Background The City of Dubuque receives Community Development Block Grant (CDBG) funds on an annual basis from the U.S. Department of Housing & Urban Development on an entitlement basis. The City must use a public process to plan for, use, and evaluate the impact of these federal resources in the community. The City uses CDBG funding to provide decent, affordable housing, create economic opportunity, and suitable living environments. City staff and partner organizations in the community deliver programs and activities designed to increase affordability, accessibility, availability, and sustainability of resources in the community. On an annual basis, the City holds a series of public meetings designed to receive input on the planed use of CDBG resources. As the City prepares the Fiscal Year 20 budget, staff, commission members, and the public have opportunity to comment the use of CDBG funding to meet the needs of low- and moderate-income populations. Budget Impact City staff from multiple departments coordinated to propose a budget for the Fiscal Year 2020 Annual Action Plan. The CDBG funding will be used by these departments to provide new and continued services that primarily benefit low- and moderate-income populations. The City has not been notified of the formula allocation available for Block Grant funds in Fiscal Year 2020. The attached budget has been prepared using an estimated entitlement, based on the prior year allocation of $1,073,776, and projected program income generated from CDBG funded activities. The proposed budget allocates $1 ,462,701 to activities delivered by the following departments: Housing & Community Development, Leisure Services, Engineering, City Manager's Office, and Planning Services. The proposed budget allows a variance of$16,262 in the event federal awards fall short of proposed estimates. The proposed budget allocates 16°k of resources to Administration, 65°k to Housing & Community Development Activities, and 18°k to Neighborhood Development Activities. Discussion The proposed budget presented to the Council today is subject to change based upon federal resources made available. The Block Grant allocations have historically been announced in late February or March. Federal statute requires the City submit a balanced Plan to HUD. The Community Development Advisory Commission will hold a series of public meetings and hearings to refine the Plan after HUD makes the allocations available. Substantial changes in the scale and scope of services provided, as well as comments from the Commission and public, will be forwarded to the City Council prior to submitting the plan to HUD. Changes in the Plan impacting the City budget are reflected in Budget Amendment 1 . Whereas, the City of Dubuque has prepared a proposed Annual Action Plan for the use of Community Development Block Grant funds for inclusion in the City Budget; and Whereas, the City desires to hold a public hearing to receive comment on the proposed Fiscal Year 2020 (Program Year 2019) Community Development Block Grant Annual Action Plan addressing both housing and non -housing needs in the community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council will meet in the Historic Federal Building, Council Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:00 p.m. on February 13, 2019 for the purpose of holding a public hearing and taking action to include the Fiscal Year 2020 (Program Year 2019) Community Development Block Grant Annual Action Plan in the City Budget. Section 2.
