PARK AND RECREATION COMMISSION MEETING
Tuesday, December 11, 2018

PRESENT: Matt Garrett, Robin Kennicker, Richard Kirkendall, Rebecca
Kuhle, Robert McCoy, Jennifer Tigges and Ray Werner
STAFF PRESENT: Dan Kroger and Eileen Trimble
MINUTES APPROVED; VOTE:
It was moved by Kennicker, seconded by Werner, to approve the minutes of the
November 13, 2018 meeting. Unanimous.
MEET NEW MULTICULTURAL FAMILY CENTER DIRECTOR:
Jacqueline (Jackie) Hunter the new Multicultural Family Center Director was
present to meet the commission.
TREE CITY USA APPLICATION; VOTE:
Recreation Division Manager Dan Kroger explained that you must apply each
year to get recertified as a Tree City USA. This is the formal application to
become recertified.
It was moved � Kennicker, seconded � Garrett, to recommend submittinq an
application for Dubuque to be recertified as a Tree C� USA. Unanimous.
DOG FRIENDLY COMMUNITY WORK GROUP; VOTE:
Mr. Kroger shared information on behalf of Leisure Services Manager Marie
Ware. The commission is to provide a representative and an alternate to serve
on the dog friendly community work group. Both individuals are not required to
be at the meetings but if both attend, it would be the representative that speaks.
FIDO group would also need to select one member as the official representative
and an alternate. If commissioners know of anyone who may have a different
perspective that may be interested in working with the group, they should
forward name(s) to Marie Ware.
Commissioner Werner volunteered to be the alternate; Commissioner Kuhle
volunteered to be the representative or alternate; and Commissioner Tigges
offered to be representative or alternate.
It was moved � Kirkendall, seconded � Garrett, for Kuhle to serve as
representative; Werner to serve as first alternate; and Tiqqes to serve as
second alternate. Unanimous.

REVIEW PARK AND RECREATION DIVISONS' CAPITAL IMPROVEMENT
PROJECTS:
A list of capital improvement projects for 2020 — 2024 was included in agenda
packet and may be found as part of the original minutes. Manager Kroger
explained that the projects on the lists are the ones being requested by staff.
Commissioner Kennicker asked about Highway 20 roses and flowers on North
Grandview Avenue, since both projects were a high priority. She asked if the
Port of Dubuque sign by the Grand Harbor was under department jurisdiction
because a vehicle crashed into it and caused a lot of damage.
Commissioner Kirkendall asked about money for maintenance and repairs at
the pools. Mr. Kroger said the $135,000 in FY 2023 is for a project, but the
$25,000 and $70,000 amounts were for regular maintenance and repairs.
STAFF REPORTS:
No questions from commissioners. Mr. Kroger told commissioners he would be
in Des Moines tomorrow representing the department with the Miracle League
group for an update on the CAT grant application.
COMMISSION COMMUNICATIONS / QUESTIONS:
. Commissioner Tigges asked what local vendor we were working with for the
Grand River Center sound system.
. Commissioner Garrett asked if there was any special role expected of
commissioners related to Five Flags.
. Commissioner Werner said he is excited about the pet friendly working
group and anxious for it to move forward but feels the Commission can work
parallel to the work group and move forward on action to allow pets in parks.
He has looked at statistics from 2014-2015 and approximately 76°k of those
communications were in favor of pets in parks. He would like to work on it
over the next couple months, so it is ready to go in the spring. Commis-
sioner Kirkendall agreed it would be nice to have a recommendation ready
to go in the spring. Commissioner Tigges said it would require an ordinance
change which has to go to City Council for approval and can take several
meetings. After discussion it was decided to put ordinance change related
to pets in parks on January agenda and commissioners should bring ideas
to the meeting.
. Commissioner Kennicker asked if current ordinance could be sent to
commissioners in advance of ineeting.

It was moved by Tigges, seconded by McCoy, to adjourn the meeting at 5:03
p.m. Unanimous.
