Personnel Manager Randy Peck recommends City Council approval to enter into an
agreement with Arthur J. Gallagher Risk Management Services, Inc. to review and
analyze the proposals for third-party administration of the City's self-funded workers
compensation program. The fee for this service is $3,500.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Responses to the request for proposals were received from three firms to provide third-
party administration of the City's self-funded workers compensation program. I received
the attached proposal from Arthur J. Gallagher Risk Management Services, Inc. to
review and analyze the responses. There fee for this service is $3,500.
I recommend that we enter into the attached agreement with Arthur J. Gallagher Risk
Management Services, Inc. to review and analyze the proposals for third-party
administration of the City's worker's compensation program. The requested action is for
the City Council to approve the agreement and authorizing you to sign the agreement.

(Gallagher) provide a consuiting services to run the Request for Proposal for a Third Party
Administrator, to handle,the claims for their Workers Compensation Program ,
Following is scope of work (inc�uding cost)for consideration by the City. '
The Scope of Work includes the following: ''
• Establish a loss pick and use to calculate the likelyminimum claim handling costs
for the year, excluding allocated expenses �
• Tabulate/calculate the cost of each participant to the same standard for comparison
• Summarize the services offered by each participant for additional comparison Invite
finalists to participate in an oral RFP at the City's location with Gallagher present to
conduct the presentation
• Coordinate transition conference calls with TPA's IT and financial team to begin
integration.
Proposed Cost
For the Scope of Work noted above, Gallagher is proposing $3,500 which includes one visit
by Gallagher Claims for the Oral RFP/ presentation by the participants.
