Planning Services Manager Laura Carstens recommends City Council approval of an
lowa Department of Natural Resources $200,000 Resource Enhancement and
Protection (REAP) Grant Agreement for the Four Mounds Park Ecological Restoration
Project. Since the City of Dubuque owns the property, the grant program requires the
City to endorse the agreement.
Although no local match is required for REAP grants, on August 6, 2018, the City of
Dubuque approved as part of the REAP grant application an in-kind contribution of:
• Lane repaving from the Four Mounds barn entrance to the edge of the White
House circle, with an estimated cost of$15,000; and
• Hazard tree removal in the project area, with an estimated cost of$5,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum requests City Council approval of an lowa Department of Natural
Resources (IDNR) $200,000 Resource Enhancement and Protection (REAP) grant
agreement for the Four Mounds Park Ecological Restoration Project. Since the City of
Dubuque owns the property, the grant program requires the City to endorse the
agreement. The grant agreement and resolution are enclosed.
DISCUSSION
The grant project is included in the Dubuque County 5-Year REAP Plan. Leisure
Services Manager Marie Ware and I worked this year with Four Mounds Foundation
staff on the REAP grant application for the Environmental Restoration Plan of Four
Mounds Park. This 60-acre park was donated to the City of Dubuque in 1982. Four
Mounds Park is a City Landmark Site, listed on the National Register of Historic Places,
and a Silos and Smokestacks National Heritage Area Partner. Four Mounds Park is
leased to the Four Mounds Foundation. The lease is a 49-year lease that runs until
2037.
Over time, Four Mounds Park's green space and natural wooded areas have
experienced erosion and sediment loss. Increasing numbers of invasive plant species
have added to the stormwater management issues on the park's rolling and sometimes
rugged terrain. Four Mounds Foundation retained Jeffrey Bruce & Company to create
the Environmental Restoration Plan for Four Mounds Park to mitigate and reverse these
impacts.
Using this Plan, the Four Mounds Foundation has leveraged US Fish & Wildlife Service
funding and technical assistance to begin implementing the Environmental Restoration
Plan. This is a long-term plan, however, and will require several phases to implement
completely. The REAP project involves ecological restoration and ADA-accessible
improvements for parking and trails.

Four Mounds Park provides a spectacular experience for residents and visitors to
eastern lowa. The park's unbelievable views of the Mississippi River, unique
history, archeology and architecture give it national significance. This project will
improve sustainability by restoring and enhancing native plant and animal
communities and soil quality. The environmental restoration project is another
example of Dubuque's commitment toward environmental sustainability.
Multiple updates and reviews by the City's Park and Recreation Commission, the
Historic Preservation Commission, the City Council and the Dubuque County
REAP Committee took place over the 2018 calendar year.
BUDGETIMPACT
Staff recommends approval and signature of the attached $200,000 FY 2019 REAP
grant agreement for the Environmental Restoration at Four Mounds Park. This is the
maximum REAP grant for which the City of Dubuque is eligible. Although no local match
is required for REAP grants, on August 6, 2018 the City of Dubuque approved as part of
the REAP grant application an in-kind contribution of:
• Lane repaving from the Four Mounds barn entrance to the edge of the White
House circle, with an estimated cost of$15,000; and
• Hazard tree removal in the project area, with an estimated cost of $5,000.
Four Mounds Foundation also was awarded a Silos & Smokestacks National Heritage
Area grant of $4,500 for interpretive signage to supplement the project and a joint City
of Dubuque/Four Mounds Foundation application of $200,0000 to lowa Great Places
remains pending, to be announced in mid-December.
RECOMMENDATION
Staff recommends the City Council approval of the enclosed IDNR $200,000 Resource
Enhancement and Protection (REAP) grant agreement and resolution for Ecological
Restoration of Four Mounds Park.

AUTHORIZING CLG GRANT AGREEMENT WITH IDNR FOR FOUR MOUNDS
ECOLOGICAL RESTORATION
Whereas, the Iowa Department of Natural Resources (IDNR) Office has awarded
Resource Enhancement and Protection (REAP) grant funds to the City of Dubuque for
ecological restoration for Four Mounds Park; and
Whereas, as the City of Dubuque is the owner of the Four Mounds Park and
partners with Four Mounds Foundation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The Mayor hereby is authorized to sign the FY 2019 REAP Grant
Agreement with the Iowa Department of Natural Resources in the amount of $200,000
for ecological restoration at Four Mounds Park.
Section 2. The Planning Services Manager is hereby authorized to serve as project
manager in accordance with state requirements.

Department of Natural Resources (DNR), actiog for the State of Iowa, to assist the CITY OF

5. RESPONSIBILITIES. The grantee is solely responsible for the project completion as outlined in the
project proposal. The grantee will make a concerted effort to procure goods and services from
Targeted Small Businesses (TSBs) during the perfonnance of this Grant Agreement. The DNR may
provide assistance at the request of the grantee, or at the Director's recommendation.
6. AMENDMENTS. This Grant Agreement may be amended only by written ADDENDA signed and
dated by the DNR Director or the DNR REAP coordinator. Requests for amendments shall be
directed to the DNR REAP coordinator.
7. EFFECTIVE DATE/TERMINATION. This Grant Agreement shall become effective when it has been
signed and dated by the DNR Director and the grantee. All work specified in the project proposal
will be completed by DECEMBER 31, 2020.
8. AVAILABILITY OF FUNDS: If funds anticipated for the continued fulfillment of this agreement are at
any time not forthcoming or insufficient, either through the failure of the State of Iowa to appropriate
funds, or discontinuance or material alteration of the program under which funds were provided, then
the Department shall have the right to terminate the agreement without penalty.
9. By signing this Grant Agreement, the grantee agrees to the terms and conditions set forth .in this
agreement and all attachments listed below:
