On behalf of the National League of Cities' Institute for Youth, Education and Families (YEF Institute), it is my
pleasure to congratulate you and the City of Dubuque disconnected youth team. The YEF Institute has selected
Dubuque to participate in the Reengaging Disconnected Youth through Economic Recovery Efforts technical
assistance initiative, spanning January - June 2010. To reach this stage, your city's efforts during the Learning
Community phase stood out in terms of clarity of purpose, city leadership, and cross - system collaboration.
Most recently, your city's team identified a priority target, among several potential opportunities, for reengaging
more disconnected youth. In addition, the team has offered a first set of reactions to the local youth
disconnection rate data supplied by Northeastern University's Center for Labor Market Studies (CLMS). In the
course of the technical assistance phase, we look forward to:
Clarifying one or more measurable objectives to pursue over the next six months, and identifying specific
ways to put CLMS data to use;
Providing ongoing technical assistance and support as your city pursues its objective(s);
Providing referrals and exposure to disconnected youth expertise, including through the online learning
community; and
Continuing to connect your city with other cities for cross -site learning.
Given the short timetable for this technical assistance phase, we are eager to get started - and detect the same
eagerness from city teams! Thus, please have your lead contact respond, suggesting 2 -3 times for an initial
conference call involving YEF Institute staff and key members of the city team, on dates between January 14-
22, 2010, inclusive. We will use the initial phone call to clarify objectives and discuss use of CLMS data.
Thereafter, we will establish a mutually convenient time for a regular monthly conference call.
An important note: We find ourselves in a time of staff transition in the disconnected youth program area at the
YEF Institute. Carlos Becerra, who has served as key contact for city teams to date, has left NLC to take a
position with another organization. Thus, Andrew Moore, Senior Fellow and I will serve as key contacts for this
initiative. Reach me or Andy via the contact information below.
Once again, congratulations on your selection! We look forward to working with your team and helping your city
reengage more disconnected youth through economic recovery- related employment strategies.
