Report_Library Board of Trustees 10 25 18 Carnegie-StoutPublic Library LibraryBoard ofTrustees Update From theMeering ofOctober 25, 2018 Present: Patty Poggemiller, President; Christy Monk, Vice-President and Trustees, Robert Armstrong, Greg Gorton, Rosemary Kramer, Pat Maddux, and Pam Mullin . September brings to a close the first quarter of Fiscal Year 2019. Expenditures were at 26°k and revenue income is at 15°k of projections. The Board approved expenditures. . Budget planning for Fiscal Year 2020 has begun. The Improvement Package requests include one for $15,690 to power clean the Carnegie building. It has been over a dozen years since the historic building has been cleaned and it has accumulated significant black spots. A request was not made for the building addition ($9,400) due to the high cost, but should be submitted next year. We are continuing to seek estimates in order to reduce the cost. . The library van is 12 years old. It has lower mileage and has been a dependable vehicle, but its condition is deteriorating rapidly due to rust. It was inspected by personnel at the City Garage and recommended for replacement, but fell short of requiring imminent replacement, so a request will be submitted next year. . The second Improvement Package is a placeholder to allow a fine-free policy to be permanent beginning July 1 , 2019. Final data on the outcome of the trial will be presented at the December Board meeting and the Board will vote on whether it wants to request permanent funding to continue this program. Attached is a summary of pertormance to date. . Library use in general is down compared to September of last year, however, attendance to programs increased 5°k for adults and 22°k for youth compared to last year. . The bicycle library will have a presence in the Halloween Parade and then will officially be off the road for winter with the exception of good weather Saturdays when it may visit the Winter Farmers' Market to keep the battery in good condition. . The City Council must approve the addition of a part-time marketing person after which advertising can begin. This position will be funded from the James Mutschler Trust. McCullough Creative is working on a proposal to present to the Board at their next meeting on taking over the social media campaign. . Requests for estimates to adapt an office to accommodate a sound- deadening space known as a "Whisper Room" and build a room for a new office in the staff workroom has been mailed to contractors. Funding for this project is from a DRA grant and a bequest from the estate of Frank Honigman. . The steps leading up to the Carnegie building were replaced this summer. The sealer has not worked properly. The steps became saturated with water during a heavy rainfall and have never dried out. This has led to a moss-type growth. The contractor is working to remedy this problem. . The Board was going to award a contract to administer a community survey, but the last estimate did not arrive so they will review this at their November meeting.
