SUBJECT: Environmental Review Determination for Hillcrest Family Services
DATE: January 2, 2019
Budget Director Jennifer Larson recommends City Council approval of an environmental
review determination for Hillcrest Supportive Housing Program. The City is the
Responsible Entity for those activities in the jurisdiction of Dubuque that have been
awarded Continuum of Care funding.
Hillcrest Family Services provides permanent supportive housing for chronically
homeless, disabled individuals and their families in conjunction with support services
and case management. The program is primarily funded through a HUD Continuum of
Care Grant, awarded through the lowa Balance of State Continuum of Care
competition. The support services, administrative, and operating costs associated with
the Hillcrest Supportive Housing Program and accompanying activities are Categorically
Excluded from NEPA, Not Subject to 58.5 Statutory Authorities.

Introduction
This memorandum requests concurrence with an environmental review determination
for Hillcrest Supportive Housing Program. Hillcrest Family Services provides permanent
supportive housing for chronically homeless, disabled individuals and their families.
Background
Hillcrest Family Services provides permanent supportive housing for chronically
homeless, disabled individuals and their families in conjunction with support services
and case management. The program is primarily funded through a HUD Continuum of
Care Grant, awarded through the lowa Balance of State Continuum of Care
competition.
Discussion
Certain HUD funded activities which do not have physical impact require a Responsible
Entity (RE) to determine whether the proposed activity is Categorically Excluded from
the National Environmental Policy Act of 1969 (NEPA), as amended, and not subject to
the related statutory authorities listed at 24 CFR Parts 58.5 and 58.6. The City is the
Responsible Entity for those activities in the jurisdiction of Dubuque that have been
awarded Continuum of Care funding.
Community Development Specialist Erica Haugen certifies support services,
administrative, and operating costs associated with the Hillcrest Supportive Housing
Program and accompanying activities are Categorically Excluded from NEPA, Not
Subject to 58.5 Statutory Authorities. The Mayor is the Certifying Officer for the City of
Dubuque and has the authority to certify the environmental determination on behalf of
the City of Dubuque.
Recommendation
The Mayor's signature is requested on the attached Environmental Review
Determination.

Certain HUD -funded activities which do not have a physical impact require a Responsible Entity (RE) to

58.6. The RE may use this form to make this determinatic n. The RE is the unit of local government in whose
jurisdiction the activity is located or the state. This form and a description of the activity must be retained in the
RE's Environmental Review Record (see 24 CFR Par. 58.38). A copy of this completed form must
accompany the grantee's technical submission documentation that is forwarded to the Omaha I -IUD Field
Office. HUD's environmental regulation (24 CFR Part 58) should also be consulted as necessary. This form is
not appropriate for projects involving acquisition, rehabilitation, leasing (except tenant -based rental
assistance), conversion, repair, or construction activitie.5.

the HUD -assisted activity, a description of which is attached, is Categorically Excluded from NEPA and
Not Subject to the Related Part 58.5 Statutory Authorities. Furthermore, the Responsible Entity has
determined that Part 58.6 requirements have been met in regard to the subject activity.
