In 2003 and 2007, community greenhouse gas inventories were completed. In 2009,
the City Council adopted the Community Climate Action & Resiliency Plan, with the goal
of reducing greenhouse gas produced by the community by 50°k below 2003 levels by
2030. At this time, a baseline inventory was established (2003) and in 2013 the
greenhouse gas inventory was conducted and concluded an 11°k reduction in
emissions.
Updating the community's greenhouse gas inventory is the first step in the updating of
the Community Climate Action and Adaptation Plan, which was identified as a City
Council Management Agenda item in 2017. It will inform the actions this community
must take to address the changing climate as well as measure against the goal of 50°k
reduction by 2030.
Sustainable Community Coordinator Gina Bell recommends City Council approval of a
Memorandum of Understanding with the University of Northern lowa's Center for
Energy and Environmental Education to conduct an update to the community-wide
greenhouse gas inventory at a cost of$2,500.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request City Manager's approval to proceed with the
Memorandum of Understanding (MOU) with the University of Northern lowa's (UNI)
Center for Energy and Environmental Education (CEE� to conduct an update to the
community-wide greenhouse gas inventory.
BACKGROUND
In 2003 and in 2007, community greenhouse gas (GHG) inventories were completed. In
2009, City Council adopted the Community Climate Action & Resiliency Plan, with the
goal of reducing greenhouse gas produced by the community by 50% below 2003 levels
by 2030. At this time, a baseline inventory was established (2003) and in 2013 the GHG
inventory was conducted and concluded an 11% reduction in emissions.

DISCUSSION
UNI's CEEE became members of ICLEI Local Governments to conduct GHG inventories
around the state. UNI Energy Program Manager Eric Giddens will lead the work with
support from a student team in order to gather the data needed to complete the inventory.
I will act as a local project manager for Eric, collecting required data from City staff, utility
providers, and any other partners. Estimated time for completion of the inventory is May
2019, which will allow us to move forward with the update to the Community Climate
Adion & Resiliency Plan, provided City Council approves funding, in the spring of 2019.

BUDGETIMPACT
The cost for the City to implement this update will be $2,500. This funding is available
from a CIP carried over from FY2017.
RECOMMENDED ACTION
I respectfully request City Manager's signature on the MOU with CEEE.

MEMORANDUM OF UNDERSTANDING
BETWEEN
THE UNIVERSITY OF NORTHERN IOWA CENTER FOR ENERGY AND
ENVIRONMENTAL EDUCATION
AND
THE CITY OF DUBUQUE, IOWA
This Memorandum of Understanding (MOU) sets forth the terms and understanding
between the University of Northern Iowa Center for Energy and Environmental Education
(CEEE) and the City of Dubuque, Iowa (City) for the inventory of greenhouse gas (GHG)
emissions for the City of Dubuque, Iowa.
SECTION 1. PROJECT DESCRIPTION. City seeks to update their community -wide
GHG emissions inventory which meets the Compact of Mayors' requirement to achieve a
GHG reduction target of 50% of the 2003 level of emissions by the year 2050 adopted by
the City Council.
SECTION 2. PROJECT PURPOSE. CEEE will work with City staff and relevant
partners to develop a comprehensive GHG Inventory that will inform the City's Climate
Action Plan and measure past and current emission rates.
SECTION 3. SCOPE OF WORK. Under the terms of this MOU, the parties will perform
the following:
• CEEE will perform community -wide GHG emissions inventories for the years of
2014, 2015, 2016, 2017, and 2018 on or before April 15, 2019;
o CEEE will compare and analyze trends from the data inventory collected on or
before May 15, 2019;
• CEEE will provide a summary of local reduction strategies completed, ongoing,
and planned on or before May 15, 2019; and
• City will pay CEEE for its inventory, analyses and other work under this MOU in
the amount of Two Thousand Five Hundred Dollars ($2,500.00) within thirty (30)
days of the conclusion of the work. CEEE will send the City an invoice upon
completion of the work.
SECTION 4. RESOURCES TO BE PROVIDED TO CEEE. City will provide the
following items to CEEE to facilitate the Project Plan:
• A project manager;
• Copies of all existing City community -wide prior greenhouse gas inventories;
• Access to all applicable City records;
• Assistance with scheduling, if necessary; and
O Connection to utility contacts and other relevant City partners.
SECTION 5. REASONABLE EFFORTS. CEEE understands City's obligations under
this MOU are to use reasonable efforts to assist CEEE with the scope of work set forth in
this MOU and to provide payment for such work upon its completion.
SECTION 6. AMENDMENTS. This MOU may not be amended or modified without the
consent of the City and CEEE. Such consent must be evidenced by a written instrument
executed by both parties.
SECTION 7. ASSIGNMENTS. This MOU may not be assigned without the written
consent of the non -assigning party.
SECTION 8. CAPTIONS. The captions in this MOU are included for convenience of
reference and do not define, delimit, or otherwise effect the construction or effect of the
provisions contained herein.
SECTION 9. FORCE MAJEURE. If either party is delayed, hindered, or prevented from
the performance of any obligation required under this MOU by reason of strikes, lock-
outs, labor troubles, inability to procure materials, failure of power, riots, civil disturbances,
picketing demonstrations, war, other similar reasons, or an act of God not the fault of the
delayed party, then performance of such act will be extended for a period equivalent to
the period of such delay.
SECTION 10. SEVERABILITY. If any provision of this MOU is held invalid, such
invalidity will not affect any other provision of this MOU that can be given effect without
the invalid provision. The provisions contained in this MOU are severable.
SECTION 11. BINDING EFFECT. This MOU binds and inures to the benefit of the City
and CEEE and their respective heirs, successors, and permitted assigns.
SECTION 12. NOTICES. Notices or consents of any kind under this MOU must be in
writing and will be deemed received if delivered in person or if mailed by certified mail to
the appropriate party as follows:

SECTION 13. APPLICABLE LAW. This MOU is governed by the laws of the state of
Iowa.
SECTION 14. COUNTERPARTS. This MOU may be executed in any number of
counterparts. All counterparts taken together will constitute one and the same MOU.
SECTION 15. EFFECTIVE DATE AND SIGNATURE.
15.1 Execution of this MOU formally evidences that the parties have reviewed and
accept this MOU. Execution of this MOU by the City is subject to City Council Approval.
15.2 This MOU is approved and is effective upon the date of the last signature
below.
