Van Milligen, City Manager SUBJECT: Environmental Review Determination for Hillcrest Family Services DATE: January 2, 2019 Budget Director Jennifer Larson recommends City Council approval of an environmental review determination for Hillcrest Supportive Housing Program. The City is the Responsible Entity for those activities in the jurisdiction of Dubuque that have been awarded Continuum of Care funding. Hillcrest Family Services provides permanent supportive housing for chronically homeless, disabled individuals and their families in conjunction with support services and case management. The program is primarily funded through a HUD Continuum of Care Grant, awarded through the lowa Balance of State Continuum of Care competition. The support services, administrative, and operating costs associated with the Hillcrest Supportive Housing Program and accompanying activities are Categorically Excluded from NEPA, Not Subject to 58.5 Statutory Authorities. Hillcrest Family Services provides permanent supportive housing for chronically homeless, disabled individuals and their families. Background Hillcrest Family Services provides permanent supportive housing for chronically homeless, disabled individuals and their families in conjunction with support services and case management. Discussion Certain HUD funded activities which do not have physical impact require a Responsible Entity (RE) to determine whether the proposed activity is Categorically Excluded from the National Environmental Policy Act of 1969 (NEPA), as amended, and not subject to the related statutory authorities listed at 24 CFR Parts 58.5 and 58.6. The City is the Responsible Entity for those activities in the jurisdiction of Dubuque that have been awarded Continuum of Care funding. Community Development Specialist Erica Haugen certifies support services, administrative, and operating costs associated with the Hillcrest Supportive Housing Program and accompanying activities are Categorically Excluded from NEPA, Not Subject to 58.5 Statutory Authorities. The Mayor is the Certifying Officer for the City of Dubuque and has the authority to certify the environmental determination on behalf of the City of Dubuque.
