Sealed bids were received for the Historic Federal Building Roof Restoration Project.
Project Manager Steve Sampson Brown recommends award of the construction
contract to the low bidder, Giese Roofing, in the base bid amount of$271 ,922.70 and a
bid alternate in the amount of$74,355.95.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Historic
Federal Building Roof Restoration Project.
BACKGROUND
The current roof on the building is 19 years old and is currently showing signs of noticeable
deterioration. In 2017 a diagnostic testing and analysis was completed on all sections of the
roof to determine the remaining service life. The results of the analysis indicated there were
four areas where the roof inembrane was leaking and the insulation board was saturated
with water. A short-term repair project was completed to address the four areas of the roof
that were leaking to avoid any potential damage to the building.
DISCUSSION
The 2017 analysis also recommended partial replacement of the east roof inembrane and a
10-year warranty roof coating be used for the for the remaining north, south and west
portions of the roof. In order to ensure the long-term viability of the building and to eliminate
the potential for water damage the Engineering Department is recommending award of this
restoration project. Based on available funding for this project the east and west roofs have
been prioritized as part of the base bid as they are in the worst condition. The north and
south roofs (roofs C& U) are in better condition and were bid as an add alternative if the total
of the bid results exceeded the available project budget. Based on the bid results, it is being
recommended that only the base bid work be used as the basis of award.
BID RESULTS
Sealed bids were received for the project on January 24, 2019. Giese Roofing of Dubuque,
lowa submitted the lowest base bid in the amount of $271 ,922.70 and a bid alternate in the
amount of$74,355.95. A summary of the bid proposals is as follows:

RECOMMENDATION
I recommend that the contract for the Historic Federal Building Roof Restoration Project
be awarded to Giese Roofing of Dubuque, lowa using the base bid as the basis of award in
the amount of$271 ,922.70.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE HISTORIC FEDERAL
BUILDING - ROOF RESTORATION PROJECT
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the Historic
Federal Building Roof Restoration Project, (the Project) pursuant to Resolution No. 377-
18 and Notice to Bidders published on the City of Dubuque, Iowa website and plan
room service with statewide circulation on the 21st day of December 2018.
Whereas, said sealed proposals were opened and read on the 24th day of January
2019 and it has been determined that Giese Roofing of Dubuque, Iowa, submitted low
bid in the amount of $271,922.70 and is the lowest responsive, responsible bidder for
the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Giese
Roofing and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
Passed, adopted and approved this 4th day of February 2019.
