Parking System Supervisor Tim Horsfield is recommending acceptance of the
construction contract for the Walkway Project between the Iowa Street Parking Ramp
and Northeast Iowa Community College, as completed by Portzen Construction, Inc., in
the final contract amount of $68,027.47, which is a 1.2% decrease from the original
contract in the amount of $68,846.27.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution provides for the acceptance of the construction contract for the
Walkway Project between the Iowa Street Parking Ramp and Northeast Iowa
Community College (NICC).
BACKGROUND
The Walkway Project between the Iowa Street Parking Ramp and Northeast Iowa
Community College provided for a walkway from the Iowa Street Parking Ramp to the
second floor of the Dubuque Center, Northeast Iowa Community College Building. The
walkway is to provide public access from the ramp to assist the patrons of the Iowa
Workforce Development and Main Street businesses.
DISCUSSION
The Walkway Project between the Iowa Street Parking Ramp and Northeast Iowa
Community College was completed by Portzen Construction, Inc. of Dubuque, Iowa in
the final contract amount of $68,027.47 which is a 1.2% decrease from the original
contract in the amount of $68,846.27.
RECOMMENDATION
I recommend that the City Council accept the improvements and establish the final
contract at $68,027.47.

The project cost summary for the Walkway Project between the Iowa Street Parking
Ramp and Northeast Iowa Community College is as follows:

At project onset, it was agreed by the NICC Board of Directors and the City of Dubuque
that NICC would share one -half of the total project costs for the walkway since it will
provide convenient access to Iowa Workforce Development and to other areas in the
Main Street area by way of an easement through the NICC Building.

The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $68,027.47 to
Portzen Construction, Inc. for the Walkway Project between the Iowa Street Parking
Ramp and Northeast Iowa Community College.

RESOLUTION NO. 24-10
ACCEPTING THE WALKWAY PROJECT BETWEEN THE IOWA STREET PARKING
RAMP AND NORTHEAST IOWA COMMUNITY COLLEGE AND AUTHORIZING THE
PAYMENT OF THE CONTRACT AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Walkway Project between the
Iowa Street Parking Ramp and Northeast Iowa Community College (the Project) has
been completed and the City Engineer has examined the work and filed a certificate
stating that the Project has been completed according to the terms of the Public
Improvement Contract and that the City Engineer recommends that the Project be
accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Walkway — Iowa Ramp to Northeast Iowa Community College Capital Improvement
Project appropriation for the contract amount of $68,027.47 less any retained
percentage provided for therein as provided in Iowa Code chapter 573, and to pay such
retainage only in accordance with the provisions of Iowa Code chapter 573.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Walkway Project between the Iowa Street Parking Ramp and
Northeast Iowa Community College, that the Project has been performed in compliance
with the terms of the Public Improvement Contract, and that the total cost of the
completed work is $81,685.47.
