BACKGROUND In January 2016, the State was awarded $95.7 million in HUD National Disaster Resiliency Competition grant funds. Per the award, the City of Dubuque is to receive $23.1 million for storm water infrastructure improvements associated with the Bee Branch Watershed Flood Mitic�ation Project. The infrastructure improvements are as follows: 1. Bee Branch Railroad Culvert Infrastructure Improvements involving the installation of culverts from the Lower Bee Branch Creek, through Canadian Pacific Railway property, to the Upper Bee Branch north of Garfield Avenue; 2. 22nd Street/Kaufmann Ave Storm Sewer Improvements involving the installation of a large diameter storm sewer from 22nd & Elm up Kaufmann Avenue to the Kaufmann & Kane intersection. The work includes inlets and local sewer connections to the storm sewer and the complete reconstruction of the street and other underground utilities along the street right-of-way corridor. 3. 17t" Street/W. Locust Street Storm Sewer Improvements involving the installation of large diameter pipe from the Lower Bee Branch Creek through the Canadian Pacific Railway tracks to 17t" Street then to the west along 17t" Street and finally west along W. Locust Street towards Angella St. The work includes inlets and local sewer connections to the storm sewer and the complete reconstruction of the street and other underground utilities along the street right-of-way corridor. In October of 2016, the City Council passed Resolution 362-16 authorizing the execution of the funding contract with the lowa Economic Development Authority (IEDA) for the City's receipt of$23,309,600.UU in C;ommunity Development Biock Grant Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood Mitigation Project. DISCUSSION The 22nd Street/Kaufmann Avenue Storm Sewer Improvements Project (White Street to Kleine Street) is one phase of the Bee Branch Watershed Flood Mitigation Project. The project involves the replacement of the existing storm sewer with a large diameter storm sewer and additional storm drains (intakes) along 22nd Street/Kaufmann Avenue from White Street to Kleine Street. Improvements will continue up Kaufmann Avenue to Kane Street in a future phase. This work will require the relocation and reconstruction of existing underground utilities to provide the necessary space for the larger storm sewer. It will also require the complete removal and subsequent reconstruction of the street. The improvements will be constructed in multiple traffic control phases to accommodate residents and businesses. Phase I involves the construction of improvements on 22�d Street from White Street to Francis Street. Phase II improvements include construction from Francis Street to North Main Street. Phase III improvements include construction from North Main Street to west of Kleine Street. Improvements include the installation of approximately 1200 linear feet of 10-foot by 6-foot concrete box culvert (either cast-in place or precast) with cast in place connections on both the west and east ends of the project. The project also includes local storm sewer and intakes, roadway reconstruction with HMA pavement, PCC driveway, sidewalk, and curb ramp reconstruction, PCC wall, railing, and step construction, water main replacement, sanitary sewer replacement, temporary storm water management, dewatering, mobilization, electrical conduits, fiber vaults, traffic signal replacement, miscellaneous restoration, erosion control, and traffic control. Additional phases will continue along Kaufmann Avenue to Kane Street if funding allows. These additional phases of construction will occur in 2020. PUBLIC ENGAGEMENT The Engineering staff has held multiple public information meetings for this project. These were held on August 22, 2017, July 25, 2018, November 5, 2018 at Comiskey Park. Several letters were sent to property owners and residents in the affected properties on the project before the public meeting and since. See attached public outreach letter as an example. Engineering staff is also meeting with property owners and tenants individually onsite to answer questions about the project. A project website is located at: https:lJwww.cityafdubuque.arp1182�122nd-St-Kauf�7iann-Ave-Project . This is on the Bee Branch Flood Mitigation area of the City's website. Engineering staff has also met with Greater Dubuque Development Corp. to coordinate outreach to businesses in the area. A newsletter that is sent to all Bee Branch residents (13,000 property owners) also describes the project and schedule. 2 I i There will be a need to acquire temporary construction easements and right of way for some properties. These easements and right of way will be acquired prior to construction. Property rights letters and related temporary easement/right of way documentation have been mailed out to property owners. The City will follow the procedures outlined with the lowa DOT in acquiring temporary construction easements and right of way. PROJECT SCHEDULE The schedule for this Phase was developed in coordination with the owners of the properties immediately north and south of 22�d Street/Kaufmann Avenue from White Street to Kleine Street. The schedule for the Project is as follows: Initiate Public Bidding Process January 22, 2019 Publish Notice to Bidders, Advertise for Bids January 23, 2019 Publish Public Hearing Notice on Plans & Specs February 1, 2019 Public Hearing on Plans & Specifications February 18, 2019 Receipt of Bids (Bid Letting) February 22, 2019 Award Construction Contract March 4, 2019 Final Project Completion November 30, 2019 Subsequent phases if funding is available will follow in 2020. As noted, all of the improvements for all phases must be complete by June 30, 2021. RECOMMENDATION I recommend preliminary approval of the proposed plans, specifications, form of contract, and construction estimate for the 22nd Street/Kaufmann Avenue Storm Sewer Improvements Project (White Street to Kleine Street). I further recommend establishing the date of a public hearing and authorize the City Clerk to advertise for bids for the Project. Engineering staff will be coordinating inspections of the properties to verify if the services are lead or copper. Property owners will be given the option to be voluntarily assessed through the project to replace lead lines. Financial assistance will be made available through Community Development Block Grant funds if the resident in the building meets low/moderate income guidelines. Those that do not meet income guidelines will be given the option to be voluntarily assessed for the replacement of the lead water service. The watermain replacement is to extend a section of watermain on Kleine Street that is not HUD eligible. This extension allows for the watermains to be looped to better serve residents on Klingenberg Terrace and Lowell Street. The improvements will be funded using the $23.1 million in Community Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood Mitigation Project.
