Van Milligen, City Manager FROM: Denise Blakeley Ihrig, Water Department Manager DATE: 27 December 2018 RE: Request for Public Hearing State Revolving Fund (SRF) Loan - Environmental Review Roosevelt Street Water Tower INTRODUCTION The purpose of this memorandum is to request a public hearing for the Roosevelt Street Water Tower attached Environmental Review document in accordance with the federal requirements of the lowa Department of Natural Resources State Revolving Fund (IowaSRF). BACKGROUND The City of Dubuque is pursuing an engineered solution to resolve low pressures and flows experienced in the City of Dubuque's second water pressure zone. The second pressure zone or Zone 2 encompasses the area in and around Roosevelt Street and Peru Road including the Sky Blue Estates subdivision, Alpine Park development and Eagle Valley Subdivision. Zone 2 pressures are provided by the existing Eagle Point Park elevated water tower. It has a volume of 500,000 gallons with an overFlow elevation of 935 feet above mean sea level. Water is pumped into the second pressure zone from two locations, the water treatment plant and the Stafford Street booster station. Over a twenty-year period, the area has experienced residential development growth, however the growth has started to surpass the ability of the available Zone 2 water storage and the distribution system to provide suitable pressures and volume. The elevation of the overflow at the Eagle Point Park tower has been identified as limiting the available water pressure in the zone; most notably the pressure at the highest point along Roosevelt Road. The City has evaluated several solutions including a booster pump station and a replacement elevated tower. Following careful consideration, the City is in favor of installing an elevated water tower at a higher elevation to replace the existing Eagle Point Water tower. The proposed improvements would include, the installation of a composite style water tower with an estimated size, prior to a hydraulic analysis, of 1 .25 million gallons, along with water main improvements, pressure reducing stations, water treatment plant pump replacements, abandonment of Stafford Street pump station and the demolition of Eagle Point Park water tower. The City is seeking financial assistance, and in doing so, has turned to the lowa Department of Natural Resources' State Revolving Fund (lowa SRF) program. Working with the City's project consulting engineer, IIW, P.C., the City is in the process of preparing loan documents to secure funding for the project. The City is successfully working with the IDNR SRF program group, and as part of the loan process, the project is subject to a federally required environmental review. The environmental review examines all aspects of the project and determines if there are environmental areas of concern. The review is sent to the SRF's environmental specialists and they have prepared an Environmental Information Document (EID) summarizing the environmental review. The document is available for review through the City Clerk's Office and will be available at the public hearing. Following the public hearing and completion of the environmental review, the IowaSFR environmental specialist will seek to provide environmental clearance for the project. DISCUSSION The hearing is part of the SRF loan environmental review process and will allow citizens the opportunity to come forward with any comments or questions about any potential environmental impact of the proposed project. The City is required to provide adequate advance public notification of the public hearing 30 days prior to the hearing meeting federal requirements of the SRF program. The City published a public notice on November 23, 2018 in the Telegraph Herald, a locally circulated newspaper. Following the public hearing, the City will submit a summary of the public comments and proof of publication to the environmental review specialist at the SRF program department, along with an executed Environmental Information Document. We encourage public input in this decision making process. � IOWA STATE REVOLVING FUND ENVIRONMENTAL INFORMATION DOCUMENT PROJECT IDENTIFICATION Applicant: City of Dubuque SRF Number: FS-31-19-DWSRF-014 County: Dubuque lowa DNR Projed Number: W2018-0447 State: lowa COMMUNITY DESCRIPTION Location: The City of Dubuque is located in Dubuque County, lowa approximately 80 miles northeast of Cedar Rapids, lowa and 60 miles northwest of Clinton, lowa. Population: The population of Dubuque according to the 2010 US Census was 57,637. The anticipated population for the year 2040 according to the Imagine Dubuque 2017 Comprehensive plan for the Dubuque Metropolitan Area is 78,682. Water Supply System Background: Currently,the City of Dubuque is served by five shallow wells along the Mississippi River and four deep wells located near the Eagle Point Water Treatment Plant. Treatment is required to reduce iron and hardness due to the presence of calcium and magnesium in the raw water. Lime softening and filtration processes are used to lower the iron and hardness concentrations for the customers of the Dubuque water system. After treatment,the water enters one oftwo ground-level reservoirs at the water treatment plant that have a combined storage capacity of 1.75 million gallons. From there,the water is pumped throughout the distribution that consists of 7 pressure zones. The existing storage for pressure zone 2 (the Eagle Point Water Tower) is unable to provide adequate pressure to residents within this zone. The pressure ranges from 19 to 139 psi in pressure zone 2, which is outside of the desirable static pressure range of 60 to 80 psi. EID Page 2 City of Dubuque FS-31-19-DWSRF-014 PROJECT DESCRIPTION Purpose: The purpose of this project is to make improvements to the water supply system to ensure that the current and future water supply requirements of the community will be met safely and reliably for at least the next 20 years. Proposed Improvements: The proposed project includes construction of a new 1.25 million gallon water tower, 7501inear feet of water main, and five pressure control stations. The existing Eagle Point water tower will be demolished and associated piping will be modified. ALTERNATIVES CONSIDERED Alternatives Considered: The City intends to improve the water pressure within pressure zone 2 to prevent contamination from groundwater infiltration. Therefore, a water tower and pressure control stations were recommended to cost effectively ensure adequate pressure to all of pressure zone 2 including areas of new development. Reasons for Seledion of Proposed Alternative: The proposed water tower will be sized to meet existing and reasonable future demands within pressure zone 2. Three viable locations for