This project will help to implement a Top Priority of the City Council's 2017-2019 Policy Agenda -- Central Avenue Revitalization: Streetscape and Business Development. The proposal of the recommended consultant is enclosed. DISCUSSION The creation of the Central Avenue Corridor Streetscape Master Plan between 11 th and 22nd Streets in the Washington Neighborhood is being directed by the Economic Development Department in partnership with other organizations working in the corridor, with assistance from the Planning Services Department. Once a consultant is selected, we plan to engage representatives from key City Departments, key community partners, and Central Avenue Corridor stakeholders. Project objectives include: 1. Address the Corridor's current state of aesthetics as well as provide guidelines for future improvements, and redevelopment of public infrastructure elements within the Corridor. 2. Provide design guidelines for linking complimentary uses, preserving the history and identity of the neighborhood, and improving walkability as well as recommending options for streetscape furnishings and landscaping. 3. Address conditions and opportunities for the Corridor's future transition from its current status as a one-way State highway to a pedestrian-friendly two-way city street such as traffic calming and Complete Street strategies. 4. Outline simple, cost-effective strategies that can be reasonably be achieved in a short period of time as well as more complex, long term strategies that will require greater coordination and expense. The RDG proposal demonstrated an understanding of the City's overall objectives; a quality design approach/methodology in completing the scope of service; a high level of interest; knowledge of the project corridor; creativity and problem-solving ability; and an ability to demonstrate initiative and motivation; and local economic impact. BUDGETIMPACT Per Budget Director Jenny Larson, the Central Avenue Corridor Streetscape Master Plan will be funded from the Economic Development DepartmenYs Capital Improvement Project (CIP) number 3602679 - 62716 Consultant Services, which has a balance of$19,447.00. REQUESTED ACTION The requested action is for the City Council to concur with the committee's recommendation of RDG Planning & Design, and then to direct the City Manager to negotiate a contract not to exceed $19, 447 for a finalized scope of work with the firm. Project Kick Off.Early in the project we will conduct a kick off meeting to identify key project goals, review the schedule, define success and walk the corritlor.On,or around this tlate,we will contluct one-on-one meetings with key stakeholders antl businessowners from the corridor antl communiry to develop a strategic direction for the project.These key themes will guide the project and will serve as means to measure progress. 2. Base map&3D model.Using the GIS base map providetl by the City of Dubuque,our team will ativance a basic 3D massing model of the corridor.This model will extend a half block to the east and west of Central Avenue. 3. Public Engagement.Prior to the workshop in Task 5,our team will work with the Ciry and lowa State University to complete the following to help promote,attract antl recruit the community in a participatory workshop: • Press Release,promoting the event • A"sponsoretl"Facebook event page that targets the Washington Neighborhood(and citizens of Dubuque)promoting the event.This event page woultl be hosted on the City's Facebook page. o Sitlewalk signs placetl along the corridor advertising for the event. • "Drop boxes"to collect comments from the communiry(placetl along the corridor antl within select businesses). • An intercept survey using Survey Monkey or a similar survey provitler,completetl during the workshop.We woultl de�elop one version of the survey for business owners and another for residents. 4. Historic Research. Our work will focus on Central Avenue and the Washington Neighborhood to untlerstand the essence of place. We anticipate working dosely with the Ciry of Dubuque Planning Department to help access historic property and neighborhood information. The"CentraP'Event 5.
