Introduction
The purpose of this memorandum is to request the City Council's approval of the
recommended designs and specifications for the Bi- Lingual Trail Signage Project, and
to their authorization to begin the informal bidding process.
Background
The City has received a $34,000 Iowa Great Places grant for the Bi- Lingual Bike /Hike
Trail Signage Project. The grant will be used to install trailblazer signs and map kiosks
in English and Spanish along the City's existing riverfront trail system. We will repalce
the existing signs, and add map kiosks at trail heads along the trail system. The local
match required for the $34,000 grant is $13,667 for a total project cost of $47,667. The
local match is in the Planning Services Department's $25,000 CIP #100 -1015 Riverfront
2000 Plan Implementation Strategies. This CIP also provides a contingency if needed.
Discussion
For the downtown pedestrian wayfinding signage project, Mission Creative designed
map kiosks and trailblazer signs. Mission Creative was retained to design similar signs
for the Bi- Lingual Trail Signage Project.
The project steering committee consists of: Bob Fritsch, Park Division Manager; David
Johnson, Assistant Planner; Aaron DeJong, Assistant Economic Development Director;
Aggie Tauke, Community Development Specialist; Bill Schlickman, Traffic Engineering
Assistant; and Stacy Hubanks, Iowa Welcome Center Manager.
The objective was to design three (3) different signs for the existing bike /trail system:
• Trailblazer (showing routes — geared toward on- street)
• Route (showing that you are ON the route and which one — geared toward off -
road travelers, but also used with on- street routes)
• Kiosk (showing map of trail system; map can be revised with new insert)
The project steering committee met periodically with Mission Creative to develop
designs for trailblazer signs to mark the routes, and kiosks that will have a trail system

map in them. We researched trailblazer signs in other cities and countries, as well as
national uniform standards for trail signage. We contacted community resources to
translate English signs into Spanish.
Recommendation
Enclosed are the design proofs for the kiosks (proof 1) and the trailblazer and route
signs (proof 2). Also enclosed is the simplified trail map we will use as the basis for the
map on the kiosk and in the English /Spanish trail brochure we will develop for
Dubuque's trail system. We would like to use these customized signs instead of the
standard green and white bike route signs used in other communities.
The kiosk design has the trail map on the front. The trailblazer sign has "bike route" and
its Spanish translation, ciclo ruta, below it. The route markers will be below that
trailblazer symbol, as shown in the mock -up here as "Dubuque Route ". The trailblazer
and route marker signs will be used to mark both on- street routes and off -road trails.
Planning Services staff met with Tri -State Trail Vision to review the proposed designs
and receive their input. Planning Services staff met with staff in the City Manager's
Office, Engineering Department, and Leisure Service Department to review locations for
trailblazer signs to mark the routes, and to review locations for map kiosks in City parks.
The locations were developed based on the 1996 Heritage Trail Master Plan adopted by
the City. City parks and open space areas recommended for the kiosk map signs are:
• Port of Dubuque (vendor space at 5 and Bell Streets)
• McDonald Park (near restrooms)
• Eagle Point Park (at Eagle turnaround)
• Pyatigorsk Park
• North End Trail (at 22 & Elm Streets wayside)
• Northwest Arterial (two; one at bench near U.S. 52 & Northwest Arterial
intersection and one at pavilion at 32 Street cul -de -sac)
• Miller- Riverview Park (near restrooms)
• Rockdale /Grandview Park
• Jackson Park (near bike racks)
• Marshall Park (near restrooms or at entrance)
• Town Clock Plaza ( 6 and Main Streets)
• IDNR Park/Picnic Area at terminus of Julien Dubuque Drive
• E.B. Lyons Interpretive Center
Requested Action
The requested action is for City Council to approve the designs and specifications for
the Bi- Lingual Trail Signage Project, and authorize City staff to initiate informal bids for
production of the signs. City staff will install the trailblazer signs and map kiosks.