the proposed water tower were identified. The proposed Roosevelt Street location was selected as the most cost effective to address pressure issues within pressure zone 2 while also meeting necessary engineering criteria with minimization to the impacts to the environment. ENVIRONMENTAL IMPACT SUMMARY Construction: Traffic patterns within the community may be disrupted and above normal noise levels in the vicinity of the construction equipment can be anticipated during construction and should be a temporary problem. Adverse environmental impacts on noise quality will be handled by limited hours of contractor work time during the day. Other adverse environmental effects from construction activities will be minimized by proper construction practices, inspection, prompt cleanup, and other appropriate measures. Areas temporarily disturbed by the construction will be restored. Solid wastes resulting from the construction project will be regularly cleared away with substantial efforts made to minimize inconvenience to area residents. Care will be taken to maintain dirt to avoid erosion and runoff. The proposed project will disturb soils over an area greater than one acre; therefore, the applicant is required to obtain an NPDES General Permit Number 2 (for storm water discharge associated with EID Page 4 City of Dubuque FS-31-19-DWSRF-014 construction activities) and abide by its terms. Therefore, no significant impact to surface water quality, fish, shellfish, wildlife, or their natural habitats is expected. Temporary air quality degradation may occur due to dust and fumes from construction equipment. The applicant shall take reasonable precautions to prevent the discharge of visible emissions offugitive dusts beyond the lot line ofthe property duringthe proposed project (567 lowa Administrative Code IAC 23.3(2)"c"). Historical/Archaeological: Various Native American tribes with an interest in the area and the Certified Local Government were provided information regarding the project. A Phase 1 Archeological investigation of the proposed project area was completed by Wapsi Valley Archaeology, Inc. The Phase 1 indicated that archival documents suggest prehistoric mounds may have been located at Eagle Point Park. It was postulated that the mounds may have been located at the high point of the ridge on which the current water tower now stands. Due to the sensitive nature of prehistoric burial mounds, it has been recommended by Wapsi Valley Archaeology, Inc that archaeological monitoring be completed by a qualified archaeologist during water tower demolition activities at Eagle Point Park. Results from the Phase 1 investigation were submitted to the State Historical Preservation Office (SHPO) for review. The project will only proceed as planned if an agreement can be reached between all parties to appropriately mitigate any adverse effect to historic properties and address any possible archaeological discoveries during the proposed project work in Eagle Point Park. Native American tribes have been notified of the proposed project, however they will also be notified in the event of an unexpected discovery of archeological materials. Environmental: According to the lowa DNR Conservation and Recreation Division, the proposed project will not interfere with any State-owned parks, recreational areas or open spaces. The U.S. Army Corps of Engineers concurs that the project will not impact wetlands. The project will not impact any wild and scenic rivers as none exist within the State of lowa. The U.S. Fish & Wildlife Service Section 7 Technical Assistance website consultation determined, and lowa DNR Conservation and Recreation Division agree, that the project will not impact threatened or endangered species or their habitats. However, if any State- or Federally-listed threatened or endangered species or communities are found during the planning or construction phases, additional studies and/or mitigation may be required. According to the lowa DNR Water Resources Section, this project will not impact the 100-year floodplain. No adverse impacts are expected to result from this project, such as those to surface water quantity, or groundwater quality or quantity. Land Use and Trends: The project will not displace population nor will it alter the character of existing residential areas. The proposed project is within the present corporate limits of Dubuque in areas zoned residential, commercial, or industrial. No significant farmlands will be impacted. This project should not impact population trends EID Page 5 City of Dubuque FS-31-19-DWSRF-014 as the presence or absence of existing water infrastructure is unlikely to induce significant alterations in the population growth or distribution given the myriad of factors that influence development in this region. Similarly,this project is unlikely to induce significant alterations in the pattern and type of land use Irreversible and Irretrievable Commitment of Resources: Fuels, materials, and various forms of energy will be utilized during construction. POSITIVE ENVIRONMENTAL EFFECTS TO BE REALIZED FROM THE PROPOSED PROJECT Positive environmental effects will be maintained or improved water quality for the citizens of Dubuque, specifically in pressure zone 2. The new elevated storage tank will better assist in the prevention of water supply contamination associated with inadequate pressures within the distribution system. A catastrophic loss of water supply could result in zone-wide health impacts due to a lack of sanitation and the use of other water sources that may not meet Federal drinking water standards. SUMMARY OF REASONS FOR CONCLUDING NO SIGNIFICANT IMPACT • The project will not significantly affect the pattern and type of land use (industrial, commercial, agricultural, recreational, residential) or growth and distribution of population. • The project will not conflict with local, regional or State land use plans or policies. • The project will not impact wetlands. • The project will not affect threatened and endangered species or their habitats. If any State-or Federally-listed threatened or endangered species or communities are found during the planning or construction phases, additional studies and/or mitigation may be required. • The project will not displace population, alter the character of existing residential areas, or convert significant farmlands to non-agricultural purposes. • The project will not affect the 100-year flood plain. • The project will not have effect on parklands, preserves, other public lands, or areas of recognized scenic or recreational value. • A Phase I Archeological investigation ofthe proposed project area was completed. Results from this investigation were submitted to the State Historical Preservation Office for review.
