Report from Alta Vista Research'on Rental Housing and Arrest Activity in the City of
Dubuque — with Executive Summary and Interpretation of Results
Commissioner Kapler explained that based on comments /questions received regarding the Arrest
Activity Analysis in Section 8 Housing that was presented at the November 2009 Housing
Commission meeting, Alta Vista Research is presenting the information again to answer some of
these questions. The data has not changed; additional information has been added that wasn't
available for the previous report and it has been presented differently with some additional tables,
graphs and conclusions.
Bob Woodward from Alta Vista Research summarized that some key takeaways from this study
include that non - Dubuque and no permanent address arrestees made up over a fifth of all
arrestees. Non - renters (those those not identifiable as living in either Section 8 or other rental
housing) accounted for more (53 %) of Dubuquer arrestees than renters (47 %). Non - Section 8
renters made up more arrestees during the study period (19.6 %) than Section 8 renters (17.4 %).
While Section 8 addresses (averaging 1,092) make up about 14% of all rental addresses, they
accounted for just under half (47.1 %) of all rental arrestee addresses during the study period.
83% of crime would still exist if Section 8 arrestees were eliminated.
Mr. Woodward recommended for future data collection and research to include looking at the
data over a longer period of time (a full year). He suggested it would also likely be beneficial to
delve deeper into all arrests (vs. arrestees) to determine recidivism in the sub - samples (Section 8
and others). Staff is recorrunending that a more involved, in -depth study be performed. This
incorporates a longer time frame with more data, as well as some deeper and different analysis.
A proposal was distributed to the Commissioners for their review. Commissioner Schwendinger
motioned to receive, file and forward the proposal to City Council. Commissioner Root
seconded. All present in favor.
