Absent: Sara Booth, Steve Drahozal STAFF PRESENT: Assistant City Manager Cori Burbach, Sustainable Community Coordinator Gina Bell President Specht called the meeting to order at 5:05 p.m. Burbach confirmed that the meeting was in compliance with the lowa Open Meeting Law. Burbach introduced Gina Bell, the newly-hired Sustainable Community Coordinator PUBLIC COMMENT: Paul Schultz presented information on Green Dubuque's recent work and DAR3N. He also advocated for improved recycling and composting at Saturday Farmers Market. Burbach noted that while the management of Farmers Market is a responsibility of Dubuque Main Street, she and Bell would follow up with DMS staff to explore opportunities for improvement. Commissioners also recommended staff review the Special Events permit application to increase education and/or requirements regarding solid waste diversion. Abby Willis, an intern for Green Dubuque, will be working on community outreach for the organization. MINUTE APPROVAL: Boles motioned, and Roussel seconded, approval of the minutes from the September 6, 2018 meeting. The motion passed unanimously. 2019 STATE LEGISLATIVE PRIORITIES: Burbach presented the 2019 State Legislative Priorities for review, and the Commission discussed. Commissioners recommended the following additions: 1) addition of language regarding energy efficiency, especially with regards to recent changes in utility financial support of statewide programs, 2) encourage a strategic statewide data usage plan to assist local entities in data analysis (e.g. STAR recertification), 3) recommend lowa Department of Public Health use same lead standards as HUD, 4) require IDPH to implement syringe exchange program to address opioid abuse, 5) recommend repealing preemptive ban on local minimum wage passed in last legislative session. SOLID WASTE STUDY: Resource Management Coordinator Anderson Sainci and Paul Schultz provided an update on the Solid Waste Study, currently underway. The Commission advocated for additional public outreach prior to the survey closing date of October 15, 2018, and discussion ensued. Sainci will bring the recommendations of the study back to the Commission when complete. SUSTAINABLE DUBUQUE COMMUNITY GRANTS: Five grant applications were received. Darr, Kennicker and Specht will be part of a subcommittee to review commissioner scores and provide a recommendation to the full commission at their November 1 meeting. GROWING SUSTAINABLE COMMUNITIES CONFERENCE UPDATE: Commissioners who attended the conference share the highlights from their experience. COMMISSIONER REPORTS: Boles reported that Greater Dubuque Development Corporation is hosting a Childcare Summit on October 9. He also reported the CDAC reviewed the energy efficiency report the RCAC reviewed in September and will add this to the list of issues to address in the next Community Development Block Grant 5 year plan. NEXT MEETING: The next commission meeting will occur on Thursday, October 4 at 5:00 pm in the City Hall Annex. ADJOURNMENT: The Commission adjourned at 6:50 pm.
