Van Milligen, City Manager SUBJECT: Request for Renaming Northview Drive to Miracle League Drive DATE: December 27, 2018 A request was received from the Miracle League of Dubuque to rename Northview Drive to Miracle League Drive in conjunction with the construction of the Miracle League baseball field, all-inclusive playground and support pavilion to be located at Veteran's Park. Northview Drive extends from Kane Street to the Veteran's Park entrance. The City Council wants historically used street names to be retained when possible. Therefore, the City requires that the applicant research any historical significance of the existing street name. Based on historical research, there is no historical significance. There are currently two Northview Drives located in the City of Dubuque and the proposed street renaming will remove a street name duplication. Dubuque County and City of Dubuque emergency services seek to avoid duplication of similar sounding names, and to ensure that the street name is used easily during an emergency. These agencies must review and provide a recommendation on a proposed street name change prior to City Council action on the request. This review has been completed, and there are no concerns with the proposed renaming. It is the policy of the City of Dubuque that the applicant may be required to notify and obtain support from impacted affected property owners, residents, tenants, and businesses before the City Council grants a change in a street name. There are no such affected parties, as there are no properties addressed off of Northview Drive. Planning Services Manager Laura Carstens recommends City Council approval to rename Northview Drive to Miracle League Drive. DISCUSSION Changing the names of streets in the City of Dubuque requires adoption of an ordinance by the City Council. There are several initial steps that the applicant must take prior to submitting a request for changing a street name. It is the policy of the City of Dubuque that notification of a street name change also is provided to the U.S. Postal Service, utility companies, and Dubuque County and City of Dubuque emergency services. RECOMMENDATION Planning Services staff recommends City Council approval of the enclosed ordinance supporting the request by the Miracle League of Dubuque to rename Northview Drive to Miracle League Drive. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, AS FOLLOWS: Section 1. The street originally named Northview Drive be and is hereby renamed Miracle League Drive as shown on the Exhibit attached hereto and made a part hereof. Section 2. That every reference in the Municipal Code of the City of Dubuque, to the Northview Drive impacted by this change be interpreted to refer to Miracle League Drive. Section 3. That appropriate records of the City, including all maps which are part of the City's Comprehensive Plan, shall be adjusted accordingly to reflect the name change. Section 4. The proper officers, employees, and agents of the City are hereby authorized, empowered, and directed to do all such acts and things and to execute and deliver all documents and instruments as may be necessary to carry out the intent and accomplish the purposes of this Ordinance in accordance with its terms. Section 5. Upon approval of this Ordinance, the City Clerk is hereby authorized and directed to forward a certified copy of this ordinance to the Dubuque County Recorder, Dubuque County Auditor, and Dubuque County Assessor.
