, there is a net increase of$1,339 per year.
REQUEST
The requested action is for the City Council to approve a motion eliminating one Water Meter
Inspector position and creating one additional Water Distribution Maintenance Worker
position in the Water Department to be filled in FY2019.
