Hello, I am Mark J. Gilligan, I live at 1575 Earl Drive, Dubuque, Iowa.
I am concerned about the large amount of ice, that builds up on the corner of
Earl Drive and Pennsylvania Ave. The ice is from water being pumped from
homes on the east side of Earl Drive. There are springs under or around
several homes and their sump pumps run year round. Over the last several
years with our harsh Iowa winter the ice becomes not drivable and the street
area impassable for foot traffic. Several neighbors and myself have called
the city to do some extra work on this area, and the city works hard at
getting it under control, only to reappear again in a couple of days. I have
talked to city engineering in 2008 and was told that a curb drain needed to
be installed to collect the water and correct this problem. I was told it could
happen in 2009 or 2010.1 phoned city engineering in January of 2010 to let
them know how bad this corner and problem has gotten, and asked if it was
going to get fixed this year. I was told it was on the work list for 2012. I was
told to inform my city council for help and guidance. Mr. Lynch mention
"To start a petition drive in my neighborhood, also sign up to speak at a city
council meeting ". My neighbors and myself would simple like our street to
be safely fixed so as we travel to and from our homes, we don't have to
worry about the icy corner. Earl Drive is a very nice neighborhood with a
city park at the end of the street. Falk Park in on the corner of Earl Dive and
Ideal Lane. I would like to thank you for your time and any help we can
receive from the city to get this icy mess fixed. Thank you

We the undersigned would like the City of Dubuque street department help to correct the
large amount of spring water run off which builds up into large sheets of ice on our street.
The street comer of Earl Drive and Pennsylvania is the area in concern. This trouble area
has been brought to the street department and city engineering department many of times
over the last several years. It is hard to drive and walk crossing the street at this corner.
