Dubuque 2007 THE CITY OF DUB r E Introduction This memo is intended to provide you with information regarding the design of the proposed parking ramp at 10 & Central. Background At a previous City Council meeting, it was determined that we would construct an approximately 470 space parking ramp at 10 and Central. As a result of that determination, a committee was established to assist with the design of the ramp mainly focusing on the exterior look of the facility along with entrance and exit location. On January 11 the committee met to review additional renderings of the fa9ade of the ramp and came to an agreement on a recommendation that was taken to the Historic Preservation Commission on January 14, 2010 for their review and comment. the Committee unanimously voted to approve the design as some minor recommendations. They recommended that the precast concrete panels be colored on the back side of the panels in exposed areas. That has already been directed and changed in the design. They asked that the face of the canopy have a smooth finish if a satisfactory design could not be determined. As presented, it was a decorative stamped face and the committee preferred a plain face. This will be implemented in the new design. They requested articulation and detail be added to the brick areas. The presentation was unable to represent this in the design, but there are areas where depth and different thicknesses of brick are used so this effect is already in the end product. 10 & Central Parking Ramp Design Recommendation January 27, 2010 Page II 4. They requested a three -part trellis separation on the Central Avenue side over the entrance to even up the distance between vertical trellis elements. This has already been changed on the plans and will be adjusted. The Historic Preservation has written a report to the City Council regarding their recommendation. I have attached a copy of the drawings that were presented to the Commission for their review. At this point, I would ask for you approval and subsequent City Council approval of the proposed facade for the parking ramp. The proposal, staff report, and related materials are enclosed. Discussion The role of the Historic Preservation Commission in reviewing this project is to serve as an advisory design review body to the City Council for projects in the Downtown Design Guidelines area that utilize a source a public funds. The Commission reviewed the proposal with the project architects, Straka Johnson. Recommendation By a vote of 6 to 0, the Historic Preservation Commission recommends approval of the design for the parking ramp with the following recommendations: 1) Precast concrete panels have color on the back, especially at top level; 2) Face of the canopy has a smooth finish if a satisfactory design cannot be determined; 3) Explore if articulation and detail can be added to the brick areas; and 4) Three -part trellis separation on Central Avenue. The property is located in the Downtown Design Guidelines area. The role of the Historic Preservation Commission in reviewing this project is to serve as an advisory design review body to the City Council for projects in the Downtown Design Guidelines area that utilize a source a public funds. The Commission's recommendation will go on to the City Council with the application materials for their review and approval of the project. The proposed parking ramp will be cast in place concrete. It will have seven levels and accommodate 477 spaces. The southwest glass tower is the tallest component of the ramp measuring 90'. The footprint of the structure measures approximately 190'x126'. The fire station addition will include three additional bays and be constructed with like materials. It will measure 84'x44' and be 25' tall. The Fire Headquarters was constructed in 1969 ($470,000) and historically speaking, is considered to be recent construction. It is not considered contributing to a potential National Register of Historical Places District. It is also not individually eligible for listing on the National Register. Please refer to the enclosed Project Description and renderings provided by Straka Johnson Architects for a more detailed description of the project. Sample materials will be provided by Straka Johnson at the meeting. Compliance with Guidelines: The Downtown Design Guidelines may be used as a standard for review of the project. They address exterior architectural design as well as streetscape and landscape design. The guidelines seek to manage change so the traditional character of the area is respected while accommodating compatible improvements. The document is designed to be compatible with The Secretary of the Interior's Standards for the Treatment of Historic Properties, while expanding on the basic rehabilitation principles Design Review — Parking Ramp, 10 Central and Iowa Streets page 2 as they apply in Dubuque. The Downtown Design Guidelines also address new construction, but also provides specific guidance for the construction of parking ramps. The following Downtown Design Guidelines may be applied to the project: • Chapter 2, Architectural Character on page 71. • Chapter 2, Materials on page 72. • Chapter 2, Parking Facilities on pages 75 and 76. • Chapter 2, Awnings and Canopies on pages 79 and 80. • Chapter 3, Guidelines for New Commercial Building Types on pages 89 -98. Guidelines: 2.9 The exact imitation of older historic styles is discour- aged for newer structures. One should not replicate historic styles because this blurs the distinction between old and new buildings as well as making it more difficult to visually interpret the architectural evolution of the district. 2.10 Contemporary interpretations of traditional designs and details are encouraged. Interpretations of historic styles may be considered if they are subtly distinguishable as being new. New designs for window moldings and door surrounds, for ex- ample, can provide visual interest while helping to convey the fact that the building is new. Contemporary details for porch railings and columns are other examples. New soffit details and dormer designs also could be used to create interest while expressing a new, compatible style. New contemporary designs for storefront elements provide visual interest and reinforce the established storefront pattern in the commercial context. Chapter 2 Contemporary interpretations of traditional designs and details are encouraged. 