Commissioners discussed the material for the canopy. Marty Johnson said it will be metal
with some texture.

allow light. He noted where open louvers are proposed, and where it would be solid
relative to entry points and storm water control.
Commissioners discussed the ramp's overall storm water control with Marty Johnson.
Commissioners discussed the metal trellis pieces on the ramp. Marty Johnson clarified
these are aesthetic. He further clarified the rails at the top are also aesthetic.
Marty Johnson discussed the architectural details of the ramp in response to
Commissioners' questions. He then noted the transformers and other equipment in the
space between the two buildings.
Commissioners asked about any design or texture considerations for the brick areas at the

discuss options. The City Manager requested an inventory of impacted structures and
windows. Staff explained a new inventory and map was prepared as a result of suggested
language changes as well as the window inventory. Staff reviewed changes to the draft
ordinance as well as boarded -up windows and doors that would be questionable for
enforcement.
The Commission discussed the proposed timeframe for compliance.
Staff Member Carstens reviewed the approval process and noted economic non - viability
provisions have been added. She explained the City Council has appointed a Safe
Community Task Force to address community safety issues. She noted a sub - committee
is considering a city -wide ordinance for boarded up windows and doors. She added the
City Manager suggested forwarding any recommendations to the Safe Community Task
Force and let them look at the issue on a city -wide basis and move forward with it.
The Commission supported the suggestion and requested staff present background
information and assist the Safe Community Task Force with the process. The Commission
noted the HPC can review the draft ordinance in the future to incorporate the Safe
Community Task Force's conclusions if the task force did not move forward with the
boarded -up window and door issue.
The Commission noted only three properties have boarded -up windows and doors in
historic districts and that number used to be higher when the process initially started. The
Commission discussed whether an enforcement approach or an incentive approach would
be better given the improvements over the years. Staff noted properties with varying
degrees of boarded -up windows and doors may warrant different approaches.
Motion by Wand, seconded by Stover, to forward the existing work and draft Boarded -up
Windows and Doors Ordinance to the Safe Community Task Force and have staff present
the information and the Commission will defer to the Safe Community Task Force until their
report is finalized, when the Commission will take further action, if needed.
Motion carried by the following vote: Aye — Klavitter, Olson, Rapp, Knight, Wand and
Stover; Nay — None.
January 21, 2010 Historic Preservation Commission Meeting: By consensus, the
Commission canceled the January 21, 2010 meeting.
