Description: Text Amendment to permit freestanding signs in the C -5 Central Business District. The City of Dubuque Zoning Advisory Commission has reviewed the above -cited request. The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request reviewing proposed signage, existing signage on the building and the need to identify the property at street level. Staff reviewed existing signage regulations in the C -5 District, recent amendments to the C -5 sign regulations and current numbers of signs allowed for the Holiday Inn. The Zoning Advisory Commission discussed the request, and had no objection to the request. Recommendation By a vote of 6 to 0 the Zoning Advisory Commission recommends that the City Council approve the request. DUBUQUE/GALENA November 24 2009 To Whom It May Concern: The Holiday Inn — Dubuque has submitted an application for a Text Amendment allowing the hotel to have a free standing sign on our property along Main Street (photo rendering attached with application). Holiday Inn worldwide is re- launching the brand with a new logo, signage, and guest experience upgrades. New building signs have already been approved and permits issued by the city. The Holiday Inn Dubuque is and has been a vital part of Dubuque's tourism success. Weekends from late Spring through late fall generally sell out throughout the area, with the downtown hotels generally selling out first. One of the most heard comments from our visitors when they walk in the door is "Is this the Holiday Inn9" They can see the building signage from a distance, but when they are on Main Street or 4 Street, they cannot see any identifying signage. Some guests take it in stride and some are outright angry, as they have been driving around looking for the familiar sign identifying us as Holiday Inn. We thank you for your consideration of our application, and hope that we can move forward with the free standing signage that will properly identify us to our out of town guests. The request is to permit free- standing signs along both sides of Main Street from 5 to 6 Streets. Currently, free- standing signs in the C -5 District are permitted along the Locust and Iowa Street frontages, both sides of Main Street from 8 to 1 0 th Streets, and on 7 Street between Locust Street and the alley. Discussion Currently, the C -5 Central Business District sign regulations permit free - standing signs along Locust and Iowa Streets, and a portion of Main and 7 Streets. The restriction on free - standing signage in the C -5 District was originally established, in part, because most of the buildings in the C -5 District extend to the public right -of -way affording little, if any, space for signage. In 1998, the Zoning Advisory Commission and the City Council approved an amendment to the C -5 District sign regulations allowing free - standing signs of up to 100 square feet in area and 25 feet in height along the Locust and Iowa Street frontages. Several of the businesses along these frontages, including a bank and gas station, are set back from the property line and are better able to accommodate free - standing signage. In 2008, Cottingham and Butler received approval for a text amendment allowing free - standing signage along Main Street from 8 to 1 0th Streets. In 2009, the Roshek Building at 701 Locust Street received approval to place a free - standing sign along the 7 t11 Street frontage. Zoning Advisory Commission December 18, 2009 Page 2 The applicants are proposing to add a sign to the Holiday Inn facility at the southwest corner of the lot along Main Street between 5 & 6 Streets. This text amendment will impact only two properties, the first being the Holiday Inn property and the second being the City of Dubuque's Five Flags Civic Center /Orpheum Theater property. The Five Flags' Facility is built up to the property line leaving little ability for free - standing signs to be place on that property. If approved, the Holiday Inn facility would be allowed one free - standing sign, not to exceed 25 feet in height and 100 square feet in area. The height and area restrictions are consistent with signs allowed along Locust and Iowa Street frontages and along 7th Street between Locust Street and the alley. Mr. Granback has submitted a sign rendering that shows the proposed signage for the Holiday Inn that is included in this packet.