71 Design a parking structure so it creates a visually attractive and active street commercial or other use to screen parking areas. Parking Facilities Policy: New parking facilities should be designed to be attractive, compatible additions to the streetscape. Using high quality materials, providing a sense of scale in architectural details and providing active uses at the sidewalk edge are methods that can mitigate the potentially negative impacts of new parking facilities. In general, a new parking facility should remain subordinate to the street scene. Parking structures should be designed to enhance the activity of the streetscape. At a minimum, a parking structure should help to animate the street and be compatible with the surroundings. The visual impact of the cars themselves should be minimized. Guidelines: 2.20 Design a parking structure so that it creates a visually attractive and active street edge. • When feasible, a parking structure should be wrapped with retail, commercial or another active use along the street edge to separate the facility from the street and to add activity to the street. • A combination of other methods of accomplishing this may be used, but should not dominate the facade of a structure. These include, but are not limited to: - Murals or public art - Landscaping - Product display cases Chapter 2 edge. Consider a wrap of retail, When feasible, a parking structure should be wrapped with retail, commercial or another active use along the street edge to separate the facility from the street and to add activity to the street. 75 Awnings and Canopies Policy: Traditionally, awnings and canopies were noteworthy features of build- ings in the downtown core, and their continued use is encouraged. These elements are simple in detail, and they reflect the character of the buildings to which they are attached like commercial, warehouse or transitional building types. Arched canopies placed within rectangular openings are inappropriate. A more subdued color scheme would also be more appropriate. Fixed metal canopies may be appropriate for certain building styles. Mount an awning or canopy to accentuate character - defining features. 79 CITY OF DUBUQUE, 10 AND CENTRAL PARKING FACILITY AND FIRESTATION ADDITION SJA Commission No: 09032 January 14, 2010 PROJECT PROPOSAL FOR: Historic Preservation Committee 1.) Site a. This section of downtown Dubuque is an eclectic mix of large and small commercial facilities, residential properties, the Fisher building, W5 Live, Millwork District, and The Grand Opera House. The proposed ramp is a significant structure that commands the entire north half of the site currently accommodating surface parking, and bounded on the east by Highway 52 and or Central Avenue (currently one way south), 10" Street (two way) on the north, Iowa Street on the west, and 9" Street (one way east) toward the east. 2.) Description a. The planned facility will replace an existing surface parking lot on 10" and Central with a seven level 477 space parking facility. The parking facility will accommodate the future growth and expansion of downtown Dubuque in accordance with the revitalized historic Roshek Building and the ongoing renovation in the warehouse district. The facility is intended to be a fresh rendition while sympathetic to the surrounding street scape. The glass enclosed vertical circulation elements on the northeast and southwest strive to soften those boundaries. A combination of brick and Huff limestone colored precast is detailed in a fashion to reduce scale and harmonize with other near by structures. 3.) Alternatives a. Numerous concepts were developed for the exterior of the facility which was presented to the Committee and City Council. The concepts studied different cladding materials, and massing of the facility. 4.) Materials a. Concrete: The ramp itself will be cast -in -place concrete. b. Colored Concrete: The color should not juxtapose ramp elements but share a common relationship with significant ramp elements. c. Brick Straka Johnson Architects, P.C. Appropriate installation of an operable awning. 80 Guidelines: 2.28 A fabric awning is encouraged. • Historically, fabric awnings are what were most commonly found in Dubuque's downtown area. • Operable awnings are appropriate. 2.29 A fixed metal canopy may be considered. • Appropriate supporting mechanisms are wall mounted brackets and chains. 2.30 The awning and canopy should be in character with the building and streetscape. • Mount an awning or canopy to accentuate character - defining features. The awning or canopy should fit in the opening of the buildings. • Use colors that are compatible with the overall color scheme of the facade. Solid colors are encouraged. • Simple shed shapes are appropriate for rectangular openings. The parking structure reflects a visually attractive edge with recessed areas that contain landscaping and creative screens. Note these conceptually reflect storefront elements. 76 2.21 A parking structure should be compatible with tradi- tional buildings in the surrounding area. • Respect the regular window pattern and other architectural ele- ments of adjacent buildings. • Maintain the alignments and rhythms of architectural elements as seen along the street. • Express the traditional widths of buildings in the area. • Continue the use of similar building materials. • Avoid multiple curb cuts. These complicate turning movements and disrupt the sidewalk. A parking structure should be compatible with traditional buildings in the surrounding area. They should appear similar to those seen traditionally to establish a sense of visual continuity. Guidelines: 2.11 Use building materials that appear similar to those used traditionally in the area. • Brick is found in all character areas and, therefore, is an appro- priate material to use. • Horizontal lap siding is appropriate in transitional areas on resi- dential style buildings. • All wood siding should have a weather - protective finish. • The use of highly reflective materials is discouraged. 2.12 Use masonry that appears similar in character to that seen historically. • Brick should have a modular dimension similar to that used traditionally.
